those are the most congested parts of the state and this washington region, including northern virginiast, most congested traffic in the nation and this is designed to boost transportation spending and virginia overall when everything kicks in at 45% per year. major elements. bob mcdonnell, the governor wins in his effort to repeel the gas tax, 17 and a half cents a gallon. instead, the state will charge wholesalers a tax on gasoline and a higher tax on diesel because trucks really tear up the roads and we're getting. to compensate for that, the overall sales tax goes up by a third of 1%. 300million goes for the silver line project to dulles airport. the delegate vivian watts, who used to be transportation secretary in virginia had mixed feelings about the bill and voted yes because we're going to get some projects. >> some of that is going to be a long returning lane so that you don't back up into the through lane and some might be some signals and there will be some bigger projects such as i- 66 widening, certainly on our regional plan and is extending metro out i-66. >> so, this tran

northern virginia bureau chief julie carey is in richmond to find out if a compromise is possible. >> the question is, shall the bill pass? >> reporter: with a 26-14 vote, the virginia senate approved an amendmented transcription bill that could deliver a billion a year of desperately needed revenue. >> we're watching congestion choke the very economic engines of northern virginia and hampton roads. >> six reps joined all 20 senate democrats to move the plan forward of the the next stop, a conference committee tasked with working out the big differences between the house and senate versions. the senate proposal would hike the state gas tax by a nickel, but also allow northern virginia and hampton rhodes a local option to keep that money in those region. the house plan favored by the governor wipes out the state's 17 1/2 cent gas tax and instead raises the sales tax statewide. >> at the senate is very serious about making sure we good a long-term solution, and not just a patch here and there to plug a pothole type of thing. >> i wouldn't say they're radically different. they're differe

this is just one salt dome in northern virginia. in the district the city budgeted about $6 million for winter weather and spent about $2 million of that. the area that has been hardest hit, maryland. state highway administration budgeted $41 million statewide to battle snow and already spent about $30 35 million of that. highway administration says that a combination of weather in the western part of the state and repeated deployments here at home have gobbled up the budget. but sha maintains it has enough resources to get through the rest of the winter. now if our local road crews do have any money leftover with their snow budgets after the season is over, they say that they will put the money back into maintenance. after all, pothole season is right around the corner. >>> more changes in the works now for an alcoholic drink popular on college campuses. it is called four loco. carbonated beverage. they are changing the look of the can. soon it will show an alcohol fax p -- facts panel and will show the user the alcohol by volume a

east of there just some light rain across northern virginia. it is just about to move into washington. and then late they are afternoon in into tonight, generally about an inch of rain. these areas in the green. we might have some flooding. there might be a few isolated spots up to 2 inches, but mostly around an inch of rain which may cause some flooding of some creeks and streams. farther west these areas in the other colors, that's where there could be icing. again, generally above 1,000 feet. freezing rain may cause maybe a tenth of an inch of ice to a quarter inch of ice on tree limbs and power lines and that unfortunately may cause some power outages. here's the timing. rain picking up in intensity by late afternoon. these areas in yellow. that's where there could be heavier rain coming in just to the east of the blue ridge into northern virginia by 6:30, 7:00. then between 8:00 and around 9:00 or so, some of the heavier rains moving through. by midnight, most of it gone. and by dawn on wednesday we'll be p begin to dry out. get some sun b

traffic in northern virginia wasn't much better. this accident brought heavy traffic on the fairfax county parkway, at rolling road and springfield, virginia. icy conditions even closed part of the memorial bridge during this morning's rush more on the roads in just a minute. first have the temperatures climbed above freezing yet to melt that ice? tom kierein joins us with the first forecast. >> yes, thanks to that sun we just saw there in that live picture of the washington monument, probably about 9:00 we were above freezing, just about the entire region. since then we've been climbing into the 40s. right now, we've got temperatures into the mid 40s. last night we got some snow, we got some rain. that snow, this is what it looked like 12 hours ago. it zipped through and left about a half inch to an inch, mainly on grassy areas. but it made all of the roadways, sidewalks, and steps wet, and they stayed wet until about 4:00 in the morning, then the temperatures dropped below freezing. and as a result we had the iciness, and starting
