in fact, congress back in 2015 called on the ntsb and asked the ntsb if they wouldn't go to limo crashes and emphasize limo crashes because of the things they find. side impacts. yet, once these vehicles are modified to become limousines, often they don't have side air bags in them. rollover problems. but when they're modified, they don't have rollover protection or strengthened frames. when you put 120 inches on a vehicle but don't audd exits, hw do you get people out? the federal government allowed limo companies to have perimeter seats facing inwards back in 2013. what are their safeguards? headrests, seat belts. there are so many things. of course, the biggest problem of all is every state has different seat belt laws, and they're not mandatory. so no matter how many safety regulations you put in, if they're not mandatory, they're not going to help. that is what i think they're going to focus on here, how could these people have survived. i think they'll find there would have been a lot of ways to survive. >> well, back to this question of reform. i've been in limos a few times. i im

ntsb investigators trying to determine the cause. let's go to new york with the details. good morning. >> reporter: erica, an enormous loss of life in a single instance west of albany. i want to explain what took place, a exskurson, that vehicle did not stop at a stop sign and proceeded into the parking lot and eventually crashed into a nearby ditch. that parking lot is where two bystanders were struck and killed and the 18 occupants in that limousine dying at the scene. at least two victims now identified by their family members as erin and shane, a nearby couple that had just been married in june. that seems to be, really -- it seems to fit the profile. many of the occupants in the vehicle, they were young promising couples and full of life still, celebrating a 30th birthday, and their families are certainly going through so much at this time. >> the first vehicle they were in broke down, so i don't know if the company sent another vehicle. i am imagining that's what happened, and this must have been worst than the first one, and then my niece said this vehicle is a lit

the ntsb is saying this was the most deadly transportation crash in the u.s. since 2009.offering any clues as to what caused this tonight? >> reporter: hi, kate. well, these investigations are just getting under way so no solid clues so far but this accident has touched this entire community. you can see it in the outpouring of grief and support we saw tonight at this candlelight vigil which is just wrapping up. this was a horrific accident, a horrific loss of life. i want to let you hear from an witness to the incident. she described a loud bang. here's what more she had to say about what happened on saturday. listen. >> then i heard screaming. i walked up and i could see this large van, very unusual-looking vehicle for out here in schohairie, in the bushes and really wrecked -- hit a tree. >> reporter: so that witness there describing a horrible scene. we did get updates just in the last several hours from the new york state police and from the national transportation safety board. both agencies are conducting separate investigations. you mentioned the state police foun

earlier this year, the chairman of the ntsb said he was mystified by your agency's lack of action on sleep apnea. i wrote you a letter in february on this topic, which you responded to, stating that there was -- and this is a quote from your letter, insufficient data to support a rule making at this time. so how does the ntsb, whose primary job is to provide unbiased safety recommendations, have sufficient information to know that the federal railroad administration should move forward here, get the federal railroad administration doesn't have sufficient data? >> senator, my understanding when the proposed rule making for sleep apnea was -- if you will, pulled down, it was because there's two other vehicles in place. one is on the threshold of emerging that's going to address holistic manner, the health issues of employees, which would be sleep apnea, diabetic conditions, to avoid diabetic coma. that's going to be in the system safety plan, which covers the passenger sector, which is -- we are currently trying to work through some issues with the states and rail labor. then there's t
