forecasters say the storm weakened, matthew could bring life threatening conditions from florida to north carolina. rick? >> you're right. it's weakened but pressure has not dropped so we have a strong storm off the coastline of florida and now, off the southeast coast of georgia. you can see this indentation here along the coast. that is where we've been seeing the storm surge today and now moving north but it is going to run into land. there is a good chance this is going to have an interaction with land around the charleston area in the morning hours. we're having a lot of storm surge looking at the second biggest storm surge we have seen behind hurricane hugo. that was a very damaging storm there. hurricane warnings down towards daytona beach. we expect the storm to hold together as a hurricane. and look at the rain. we have rainfall rates high. and that means we're going to be seeing a lot of flooding from the rain that is yet to come. we have the center of it not far off shore. the winds still in that 105 range and we're going to be watching potentially a lot of wind damage for this

behind me, the water is much higher than what it typically is, it is choppy in this area in the north florida area. if you go down south, you can look around the beach.

northern florida, who have not had a lot of experience with hurricanes, storm surge is going to go vastly inland in places like you don't expect like the st. john's river that actually flows north this storm stays along the coast, jacksonville, down that river will see flooding, as well as around brunswick, kings bay, jekyll island. a lot of these places that haven't seen this type of activity in a long time. this will be a significant impact, major life threat for flooding. that's why, again, heed those evacuation orders. >> your job is to manage the emergency response, not so much these hours until the storm hits. we were talking to our correspondent in west palm beach and he says a lot of people are ignoring the governor when the governor says "get out." how much does it complicate your response if people ignore these evacuation orders? >> well, here's the problem, you don't evacuate it gets bad, you decide, now i want to evacuate. it's too late. you dial 911. you want to get rescued. we can't come to you. it's too dangerous. now we're having to divert resources and put people in harm's way to either come at you when we can or immediately after the storm instead of focusing
