this is a commonsense solution to an uncomprehensible federal land situation in northern arizona. in 1960 the federal government conducted a survey in which several acres of united states forest service land were misidentified as private property. it was not until 2007 when the federal government contracted another private survey that the mistakes were realized and the residents of the neighborhood were informed of these errors. until the 2000 survey, many of these residents have maintained these parcels and developed them as their own for years and in some cases decades. in essence, the federal government seized lands the residents had maintained, developed and paid taxes on for years. questions associated with the landownership have plummeted property values in the neighborhood and prevented a number of owners from selling their homes. on some of these parcels, the revise -- the revised boundaries go through portions of their homes or backyards. to fix the situation we reintroduced h.r. 862. the bill simply authorizes the forest service to convey all rights, titles and interest

this has been enlightening, informative and also for arizona i grew up in northern arizona in the town of snowflake surrounded by a lot of areas there. when the fire burned in 2002, i flew up there to just -- it made me sick just to see so many in our community and other communities who still 11 years later have not recovered. i went up camping in the mountains just near forest lakes a few weeks ago. and one little valley the was scared the fire but looking all around at the trees and the areas that will recover for a couple hundred years. and i thought that less than two years ago, the wallo fire. i traveled and chief tidwell, you were there. we experienced exactly what ms. vilsack said has been proven scientifically over and over and over again. the peace treatment worked. we drove on the road just outside. to the left for the and treated areas and to the right with the treated areas just the road separated them. to the left was a moonscape, everything obliterated, won't recover for a couple hundred years. to the right, just across a little two-lane road with treated areas. the fire

arizona. we've got a couple in texas. i think they got a couple along the northern border, maybe north dakota, a couple over in florida. but we'll talk a little bit more about these. let me just say, you've heard of drone up? vadr system on it. they can fly high altitudes. they can fly day, night. they can see in the rain. they can see in the dark. they can see when the sun is shining. and they are incredibly effective asset when they fly. the problem is they don't always fly and they don't fly when the wind is more than 15 knots. we have four of these in arizona. only one of these has a vadr system. of the four we have only two are actually flying most of the time and they only fly five days a week. i think one of the keys here is if we're going to use the drones let's make sure we have vadr's on all of them. let's make sure they are able to fly more than five days a week, more than 16 hours a day. and let's properly resource these aircraft. what do we have next here? old technology. the drone is pretty new. this is an old technology. blimps have been around forever. some of you may recall seeing a video of blimps lik
