were following procedure according to the ntsb.estion of if those thresholds, if the time to pump the brakes needed to come sooner and if there needs to be reform around those kinds of systems, and that's something we have questions on, and we have reached out to the railroad for an interview on this, and we have been told they're looking into this and will keep us posted on any updates. more questions, frankly, obviously getting some answers at this point, chris, and that leads to more questions about what might need to change in the future. >> let me ask you then finally about that because, jim, i really am taken by the fact that you said this is about corporate greed and indifference and we also heard from the head of the ntsb that, you know, they're going to make changes. what do you see? let's get away from, you know, the specifics of overheated bearings, but what needs to change to address that big picture problem that you see? >> well, the railroads, particularly norfolk southern need to address the corporate culture that ha

the ntsb had no role in decision-making in this case. we are not part of the decision-making for the carrying out of the vented bursts. we have guidance for how to conduct these bursts, and as part of our investigation we will evaluate whether it was carried out according to that guidance and whether that guidance needs to be updated. with respect to the tank cars, transmitting -- transporting the hazardous materials, the convoy included 20 hazmat train cars transporting hazardous liquid, mostly lubricants and cooking oil. flammable gas and vinyl chloride. 17 of those cars were fully loaded, three work not. the plastic in the melted, and the aluminum melted. we are looking at that situation , and we were trying to see if we could recommend something else. the placards are there to tell emergency responders what is in that tank car, and they are critical in response and in protecting the community. yesterday investigators conducted a detailed damage inspection of the tank cars, including identifying and measuring preaching damages, noting

ntsb report.of the ntsb said it was 100% preventable, but that the crew did nothing wrong. the preliminary report, which is just the facts so far, does set out what happened step by step, moment by moment, and everyone responded as the law requires. but that let's us know that the laws and regulations and the safety standards are not adequate. if you follow the laws and still had a disaster, that tells you things need to change. and in particular, i think two things will. i think the ntsb will recommend changes requiring this advanced or more advance braking system. it's the braking system where every car is fitted with a braking system so every car gets the instruction to stop at the same time, not just the engineer directing the train to stop. ask then also i think they will call for upgraded train cars that will be more safe for handling high flammables and for oil and other crude products, which is already considered one of the hazardous components. so those are probably two of the things that

you guyses as the ntsb find findings of fact and findings of fault. would you say that congress bears some of the blame for delays on some of your recommendations? >> well, that is considered when we discuss the final board product by the board. we'll have a public meeting and a lot of those issues do come up. with this specific issue both the department of transportation at the time and congress focused on fortifying rail cars that transported class 3 flammable material and specifically crude oil from the bachan region. this train only had a few of those cars. but there are other cars similar cars that also need to be fortified that don't carry those hazardous materials and won't be covered under that rule that we really need to look at. >> i want to end on what you said at the top. you are really upset about the politics getting so nasty in all of this. are you also worried that the politics will actually get in the way of results and solutions? >> i am. i am concerned. this is not a time for politics. there is a time for politics, it is not this. t

the faa and ntsb are investigating a near collision of two planes at the austin berg strom international airport on saturday. cbs's kris van cleave has more. 1-8 left clear to land. >> reporter: a fedex 767 was just minutes from touching down at austin's airport saturday morning in foggy weather when air traffic controllers gave southwest flight 708 permission to take off from the same runway. >> run way 1-8 left clear for takeoff. >> reporter: preliminary data shows the fedex jet passing directly over the southwest 737 and the 128 people on board. >> southwest, abort. fedex is on the go. >> reporter: no one was hurt, but it appears the planes were separated by only about 70 feet before the fedex pilots pulled up. >> the tail on this boeing 747 is about 41 feet above the ground. so this was potentially a very close event. >> reporter: former ntsb chairman robert sumwalt. >> it was the fedex crew that first identified the problem and then executed the go-around. >> how did the controllers not see that? >> that's going to be one of the main questions that the ntsb is going to want to find

alan: i think it is important we let the ntsb continue with its process. is a lot of speculation out there. and a very unusual moment. the chair of the ntsb came out with a statemetast thursday, urging everyone not to specule going toait and see the results. we trust the ntsb, we trusted -- trust the fra, and i am looking forward to sitting down with our regulators and our elected officials after we get the results, and working out solutions to make norfolk southern the railroad industry safe. geoff: what is your assessment of the latest rail safety rules proposed by transportation secretary pete buttigieg? he is calling for a safer tank standards, higher fines potentially, for incidents like these. alan: i've talked to secretary buttigieg about this a couple of times, as you can imagine. and he's been very clear with me his frustration over this. my commitment to secretary buttigieg is the same as my commitment to the citizens in this community. we're going to continue with the environmental remediation. we've got air monitoring, water monitoring set up,

the ntsb said shortly before the derailment a wayside detector alerted the crew to a mechanical issue. cnn estimates based on the time stamps of the surveillance videos and distances between towns the train would have been traveling an average of 49 miles per hour between alliance and salem, ohio, then slowed to an average of 29 miles per hour between salem and east palestine. still not clear why it slowed. the derailment occurred around 8:55 p.m. shortly after the train passed market street in downtown east palestine. the epa now ordering norfolk southern to pay for and cleanup the entire disaster zone. >> they have to put together a work plan that's going to be very prescriptive in terms of all the cleanup, how they'll do it and the radius of that cleanup. they also have to explain to us how they'll pay for it. >> all of this as former president trump visits east palestine, an area of ohio where he still enjoys enormous support. so i want to give you a sense of just how difficult it is to clean this up. this is one location. this is in the center of east palestine. this is a creek t

we are part of the ntsb investigation, so there are only certain things i can say.the crew is not alerted with any problem from the prious detectors. the detector that did find the problem, it happened pretty close to the same time the derailment happened. as far as the crew members, there was a conductor and engineer and a trainee. all the class one railroads in america currently have a minimum of two people on the crew. they just happen have an extra one because they had a trainee. the railroads want to go to single person crews and then no people crews. that is our goal. they fight tooth and nail in washington, d.c., to not have any additional regulations and to rollback the regulations that they do have. amy: this is astounding. these trains go on for miles. art they supposed to spend a certain amount of time inspecting each car that has toxic chemicals? >> absolutely. there are supposed to be class one brake tests on all cars. but they have rolled back the tests. they have laid off 30% of the workforce in the last five years. it is all about it hearing to the w

ntsb was quick on the draw. a lot of times this takes several months of investigating, but they were quick to point out the factor that was involved here. if that stands, we move to an entirely different area of the story. that's whether or not it is safe for these people to live in that community. can you say today that it is? >> if you are talking about the trains, i think we have trains running through ohio all the time and as i listened to the news conference yesterday about the causes of this train wreck, this horrific train wreck one of the things that struck me is it would certainly be very helpful to our fire departments, many times volunteer fire departments that are around of the state of ohio around the urban and rural areas that trains go with toxic material all the time. it would be helpful if the railroads would take a much more proactive role in having seminars and meetings with these fire departments. they have very little contact with these railroads and yet they are bringing this toxic material
