and i think one of the good things in all the obama bills is reform of the insurance industry. i think it's one of the most positive things and that is to eliminate cherry picking. to eliminate if people lose their job being thrown off in the roles to the vultures out there. so guaranteed issue, pre-existing illness, all that kind of reform is good stuff. and it's in these bills. the problem is you've got all this other stuff in the bill. so the insurance has to be reform. i automatically agree. the public plan boils down to this. i didn't do in the 2003, a $400 billion bill for prescription drugs and all and we didn't need a public plan. we did have a public plan as a backup if you could not regulate the insurance market and it ended up there were plans for all 40 million people. thus what i would do if i were the senate-- and i think the senate can write a good bill cans is say yes, you may need a public plan as a backup if the private sector doesn't work. that public plan can be three kinds. it can be the nationalized sort of single payer medicare like plan. the american peo

you do support obama's bill. why? >> well, first of all, i cannot say that i support exactly everything that is in the health care bill because i don't know exactly what is in that bill. it changes all the time, as you know. what i have said was, and i told this to the president, that i would support him 100% in health care reform because i think it's necessary. it's inexcusable that we have 48 million people in the whole united states that are uninsured. i think we need health care reform. it has to be done the right way. >> just to be clear, are you leaning towards what the president is talking about? he's put out a lot of information. which way are you leaning toward, at this point, govern center. >> i'm leaning towards health care reform in america. and i think the idea of having everyone insured is a great idea. i think it's also important to put a lot of emphasis on cost controls because we've got to bring the costs down. i think that he's right on the mark on that one. and i also like his whole idea of preventio

great news, we have both president obama and pope benedict. bill: match that!he commander in chief says the disagreements will not stand between the two. we will be watching for that. megyn: major garrett is reporting from l'aquila, but he has gone -- he has gone to the vatican now. what is the latest? >> pope benedict will be speaking about globalization and what he describes as a world authority to accomplish goals, redistribution of wealth, regulations for the financial markets, which he describes as overly in touch with it with profit and not concerned with the betterment of human beings. i was told by senior officials that he has read the entire report from the pope. he also told me that he wanted to discuss it with the pope. i also asked the president, what are your thoughts about government achieving social justice, and the pope's thought on that subject? this is a bit of that interview in moscow. >> social justice derived from individuals having the freedom to pursue their own ideas of happiness, prosperity, using the blood, sweat, and tears. >> you wil

bill clinton eliminated the deficit. barack obama has quadrupled that. bill clinton cut mortgage interest rates by three or four points. obama is letting them go up. bill clinton eliminated the deficit by cutting the capital gains tax from 28% to 20 and i'm not crazy, you cut that capital gains, more people sell, more people buy, they are more transactions and produce more revenue and permitted us to eliminate the budget deficit. i remember sitting with him and a yellow pad in the oval office and he literally wrote the budget from memory. this guy knew every one of the 50,000 lines in the federal budget and he wrote the budget, and those cuts ended up being completely meaningless. the only cut that mattered was the capital gains tax cut because that generated revenues that eliminated the deficit but obama is doing the opposite. he is so increasing the deficit that when you go to borrow money for your refinancing your home, the feds are elbowing you out of the way. the federal reserve board knows that if they let interest rates go as high as they are going

and i don't -- i gather from what i know about the obama administration's bill that they are going to continue the process whereby the people who are the borrowers pay the rating agencies, and, therefore, you have in a sense almost an implicit conflict of interest. that may be the best way to do it because the other alternative, i suppose, is having government agencies sort of like an s.e.c. do the ratings for these things. i'm not sure you can get the right kind of people in that. a system h to be in place whether there is no real or apparent conflict of interest on the part of the rating agencies so that when they give a rating it's based on the highest professional standards and does not have to do possibly with the fact that they be -- they will be making a good client relationship out of the person selling the securities. and that may be more important than being concerned for the investors. this is something that has to be looked at very, very carefully and in great detail because the rating agencies really were completely discredited. nobody gave them credence after what we saw
