i'm so proud of our city. we're looking at violence across the life span, looking at violence prevention in the home, in those early years on and around or our school campuses and in the community we know violence is fluid. it flows from out of the home, an to the campus, into the community, and back and fort worth rhyme or reason. so we as a city believe if we're really going to battle violence we have to look at all these in tandem and how we begin to push those things back. our vision for the city that long beach results live in safe families and communes, attend safe schools and are contributing citizen connected 0 -- to their community. we have bold goals. by 2020 and we're track these indicators each year. decrease domestic violence, decreasing those who are abused and neglected, and of course, decreasing the number of incars arrested youth aligning with my brother's keeper, decrease truancy and unemployment rate, increasing high school graduation rate and also increasing the community perception of resid

over one hundred units of affordable housing we've got to make sure that everybody lives safely in our city and we don't lose housing, in fact, we need to net new build housing in the city to the building inspection commission will make sure that happens commission on the status of women and equal pay of advisors board are important nor many, many reasons many of you know you'll be co-sponsors with libby shaft on women's economic empowerment this october we'll bring together all of you and anyone that is have read or interested in making sure that women have no gooblz to economic opportunity and less barriers and those two commissioners will do that i'm excited about the individuals appointed there it is a lot of great talent and high commitment brought to the bodies with respect to equal pay that's a fairly new board they're going to be 4r50k9sd the actual data so we understand what the economic gaps are between men and women in our city and what we need to do that about it and, of course the status of women take that data address revolve it through policy oriented discussions and ultimate

water sewer systems, all of this works to make our city success flt. i understood that through the many goals i had that have been able to play insuch, but i know full well that if you got a good infrastructure and have parks that center och that you will take care of a lot of families and with our parks it isn't just the physical aspeblths. as challenge as it may be, it is how you program and engage the parents and families and school districts and neighbors into making sure those park represents activities that could also take care of a lot of health challenges as well as be link tooz education, links to support sw after school programs, links to senior programs that are upmost necessity for a growing city. it is also critical to our young people. today san francisco boasts over 220 parks. we have 180 playgrounds. 6 golf courses. i played all 6 of them 3 times. 38 community gardens and growing. i think not unlike all the other cities, our urban parks and urban gardens are growing at a rapid pace. people want to be able to grow their own food and flow

transportation and just like education, they are the great equalizers in citys that sometimes become more reflection of inequality. our parks have become at the center, the effort to equalize things and with the philanthropy we are proposing along with city investments, we can fake care of a lot of low income families to participate more and more in the great programs. i will have more to say to that when we interact with the panel. it is now my pleasure to introduce from the great state of texas, a mayor in a very fast growing city, the city of fort worth, she is cochair of mayors and parks coalition and great parks champion herself, let me introduce betsy price, the new champion of parks. my question for her is, is it fort worth or fit worth texas? >> it is fit worth texas >> mayor price >> thank you. first off i think we ought to take a minute and thank mayor lee and his team for this conference. they have done a incredible job. we have tr opportunity to get out and walk and i will tell you what, fort worth is very flat compared to san francisco. i'm a cyclist lie nature and someone said you are a biker and i said

most people believe that our city is moving in the right direction and the quality of life in our neighborhood is improving but residents are anxious their anxious about their future they want to make sure that the success of the city will result in the success of them as well so perhaps we see this month visibly and individually across around the cost of living specifically around housing costs you know i've also said the biggest diversified in our economy is between those are who have a job and those that don't we can agree that having a stable place to live in the city is a close second that's why i'm focused on dining to address the housing needs for all san franciscans that's why we are working together to address the crisis created by years of under this i'm sure you're aware of i've been committed to building thirty thousand unit of housing when i 2020 with 1/3rd affordable and others affordable to middle-income families we're on our way with over 4 thousand units in 2014 and over 5 thousand expected this year to be delivered we have built more homes this past year than in 2012 and 2013

, to make sure that they succeed in continue to drive for the sake of our city. and we love our festival and our parades in san francisco, and we need to support them. this report will provide a starting point in guiding policy discussions in city hall and in our city departments so we don't just treat these events as problems to be managed, but rather important parts of who we are as a city. and i want to thank everyone who made this report possible particularly our city economist ted eagan as well as joselyn from the entertainment commission and the various who allowed us to circulate surveys for the event attendties which really provided the basis for the data that was collected. so mr. chairman, if or i tell you madam vice chair, if there are no other preliminary comments by members i would like to start with the presentation. first i would like to invite up jocelyn from the entertainment commission. >> thank you, supervisor and i did not have anything prepared because i have members my commission to speak but would i like to thank you from the bottom of my he

how do we develop a strategy that we go door to door and ensure our unemployed residents in the city have access, that the youth in the neighborhoods have access to summer jobs and increasing that -- increasing the activation for adults knowing about the programs but also a call to action to our business community to provide internships and jobs for your community residents. and last but not least collaborating with our law enforcement. this is very important to our work. that we work with them as they do enforcement and suppression to hold accountable the adults who are committing acts of violence against other human beings holding them accountable for their actions in these particular neighborhoods, and ensuring that the 99% of the people who live in the neighborhood who aren't committing acts of violence are safe where they live. sorry about that. and at this point i would like to turn it over to doug haubert who will finalize our presentation. thank you. our story is not over. we are not defeated as a city. we are not about to throw in the towel on our country. >> governor martin o'malley, thank you for coming on "meet the press." >>> 50 years ago assistant secretary of labor daniel patrick moynihan who became a u.s. senator from new york wrote a controversial report at the time. it was diagnosing the social and economic disparities between white and black americas. he appeared on "meet the press" december 12, 1965 to defend the report. >> it's a good place to see the results of unemployment, the results of discrimination, results of bad housing, poor education. >> five decades later, the problems of inequality and poverty are worse in many areas. 50 years ago, 1/3 of african-american children live with only one parent or none. nearly three times the number of children overall at the time. that number is 60%. baltimore, 62% of children live in single parent homes. in 1965 unemployment rate among african-americans was nearly double the national average. 2015, the situation is exactly the s

and to get to and meet the goals that we have for prosperity in our city. and if everybody isn't equipped to contribute to our growth and prosperity and we know the baby boomers are retiring. we know that we're going to need all kinds of people stepping up to the plate to take those jobs. and we know that the population is increasingly of color. and we know that our kids of color are the people increasingly not getting the education they need to take those jobs. then we are just shooting ourselves in the foot economically. a study of the minneapolis/st. paul region shows if we were to end these inequities by 2040, we could have $32 billion more of personal income sitting on the table. so this is important to me as a human being, frankly. knowing what's happening in my community. knowing that it's just wrong on a moral level. and then as a mayor who has stewardship of our city and the public safety in our city, but also has stewardship of our economic future. >> thank you, mayor. so, mayor, again, if we could just have you say as well why here, why is this so

it's a place like our city where the world does change. we are an international leader in civil rights, we are a city of dreamers and doers and we are in fact a city of innovation. in fact the innovation capitol of the world. this is what city hall means to so many people. just as we lead the nation in human rights, we also lead in environmental justice and environmental standards. as naomi said, we are now the oldest building in all of united states to receive the lead platinum certification for a building that conserves energy and water conservation. with the additional upgrades on the solar panels and the energy efficient lighting that naomi described, we are getting prepared for the next 100 years. so i'm proud that the celebration is a unique public private celebration, demonstrates how world class that we are in our philanthropy and this is another example. the partnerships that we formed in this city has helped our homeless families succeed more. it's gotten rid of single mothers on the street more and more. we created a free muni fo

and be successful in our city. that's why we have a plan of things we want to do to make our families successful. i am committed to building more homes at record levels, homes that are affordable to teachers butts -- but also to our students as they graduate and if they make that sacrifice, i want to be there to provide and to make sure to provide that they have the keys to homes that they want to live in. we also want to work in our parks, our neighborhoods and seniors to enable them to get around the city and they can be successful in our city. i will tell that you open space as well as housing as well as good transportation all work together to support the increasing investments that we are making. today i'm proud to announce an increased investment for our youth to the tune of $355.5 million this next year to our education system. our public school system. this includes $36.5 million towards the school district's rainy day fund. i know we've been discussing that rainy day fund in very great detail to make sure i

antonio is a tremendous leader for our city. in building grassroots organizations but really giving people of color, immigrant community, grassroot perspectives to the issues. climate change and climate justice in our communities. this energy efficiency task force is part of work from antonio and others. i think the coordinating committees goal are to catalog all our energy efficiency and identifying revenue streams to fund additional work. today many of us in the broad clean power except coalition were invited celebrating earth day but also the potential of clean power moving forward in a very strong and positive way. antonio diaz is joining in energy efficiency committee. i wanted to acknowledge to that rodriguez from the department of environment had been doing heroic work. i really thank them for moving this committee forward. i wanted to thank the other new members of the committee but especially our local leader of our national effort called emerald cities, collaborative around this country. the amount of work she put in d

we are making great progress to keep our city and our residents safe.nce ag strong growth in our neighborhoods. as you know we recently opened or public safety building in mission bay and that includes a dedicated campus to or police department and headquarters and brand new fire station which i'm very proud of because it's showing some of the state of the art facilities that hopefully the few station have including the cleaning apparatus. we hear how firefighters are impacted in their lives that those toxic agreed audience -- ingredients are not washed off quickly. working with the fire department staff we announced additional fire staff to the fire department that will be replacing more than 40% of our ambulance fleet and working to reduce the 911 systems and demands and we made those announcements with so very dedicated work that the group put together. we put together a time line we would use to invest in a new facility to employ the statute and keef our residents safe. we are all doing this with an eye towards the growing neighborhoods in the city

but and recruits and law enforcement right from the community that directly repeals the exit of our city today, i'm here with our explosive your commission your board members and president and ocii to announce more resources for passive which include increasing the funding for civilian oversight no our ocii and additional training of officers and an additional hundred more police officers on top of the hundred and 50 we already announced for a totaled of 2 heed and 50 additional police officers that will be graduating from 5 police academy classes during the fiscal year of 2015-2016 this those classes will in fact accelerate our goal to getting to our city's charter mandatory full duty officers within the next year and that charter announced it one thousand 9 heed hundred and 71 we have addressed we're about to add with the cooperation of the board $6.6 million in our next two year budget to fund approximately, one thousand and 8 hundred body cameras for each of our officers on our streets and engage in the public we intend to have this first year go through a planning process that will

spark people to get on their bikes focusing on the data and it will increase the rider ship within our own city. >> okay, i will refer that to the mta staff. >> and director, if a few weeks, we will be releasing our bike count respect, and we will be coming up with a year of 2014, and each bike to workday, we do actually count the number of people cycling at one location and it is on the market street, where they have counted it for the work for us that the counting that we have there and we found that over the last ten years, the ratio of the people cycling to work, in that morning, could compared to driving has actually slipped and so in 2004, we had the three cars for one bike going in the motion in the eastbound and as of last year, we have had three cyclists for every one car and so we have completely changed the mode split on the market street and just doing, very intern and now the demand is up because it is a channelized corridor and on the bike to workday you expect to see a lot more people cycling but our bike barometer and that meter that we have was installed to two and a half 1,000

we made our city believe again and we can fit -- created a better way to govern the city, and we got : let's hear from the teachers back there. [applause] gov. omalley: we led our people forward through a devastating recession and we sit greater care to protect the land, air and waters of our chesapeake a. -- bay. and we passed the dream act and marriage equality. [applause] gov. omalley: together, we raised the minimum wage and we made the highest median income of any state in the country. we received top rankings in women and minority business ownership and participation. and yes, it took new leadership. together, we believed in the american dream and took action to make it real. that is exactly what our nation needs to do today. [applause] gov. omalley: you see, our economy is not money. it is people. all of our people we measure success by the security of our people. all of our people a stronger middle class is because of economic growth. together as one people, we must will and american economy that works again for all of us. this means good jobs and wages policies. wage policies

city college needs all our help to be successful. my background in public manlagement and guv nrns as well as [inaudible] non profits and neighborhood will be a great tool for myself that i hope to bring to city college to bring it forward. the current accredidation challenge is a wake up call for show how important city college is to the sates higher education and work force opportunities. i'm so thrilled that even burr ocobama the president made community college a sener piece of his agenda. think of all the opportunities this will provide for making the first 2 years of community college free for everyone. neighborhoods and all of our people in the city and since we reauthorized the task force three years ago they have continued to do incredible work for our city, to and even rec mepding that the board of supervisors pass a resolution, last year, that we committed ourselves and our city to dramatically, reduce or to end the hunger and the food insecurety by 2020 and it is a huge task and i know that for the ten years of work, all of the community based organizations from just about every neighborhood that that is a task that this amazing task force has led the charge on with the grassroots groups from throughout the neighborhood and in 2013, the task force published its assessment of the food security in san francisco and later that year in 2000, and in december after the report was released we approved that resolution, and it was ending the hunger by 2020 in our city and with our concrete steps and ending the food insecurety and the hunger in san francisco. and the budget processes will be moving forward and we are continuing on that work, but also, thinking

or all of us who have given so much of our energies to make the city safer and a more prosperous placethat was a heartbreaking night for all of us. for us, baltimore is our country, and our country is baltimore. there is something to be learned from that night. there is something to be offered to our country from those flames. what took place here was not only about race, not only about policing in america, it was about everything it is supposed to mean to be an american. [applause] governor o'malley: this scourge of hopelessness transcends race and geography. the hard truth of our reality is this. unemployment in many cities and many small towns across the united states of america is higher now than it was eight years ago. conditions of extreme poverty breed conditions of extreme violence. we have work to do. our economic and political system is upside down and backwards. it is time to turn it around. [applause] gov. omalley: understanding precedes action. we must understand that what happened to our economy, the damage done to the american dream that we share did not happen by chance

and, so, we are in a very exciting time and we really see a transformation going on in our city becausethat. >> what would you like to see change about the city's approach to developing its economy? >> i think that really depends on the changing times. and there isn't sort of one solution for the entire city. it real i depends on kind of what the dynamics are going on with the economy as a whole in the region. not just looking at san francisco, but really as a regional body. >> sometimes district issues are different than zvi issues. what do you feel are some of the biggest issues facing your district? ~ city >> i think because we have a lot of children, families, seniors in our district, they care a lot about your quality of life issues, right. and it's the reason why people choose to live there. they want to make sure that your streets are repaved, that our potholes are filled, that public transportation works for you, that, you know, your parks and play grounds are safe for your children to play in, students can go to local schools. i think that those are all important issues facing
