new units, of new residents and even with a .5 or .75 parking ratio, when you look at what market octavia will create in terms of new autos being brought in, i'm going to bet that it completes with what would be added in parkmerced, and what you add in eastern neighborhoods, it eclipses it. the fact is that from what i'm aware of, in terms of significant opportunities for housing additions on the west sired, this is pretty much it. we see these maps of where the development opportunities are in san francisco, and other than park merced and somewhat around balboa park, there's really almost nothing on the west side. our population in this city is going to grow. it grew in the last kecked -- decade. it added like 10%. it's going to continue to grow as the bay area zpwrose and the question are we going to have all of that increase in population and all of those extra auto trims and all of those extra cars on the east side of town absorbed by one section of town without making every effort to try to in a reasonable way with well-designed projects to spread that to other parts of the tounl. i

finally, there is some additional language related to the market opctav -- octavia.ortunately, some things were removed, and they have been put back in place. finally, there are some uncodified sections that would allow something to occur in april this year because we missed the previous cycle. that is at the very end of the legislation, and we would also exempt any fees that have been recently done. there is a city-wide impact fees study done by -- as required by the impact act, and we will not require that that phoebe adjusted -- that that fee be adjusted, but everything will be updated as one effort in the future, and that will give the land use committee and the planning commission eight view on the total development requirements so that you can make decisions more strategically. there is one requested change that i failed to mention. we need to add on page 18 of the packet, it has to do with the timing of the mayor's office on housing, publishing their proposed annual fee adjustments. if you go to line 5 of page 18 of the legislation, instead of singing commenci

it was a correction to the market and octavia plan. it would reflect the actions by the commission. the planning commission approved it on april 5, 2007. prior to the action by the board, some of the pages of the zoning ordinance were admitted. it was consistent with the commission's actions. it would correct this error. the committee recommended approval of the ordinance to the full board. the second was the upper filmore neighborhood districts changes. it would remove the current prohibition against new restaurants in this commercial district. under the proposed restaurants, they would be allowed by c.u. at that time, you recommended approval but with recommendation. you also respectfully requested that they continue public outreach. the supervisors worked with the department and the appropriate neighborhood groups. they handled legislation in two ways. the legislation also amended to specify that the commission considered restaurants in this area, they consider whether or not they use a lunchtime service or daytime uses. with thsese amendments, the land use committee recommended

emphasized before, this is an entirely private development, and just like a neighborhood plan, market octavia, eastern neighborhoods, we're i'm hearing that we do have clearly -- fairly clear construction phases with protections for enforceability that are described in the e.i.r. this would then accurately describe this project, but i'm also hearing that there isn't a lot of clarity around the phases, that things could happen in different records because it's a privet development and we can't in many ways dined -- kind of dictate the private development. >> there's a tremendous amount of clarity about the rules. in fact, i think we've gone into extraordinary detail as to when all of the improvements are required. if you open the detail agreement there's a detailed list. so actually the rules are very clear. what is open is the exact timing and implementation, but i think it's important to again emphasize what rick cooper earlier said is we undergo a similar approach with all of our neighborhood area plans. we don't say exactly we know when these will build out. instead, we make a reasonable p

perhaps the end of san jose could become a city street, as is the case with octavia, king, dolores. that would slow the traffic down as people come through theire. i think that is really important. another thing, as we move forward with transit ideas, i think we need to be cognizant of the fact, with our light rail system, the way it exists today, we do not have a connection to the east from the j, k, or l linbe. the t line now ends at visitation valley. we need to look at a connection perhaps at geneva, and glen park moving through those neighborhoods to be able to connect. most of the people i've talked about this concept are very receptive to that, i am not saying right through glen park, but where j is now, moving through areas of the excelsior to connect. the transit now has to grow around in a circle to get back to the bart from the t. while it may not affect your plans directly, i think we have to view these in view of the future. >> that is an interesting idea. perhaps kim and i could talk about that further. >> i have a couple of other things i wanted to add, too, but if we
