and drug policy fellow in northern california. i am here to testify about operations. first i will explain how police strategy impacts san francisco. i will attempt to quantify police practice, and then i will qualify recommendations. an operation involves a team of three police officers and up to 14 police of roasters who organize us being in operation during which a buyer from a drug dealer in the streets. they may offer to buy a small quantity for up to $20. once that takes place, they will arrest the targeted individual. this police practice is supposed to prosecute high level drug dealers that are supposedly a danger to public safety, but a survey revealed that all too often, individuals who are already marginalized in society. first, they are employed in manners the result in drug enforcement in lower economic communities. in june, 65% of those cases were from the tenderloin. nearly 12% were from the hataig. second, targeting an outdoor drug markets common and and and not characterize this african- american market. this furt

. >> one of northern california's busiest freeways moving tonight after a six-hour shutdown. the man who caused it all is on the run. chp stopped traffic on the stretch of i-80 west of sacramento. about 6:00 a.m. while they looked for an armed carjacker. he fired at police before hitting a median and then running off. the freeway closure stranded drivers traveling between sacramento and davis left baking in the stun while tactical squads searched with dogs and helicopter. many bay area residents heading to lake tahoe were stopped in their tracks. many passengers missed their flights at sacramento airport. >> about the same time, a traffic nightmare in the bay area. san mateo bridge was shut down in both directions. multiple problems. the first crash happened in a westbound lane of the bridge, 6:00 a.m. when a big rig hit a stalled pickup truck. that caused a gas leak which brought in the coast guard and the department of fish and game. about 45 minutes later, a driver in the east bound lane, distracted by the crash, ran into the back of a chp patrol car which hit a firetruck.

ktvu's sal castaneda tells us why researchers think it's the same shark spotted off the northern californiacoast several years ago. >>> news of the capture of the big shark spread quickly among the research community. the female shark shown here on you tube weighed some 4,000 pounds and was about 20 feet long. it was accidently caught by a mexican fisherman last week using a small boat called the panga in the sea of cortez. at about the same time a woman who says she was the wife of a fisherman reached out to researchers sean vandel. >> i received the photo and notification and then boom. then comes the announcement, news story south and moving north about this big shark these guys caught. >> reporter: and the big shark could be one he tagged near ano nuevo island. >> well if it's the tag that she's showing me, that's actually my tag. that tag have only been placed on ano nuevo island. >> reporter: he uses the information to monitor the life history of sharks including growth, travel and health. he says this group of tags was placed sometime between 1995 and 2003. >> it could be over a deca
