i know that supervisor norman yee was a first five commissioner years ago and i wanted to welcome malia cohen for joining the first five commission as our board of supervisors rep. today, related to this, i'm asking our board to join many organizations and leaders throughout the state and this country in declaring 2013 the year of the child. for years our state government has imposed dramatic cuts which have undercut our efforts by universal preschool, educate students and provide child care for our families, especially the most vulnerable. this is heard over 100,000 children living in san francisco and as the state and local budgets improve this year, we hope, we must restore as many of the services to children as possible and demand that the state government does its part. ~ hurt i'm thankful to supervisors malia cohen and norman yee it for joining our board, the california state in counties, [speaker not understood], head start programs, elected officials and community partners across the state in recognizing the critical importance of providing adequate services to our children. tha

i feel like norman covered is all in terms of his eloquence. i won't say how many years, norman. we appreciate the fact that we have a child care champion added to this board in addition to the supervisors who have been supportive of early care and education for many years. i want to on behalf of our members thank all of you supervisors who appoint our members. we're only able to do that work because of your support. i specifically want to thank board president david chiu, who is maya pointed supervisor to this body. ~ thank you for your support over the years. obviously we have still a lot of work to do. we need to continue to support child care subsidies in order to serve the 5,000 kids on eligibility lists waiting for services. we need to support our work force to get 50 cents on the dollar to pay public school teachers. we need to support our child care facilities because we only have capacity for 45% of the total capacity of working families with young children in the city. and i think in addition the other thing that we need to do is support our child care small businesses.

down over the course of the last few months and certainly last week, as well as supervisor chiu and norman yee who are introducing amendments today. about two months ago, both sides sat down over a multiple week span and had some encouraging and not so encouraging discussions. nevertheless, important, but given the two sides have not spoke men years, that we had that dialogue. last week alone, i met with the tenants advocates in my office and spoke with them over the weekend as well as met with numerous times ~ with the tic advocates over this weekend, the past few weeks, and even this morning in my office. from the outset and my goal in create thing legislation was three fold. first of all, provide relief for current tic owners who in my mind represent the face of middle income families here in san francisco. we've heard over time that police officers and the teachers that are tic owners, they're being forced to pay interest rates that are currently double the market interest rates here in our is city and across our country. and to provide a path for them for secure ownership here in our

norman miles myers was living in the city. the chronicle also covered it in october of 1951. there was a great quote from myers. he said we built paper models to make sure every room had a view of the ocean. we also believe that the property is significant both for it's architecture and for it's association with milton myers. milton was a developer and developed parts of the sea cliff according to his granddaughter with whom we spoke with. myers worked at sutter street in 1951 1 the house was built. he fulfilled many positions including san francisco planning commissioner in the 1940s. they were experienced builders and also developed homes in the 20s. milton was known for developing the sea cliff neighborhood. the myers also gave warn steven his house during the war. milton myers and company still owned the international hotel in san francisco manila town when it took over this place. this was a perfect design for this left over site for it's panoramic view because it was the last to be developed. the site rises from the street. there is nothing in fronted of it other than t
