katty: north korea has been hit by the worst drought in a century.rops in the main rice growing private is our parched following a dry season. john yang is worried that another famine could hit like it did in the 1990's, in which perhaps billions of people died. this is how bad the situation is . 2014 saw the lowest rainfall in north korea for 30 years. 30% of the rice paddies and maize have dried up. food aid is send to over 2 million north koreans every year, but every one in three children suffers from malnutrition. i discussed the situation with the cia's former deputy division chief for north korea. he is now at the heritage foundation. trying to get a confirmation out of north korea is very difficult . do we think this is true? >> the worst in the century is the regime hyperbole, but they have often blames drought and floods for their own problems with their economic and agricultural shortcomings. this time, south korea is also affected. we know it is a real condition. south korean rivers are running at 60%. north korea has funds of its own and

what can you tell us about the situation in north korea? we get some idea from watching that piece there, but just tell us a little bit more. >> yes the world food program is present since the 1990s. there have been several periods that have been quite challenging. no doubt for the people who live there. what we know at the moment is that towards the end of last year rainfall and snowfall in the winter season was definitely lower than what one would normally expect. what we have not been able to do yet is to get on the ground in those provinces, the southern provinces where this drought has been reported, and make a proper assessment that will allow us to make a plan for some sort of response. we haven't got that level of detail at this point in time. >> this is probably a difficult one for you to answer. why is north korean government telling the world about this. is this asking for help or a cause that needs funding? >> it's difficult to know what is behind their reasons for coming out at this particular moment in time, but they do work v
