meanwhile, it is the direction, i believe, of many members of the board to ask the p.u.c. to start looking at some of the other items for energy efficiency and seeing if we can work on work force development or local hiring-type work on the energy efficiency. i think that was the point that supervisor kim made. that's a terrific one and really meets all of the policy objectives we have about making sure it is the best usage of our dollars and not only that but helps reduce our general fund expenses over time in addition to the labor component. and so i would agree with that and ask that the general manager does pursue that. the other thing from my understanding is that the general manager will be reporting back to the committee on the southeast campus conversations with regards to city college. and so with that, colleagues, i don't believe we have any other items before us. if i can just make a quick announcement -- we had originally intended to have a budget meeting on wednesday, but given that we have few departments to act on, airport really being the only outstanding on

comments tonight have talked about the fact that smaller contractors have been locked out of being able to bid on p.u.c. work and wanting ability for us to put resources to build the capacity of smaller contractors to be able to bid on p.u.c. work. increase in arts and cultural activities by young people has been brought up. support for community gardening as it relates to greenhouses and surrounding space and safety ca came up for almost everyone ranged from what people thought solutions were. but it was an issue that was raised. next slide is around the community. the general manager harrington described it right on point as, i think, from a p.u.c. standpoint the intent and desire is there to really partner with the community and partner with the southeast community, southeast community facility commission, on ensuring that the building lives up to the potential that was described in the mitigation and other documents, landing documents. -- planning documents. as we have gotten feedback we have thought through different criteria as it relates to this facility and things that would help us become more

being able to -- even in the letter that was submitted there was reference to a couple of the past studies that the p.u.c. had done. so there might be some value to data collection. 00,000 still seems like a lot. would that be a piece of it? >> we have collected data from other projects and we party in a statewide project trying to make sure 245 there is shared information on deval nation efforts in the state of desalination. the question is how can you bring down more efficient memory brains to bring down the energy costs. lined up with industries typically that have waste energy that can be collect. that's kind of the state of the business overall. santa barbara built a desal plant in 1967 and eventually they disabed it because they thought that flowing water was more available. things change all around. commissioner torres: we don't have a state budget and we're debating on whether to spent -- spend 200,000 on a desal project. i find it amazing. >> just a custom of comments. there was no question that desal has its challenges. it's the transactions costs on the plants said to be pretty high, but there

p.u.c. oversight revenue bond and for the department share of citywide memberships and that's specifically that's the p.u.c. the -- the -- excuse me -- the p.u.c. the port and the m.t.a. thank you. and now to our general fund allocation. >> just quickly, the citywide membership that's a result of being able to recover from enterprise performance? >> that's correct. while we're seeing an increase in general fund support, the proposed budget is $508,000. so the cost saving measures we have taken over the last several years are still showing results. you can see from this chart that reductions in budget and legislative analyst services by far is the largest -- is the division that's taken the largest decrease. the youth commission is also down due to holding a position vacant. the a.a.b. and sunshine have been given additional resources from the clerk's office based on workload demands. and all other increases are reflecting the growth of fringe increases. i'm confident that our department has done its very best to cut costs and still deliver our core services required in the charter and the adminis

responsible thing instead of flushing down the prescriptions in their toilet, which they should not do because it could compromise the waste water structure f you ask the p.u.c., we do not have the infwra structure to filter out contaminants that reaches into our stream system. if you look at health reports, both federally and state, one of the highest causes of suicide and drug abuse are young people who get ahold of unregulated medications or disdiscarded medications and take them and, of course, become sick or die. that is a well-known statistic nationally speaking. so while this may not seem like the kind of pressing problem that any one of us may think in this time of economic crisis, it is a public health -- it is a public health and a public safety response that a city like san francisco should enact. and san mateo's been doing this for quite some time at san mateo expense. the only difference is we think it should be shared expense. president o'brien: commissioner o'connor? commickser o'connor: i just wanted to thank you for crafting this legislation. it makes a lot of sense. i was going to inquire about the corporate pharmacies but you answered the
