that makes the fiscal solvency of our nation a national security issue. sacrificing our strategic needs to pay the bills -- we have to make smarter decisions about where and how we spend our money and how we address current and future threats. two areas i focus on is the nuclear arena as well as cyber security. we face particular challenges in cyber and yet not quite gotten our arms around with a chap -- what those challenges are and how we guard against that threat. we face the threats from pierre competitors and asymmetric actors -- peer competitors and asymmetric actors. we're threatened by the current budget situation. a nuclear deterrent must remain credible while we simultaneously work to save revenant -- save revenue. in cyberspace, there have been upgrades to our defense system but we still have a long way to go to keep pace with the challenges every day in the digital realm. on both these points, where can we be making more efficient investments in nuclear and cyber in order to soften any larger program impact from constraining budgetary requireme

it is our nation's insurance policy. and in a world that is more complex and threatening as i have ever seen, we cannot allow arbitrary budget arithmetic to drive our defense strategy and spending. we have to look at every program to determine what risks we can afford to take without risking the lives and welfare of those brave young americans who volunteer to serve in the military. as such, some of the defense cuts being discussed, particularly as a result of sequestration, would do grave harm to our military and our nation's security. the immediate impact of a sequester, according to secretary panetta, who previously served as chairman of the house budget committee and chief of staff to president bill clinton, could be a 23% across-the-board cut to our nation's defense programs, shipbuilding and construction projects would have to be curtailed, civilian personnel and contractors would have to be furloughed. the end results of these costs after ten years would be the smallest ground force since 19 1940, the smallest numb

many have given their lives in service to our nation and many more have returned with wounds of war. their service has been outstanding and we commend them for their dedication, courage and patriotism. the national guard has also risen to the challenge by serving and diverse to homeland defense and civil support missions. the reserve components have made a highly successful transition from a strategic reserve to an operational reserve. the question of whether to include the chief of the national guard bureau as a member of the joint chiefs of staff is a complex issue with significant policy implications. to properly address this issue requires an understanding of the role of the national guard, the role of the joint chiefs of staff and the role of the chief of the national guard bureau. i believe that we have the right witnesses before us today to help us understand all aspects of this issue. when individuals enlist or accept a commission in a and a state national guard unit, they simultaneously enlist or are commissioned in the army national guard of the united states or the air nati

now these aren't going to be barn-burner investments, but they will keep our nation and help our nation not only pay down our debt, but pay down the amount of debt owed to foreign nations. what makes this bill particularly special is that for every bond purchased, citizens are also helping the federal government to reduce spending. every year after the first year the amount of buy back america bonds sold would be tallied, and that exact amount would then be cut from federal spending the following year. i stand before you today to explain not only where i'm coming from with my buy back america bonds but also why our nation needs a collective effort to rally around to make steps towards a more responsible federal budget and getting our national debt under control. investing in america and bringing foreign-held debt back to american hands is where i propose to start. i ask my colleagues and the american people to help me be an integral part of the debt crisis solution. not only am i a father, i'm a grandfather. and i want to be the first to purchase buy back america bonds for my four grand

our nation is in the midst of a fiscal crisis and we recognize we must all do our part. are continuing to identify efficiencies and work very hard on our capability portfolio review process and many of those deficiencies and we will book many more. we appeared before the committee in july looking at cuts in the vicinity of $450 billion over ten years. the army's portion of that cut the legal and historical percentage at 26%. secretary of the army and chief of staff said that it will be doable. i am getting paid to worry about things. i worry are cut may be higher than that and that causes me -- above and beyond that, directly and deeply impact every part of our army and our ability to meet our national security objectives and effectively protect our country against all friends. whatever threats are made carry risks. so many of the 31 before me have sat at a similar time in our history and had to make the same arguments and answer the same questions. i am sure that was true in the debate after the war. always in indianapolis and fought a war memorial to the war. of course

since the founding of our country, our immigration laws have been a source of discussion. we were born a nation of immigrants and still well -- welcoming to people coming to our country legally. we have welcomed men and women from diverse countries and provided protection to many who flee from persecution. we have been generous, and we will continue to be generous. yet, we have seen our country face many challenges and have attempted to restrict immigration levels. the first immigration law of 1790 tried to limit citizenship to certain individuals and instituted what is called the good moral character requirement. we created quotas in the 1920's to only do away with those quotas 45 years later. we even provided amnesty to millions of undocumented and hardworking people in the last big immigration law to pass congress in 1986. today we're faced with another challenge of how to deal with more than ten million undocumented persons. congress struggles with this challenge on a yearly basis. it's important for lawmakers to bear in mind that the policies we make should benefit our country in the long
