and then you have the super pac. an outside organization and technically these organizations cannot talk. right now, candidates have super pacs and they do not have campaigns. potential candidates anyway of jeb bush, rand paul, chris christie started one. eight candidates i believe have a super pac up and running. they are no longer this novelty or how is this going to work. it is a must have if you are running for president. the super pacs can raise and spend unlimited amounts of money and that will be one of the key factors that will be different this time. what that means is that while this process is starting a little bit later and republicans , in particular, the republican national committee tries to shrink the process to and faster. if you are a candidate that has a super pac like rick santorum was last time with one guy who wants to spend a lot of money to continue to keep you in the race, you are in the race. you can lose iowa, you can lose new hampshire, you can lose south carolina, and you do not have to w

so in november a super pac was born. it had the title the "stop chris christie pac." this is their wshs formed in november. he did a great interview last year where he explained that stopping chris christie's run for the presidency is his new reason for living. he called it his raison d'etre. the stop chris christie pac only existed since november but now he is giving it up. he is shelving the whole thing and he says he won't stop. they say this quote, it would not probably be worth the time that we put into it because now nobody believes he has a chance. i don't think anyone is going to give money to stop chris christie because he is someone who they believe is probably stopped already. tom tancredo is giving up raising money because he think there's is no point in raising money to stop a guy who has no chance anyway. and that is something, right? whether or not he is right, and there is no point in trying to stop him because there is no risk of him going anywhere governor chris christie is still out doing things that look very much like him running for president. to

in 2012, obama and romney used super pac's to raise money. now is the interaction between candidates. back in 2012, obama and romney were cautious on how they dealt with super pac's. lawyers were very wary about where the rules were. now, no caution whatsoever. once you enter the race, you are not allowed to coordinate with your super pac. if you have not, you can. right now people are raising a ton of money on the candidate level for the super pac's before they even launch. the game is really just cranking up to another degree right now. stephanie: is this why we are seeing jeb bush and hillary clinton all over the place talking to the richest people in america? phil: no doubt about it. no fewer than eight potential candidates on the republican side have eightgroypups up and running. they have their political action groups. but they also have the super packs that they coordinate with them. if you are a donor, you give money and you hope you give it to the right right to rise. every republican is the game has a super pac if they want to have

there's now officially a draft joe biden super pac, and the website for the pac is asking, why not biden? after all, it's the senate. just yesterday, senator ted cruz became the first candidate to officially declare a run for presidency. and in the post-citizens united era, there are all kinds of ways to raise money and plot a campaign before you actually declare you're running. former governor jeb bush has right to rise, senator rand paul has rand pac. former secretary of state clinton has hers. and now there's a legal page for vice president biden, who is weirdly absent from speculation, because he's possibly the most qualified to become the next president. he has a long resume as a well-respected u.s. senator prior to that. he has no typical disqualifiers, although maybe some atypical ones. he was in iowa last month promoting president obama's economic policies. and when a major politician goes to iowa, stirring 2016 speculation. so why is it that joe biden is not taken seriously? joining me now, will pierce is the executive director of the draft biden. mr. pierce, what is draft biden
