america is still the land of opportunity for most, but it is not a land of opportunity for all. if we are to remain an exceptional nation, we must close this gap in opportunity. so why are so many poor americans trapped at the bottom? why are so many working harder than ever only to find their dreams living further away? -- only to find their dreams slipping further away? why do so many suffer from a growing and nagging sense of insecurity, knowing that they are one bad break away from losing everything they worked so hard for? there are a number of reasons. our modern day economy has wiped out many of the low-skill jobs that once provided millions with a middle class living. those that have not been outsourced or replaced by technology pay wages that just don't keep pace with the increase in the cost of living. even some of the middle-skilled jobs, white and blue-collar jobs, have also been lost to automation or shipped overseas. in till at least a few decades ago, our economy proved sufficiently dynamic and innovative to replace old jobs with new ones. but that hasn't happened

[applause] [applause] [applause] providing quality opportunities for thousands of kids all across missouri, but that is just the beginning. as many of you know we spent a lot of time in missouri schools talking with students and meeting with teachers and students and staff and sometimes i even seek out and shoot a

but the bigger issue is inequality of opportunity. as i said in my speech, of course the cashier at a fast food chain makes less than the ceo, but the fundamental problem, is that person stuck in the job the rest of their lives, or are they getting the opportunity to get better pay? the primary impediment, and i mentioned a number of them, one of the primary impediments is they do not have skills allowing access to better-paying jobs. the other impediment is the economy may not be producing enough. we are not treating the causes of poverty. we are only treating the pain caused by poverty. that is a valid thing. if you are only feeling the pain, the symptoms of poverty, you're not dealing with the causes, you're not going to cure it. that is with the current programs don't do. the second phase is convincing people we need to act on it. that this is a critical issue. something that threatens our exceptionalism as a nation. if we can do that entry coalitions that extend beyond party lines, that will be important to restarting this conver

then there is inequality of opportunity.n a society that had a lot of economic mobility, unequal outcomes would not be a big deal. we have had evidence suggesting that while mobility is not getting worse in america, it is not getting better. that is something we need to lean against. i think the president was right to highlight it as an issue. i don't think the policies he is pursuing have much to do with mobility. i fail to see why a higher minimum wage or extending benefits has much to do with that. but i give him credit for raising the issue. click that goes to the heart of it. unemployment benefits and raising the minimum wage are the two primary arsenals, other than growth, the president has. larry. well, charlie, i think he has more. he does have those things and i a bignk they make difference. i think it makes a big difference what we do over time in education and that was something the president emphasized. i think it makes a difference what we do in retraining and training workers. this has to be the first time that

opportunity. there's another point and this is the political point. the president's poll numbers are terrible. there was a poll over the weekend showed only 37% of americans believe that the president is, would make the right decision. that's bad. democrats in congress in the 20s. republicans in congress in the teens. so the position, the standing of everybody here in washington is very low and one of the reasons for that clearly is obamaobamac. to a certain degree i think the president will focus on income inequality or opportunity as he puts it because he wants to change the subject from obamacare and the problems well documented with the roll-out to this question of helping the middle class and trying to show that he is sensitive to people's concerns on issues like extending unemployment benefits, raising the minimum wage and that republicans are insensitive to that. it's a good issue for him. >> and one of the other things it seems we can be certain on his agenda tonight is immigration reform.
