jesse kirsch reports.. >> reporter: in new orleans tonight, the beads are flying.use mardi gras is back in the big easy. security beefed up like never before. the big concern? parade routes that stretch for miles. is this a harder challenge compared to the super bowl to protect? >> i would say so. several blocks. lots of open spaces. so we strategically put teams at certain areas, so again, if there is a call for us, we can rapidly hit the situations. >> reporter: after a deadly terror attack here new year's day, mardi gras now has more federal resources than ever. and like during last month's super bowl, officials are again patrolling on the water and in the skies. and bourbon street, te site of the new year's day attack, is heavily barricaded and patrolled. meanwhile, back on the parade routes, what advantage does a vehicle like this give you in case of an emergency? >> it's a lot smaller, maneuverable. you can hit curbs, jump on sidewalks. it's a lot more versatile and just faster than a normal patrol car. >> reporter: new orleans police say tens of thousands of

in new orleans the parades will go on on, but they'll kick off earlier along a shorter route. and for the first time in history fat tuesday has the same federal security designation as the super bowl. cbs' kati weis is in the big easy. >> reporter: the big easy, the top tourist destination for american mardi gras celebrations. after the new year's eve attack on bourbon street that killed 14 people, the city is operating at tier one, the highest special event assessment rating the federal government can assign. it also means hefty security resources from hundreds of state officers and federal agents including bear cat patrols and bomb sniffing dogs. it's the first time in the nearly 200 years of new orleans' mardi gras parading for the city to see this level of support. >> the january 1st attacks changed everything for this city. >> reporter: steven stavinoha is the director at field operations for customs and border protection in new orleans. because mardi gras season started in january, his team has been here since before the super bowl. what are some of the things you're loo

now the first native guards were made up of free men of color from the new orleans area was new orleans, a very diverse city at the time, and the third native guards were made up of. formerly enslaved men. filling these units was not that difficult and in fact they would participate, in an engagement that i'll talk about in just a little bit, and they will eventually, as be adopted in the u.s. service as a 73rd and 75th u.s. colored troops. well, those in the united states who are encouraging, advocating even with the lincoln administration, to adopt men and allow them to enlist in the army, was this man, frederick douglass? frederick douglass, of course, had been born into slavery prior to the civil war. he escaped from slavery while he was in maryland and became one of the best known abolitionist acts in the country leading up to the war. and what frederick said, trying to encourage lincoln to adopt an official policy for african-american soldiers. what douglass said was this this is no time to fight only with your white hand and allow your black hand to remain tied men in earnest fig

quick update, though, on the weather in new orleans.s you can see here, the weather could be a threat as well. with tornado watches posted later today. you see the main reason why there's that band of instability that's going to be approaching moving in from the west, and as a result, thunderstorm potential will be going up. now for us tuesday forecast headlines. we are expecting lots of cloud cover out there. the chance of a few sprinkles or few light showers. it kind of develops and quickly moves on out. and then the winds over the past couple of days, as you know, have been so strong, but thankfully the winds have backed off. we're also talking about rain chances back in our forecast we talked about today, but once again into tomorrow. and as we put this forecast model into motion, typically we'll say, okay, the most of the rain is up in the north bay and not so much in the south bay. this time it could be the opposite, with the storm track kind of focused into the southern half of the bay area. so these amounts could be adding up. m

jesse kirsch joins us from new orleans. we spoke to you a lot before the super bowl in new orleans last month about the security preparations. how's it looking now? >> reporter: yeah, so, similar level of federal resource support here this time, but it's a different kind of event because with mardi gras, you have a lot of this. floats, parades. that means tens of thousands of people lining parade routes that stretch or miles. when you look at protecting that, that's different than just protecting the bourbon street corridor where you can block off with hard barricades or if you're protecting the stadium like for the super bowl. officials told us this is a different kind of event. something that's seen as more challenging by the customs and border force compared to the super bowl because you are looking at longer stretches of geographical territory that have those vulnerabilities. i talked to local police yesterday, they told us ey've added new barriers. added a device to slow down traffic when it is still moving so a vehicl

nbc's jesse kirsch is among it all in new orleans.se, how are people feeling ahead of this big day on tuesday? that's what it's all gearing up to fat tuesday. >> yeah, alex, i can tell you we're already really in the thick of things. there have been parades going on all weekend. they continue into the evening. and just to give some perspective for people who haven't been to mardi gras before, the major parade last night went on for around five hours, give or take in either direction, just gives you an idea of how long these parties go on. the beads are flying in every direction out here on canal street where i am right now, and we're kind of in a little bit of a lull right now, but there are still some floats making their way in the background here. we've got hundreds, if not thousands of people lining just this little area in downtown new orleans. and these parade routes go on for miles. and that's actually one of the things that adds a curveball to security here, because like the super bowl, this is a high security event with additi

we're also here to assist new orleans pd.re's an event where, hey, they need medic on scene or something like that, or we see something happening right in front of us, we can take action. >> so federal law enforcement out here, augmenting the local and state presence on the ground in new orleans. and alex, here's the curveball, if you will, comparing this to the super bowl. both of them massive security events from the law enforcement perspective. but when you think about the super bowl, you had the stadium, you had the super bowl, superdome, excuse me. and then you had bourbon street, which is a quarter that always has a lot of people out for nightlife. right. there were really those two main areas. but when you look at mardi gras and these parades, they are miles long routes and there are thousands of people lining those routes. and so this is a different kind of security situation compared to those two hardened targets from the super bowl. and the federal officer i spoke with yesterday said that he sees mardi gras as more

let's take a look for you right now at bourbon street in new orleans. this is courtesy of earth cam, so get ready. fat tuesday celebrations taking center stage in the big easy. but the weather may put a damper on those festivities. several mardi gras parades have already been moved up to earlier times. that's because severe storms with strong winds are expected with gusts up to 60mph. former opd and current new orleans police chief and kirkpatrick says that she is not taking any chances. the national weather forecast turns from a watch for severe wind to a warning. i will cancel the parades at that point. no matter what time that is now the severe weather is also condensing and in some cases, outright canceling some of those mardi gras events. wow. so they're keeping a close eye certainly on the system there and the beads here. i'm sure. yeah. we say laissez les bons temps rouler. and you're going to say that in new orleans for mardi gras. no, exactly. you just say it so well. yeah, yeah. so they don't have a lot of time to let it roll, because there's

we're taking you live this morning looking at a parade there in new orleans.een tighter security from the national guard, along with massive operations cleaning up the streets from last night's festivities. big crowds expected tonight to celebrate fat tuesday. the department of homeland security is increasing law enforcement in new orleans after the deadly january 1st attack there that killed 14 people. there are a lot more law enforcement officers around the french quarter in moore compared to previous years. locals and visitors say they feel safe because of all of that. but some are still haunted by what happened just two months ago. >> it's just sad. we've heard a lot of people say they're not coming down because they're just too afraid. yeah, i haven't felt that at all. i felt really fine. you know, there's a lot of security. i see a lot of police, state police. i saw some reserves. it just feels very safe. >> the concrete barriers are in place along the historic saint charles avenue. the parades are still due to roll this morning. despite some concerns ab

now it's the biggest day of the year in new orleans, and severe weather is threatening to ruin the mardi gras celebration. this is the scene of bourbon street right now, a little after 4 a.m. in the coming hours, the city is expected to get hit with severe thunderstorms and powerful winds, with gusts topping 50 miles an hour. that's forcing officials to reschedule some of fat tuesday events and drastically alter plans for the day itself. that is, city's mayor. parades will start in the early morning hours, but without the traditional floats or marching bands. officials say those events will now happen this weekend. >> carnival is a very important cultural event for our city, and so if i can accommodate and do it safely, i am going to try. we are a city of carnival. we are known worldwide for that. you don't just cancel that easily. always public safety always will be number one. >> firefighters are making progress in the u.s. state of southern california, where dozens of wildfires broke out over the weekend. the carolina forest fire near myrtle beach, a popular tourist spot, is still act

we've got new orleans in a high wind warning. so this is actually outside of the threat of severe weather that is going to precede this. as the winds pick up ahead of the cold front, it could gust over 60mph. but this is important because from shreveport to jackson and now inclusive of new orleans. so this is the latest update from the storm prediction center. the potential here for f two tornadoes exist today. this hatched area that is ef two tornado with winds in excess of 111mph. so here's the culprit. a very potent spring like weather system with a cold front racing eastward. we've got it. all blizzard conditions on the north side just south of minneapolis, but also inclusive of omaha. don't focus on the snowfall totals. it's the winds associated with this system that will blow the snow around and then reduce visibilities at a moment's notice. then right now, we have a tornado watch that is ongoing through 10 a.m. central time. a line of strong to severe storms just pounded through dallas. in fact, severe thunderstorm warning

in fact, we've got a newly issued tornado watch that's inclusive of new orleans and baton rouge and parts of mississippi. as this line marches eastward, the potential here for tornadoes to spin up that could be significant through the course of the afternoon and evening hours, something we're monitoring very closely, considering there's so many thousands of people outdoors right now in new orleans celebrating mardi gras, fat tuesday. here's this line. we do have severe thunderstorm warnings in place for that area now as it advances east, the worst weather should arrive in new orleans between 4 and 6 p.m. this evening, local time. then that severe weather threat advances eastward, and we see the threat of severe weather for the day tomorrow along the atlantic seaboard. this is part of a much larger storm system that has blizzard conditions to the north, but a extreme fire risk on the western side of the cold front that has brought a fire warning just recently issued to bexar county, where san antonio is located. there's actually a wildfire burning out of control in and around the downtown
