well, that thing, there are no observers on the ground. the russians have basically claimed that these are lots of smaller exercises rather than one big exercise, which if there were more than $13000.00 participants on the internal rules, the russians would have to allow international observers in, as there aren't any. this is all based basically on either what the russians say they're doing or on western intelligence using satellite imagery, or to try and work up what is actually happening. the interesting thing is that some of these people, these russian troops leaving crimea actually based institute on ukraine's border. so they basically be moved back to their home based in locations where they could still potentially strike ukraine. so not much of a difference. the major takeaway is that the troops that have been brought in from siberia, from the russian forest, they are not going home for now. so no real sense here in ukraine that this is a major shift. and more really, the, the of is the idea. at least from ukrainian decision makers.
