obamacare. obamacare adds to the problems, i think it's the wrong direction. neither party has offered a solution to provide for accessible, affordable, quality health care where people, individuals, get to make decisions with their doctors. not some health insurance company getting in the way, not some government bureaucrat getting in the way telling us what's good for us. so i support a different approach to the health care reform debate. i hope that we can get past the label of obamacare, republican or democrat, and just say can we support common sense health care reforms that bend the cost curve to make health care more affordable? there are some things i would keep about obama care. first, i would keep the e will imnation of the pre-existing -- the elimination of the pre-existing condition penalty. i've never understood why that was in place. i think it's a very punitive policy that health insurance companies use to limit access to care. second, i would allow children in college to continue on their parenteds' -- parents' insurance if they so chose to. i would also keep health care exchanges, but i would not have government manage the exchanges, i would allow the market to handle that because health care exchanges allow us to get bulk purchasing power. i would go even further. i would allow people to redeem their employer health plan on the exchange to get a better plan or a plan that actually allows them to keep their doctor. i would allow competition across state

coming up next, obamacare's 1 year anniversary, and i'll have a prognosis on it. n as obamacare for its biggest opponents. obamacare has suffered a lot of bruises on the way, and the roll out of went very badly. starting october 1st of last year, millions of americans, eager to price health assurance online during the el role. process, instead were confronted by an overly buggy and glitchy website. the government was caught unprepared. and that not only fueled criticism for opponents of the law, and cost kathleen sebelius' job. but the glitches were fixed and people signed up for insurance on the exchanges. by january and february of this year, only a couple million signed up. much lower than the initial estimate that the obama administration was pedaling, but americans, being the procrastinators proved wrong. in the end, millions signed up before the march 30th deadline. estimates suggest that more than that could sign up, and it marks the deadline for recipients who received subsidies to show they qualified for health. it's the qualifying part of the affordable care act. so obama is the law of the land, and many

obamacare was purported to bring to health care is well on its way to deliver? >> no. insurance companies came up with moderate increases. a lot cut their rates for obamacare for 2015. it doesn't prove a thing. first of all, the insurance companies set those rates in may. most of the enrollees came in in march, april and may. the insurance companies have had no claims experience. there is no claims experience to know what's going on here. the reason they set the rates so low is because there is a reinsurance provision inside obamacareal government will pay the losses any insurance incurs under obamacare for three years to about the 90th percentile. they can't lose money. there are consultants going around the industry telling the health plans that got little or no market share, cut your rates. if you don't cut your rates and get people into the program, you're going to be out of this thing. if you end up losing money by cutting your rates, the government's basically going to take those losses for you. you are not going to sustain them. we aren't going to know until 2017. >> does that mean if somebody has accounting-type style to looking at this program, we have to wait until 2016 to put accurate numbers? >> oh, yeah. the reinsurance program takes the losses. the insurance companies aren't going to have a really good feel for the first year's enrollment until the middle of 2015. this reinsurance program runs 2014, 2015, 2016. the 2017 insurance rates will be the first time that anyone with i'll really know for sure
