to me, the question raised by the nsa and irs is, how is it we should hold these vast, complex, opaque institutions accountable. how is it that effective oversight is possible? how can we possibly know that if a few people with vast power, whether it is the federal reserve chairman or the head of the nsa, how can we know they are always competent, well meaning? the point is i think we need a fundamental re-examination, i would hope on a bipartisan basis, prompted by these events at nsa and irs. we need a fundamental re- examination of how we conduct effective oversight. how do we hold these institutions accountable? thatps in the course of fundamental re-examination we will conclude sometimes there is too much power invested in too few people and sometimes bureaucracies have become so large that they are unmanageable and we need to do something different. those are the profound questions i hope will be raised by these twin events this summer in washington.
