monday march 28th i'm dave clark. >> good morning, i'm pam cook. time now is 6:30. >>> topping our news this morning. one bay area man is making national news by picking up a sunday newspaper. ktvu kraig debro joins us now from vacaville. tell us what happened. >> reporter: i just spoke to the city of vacaville information officer. i learned new information about this case. the newspaper might not have belonged to the man that was injured. we are on the 900 block of ashville. investigators will circle things or place plaquers near pieces of evidence. over on the front yard there is a hole in the ground where the explosion happened yesterday. according to people that lived on the street the explosion might have killed a smaller person. this happened at 10:20 yesterday morning when a man went out to pick up a newspaper. now the newspaper he picked up was in the yard next door to where he lives. so it's not clear if he was picking up his newspaper. shortly after he picked it up there was an explosion according to witnesses at the scene. some of the ma

ktvu's pam cook joining us from our newsroom with details about the reasons why. pam? >> well, morale is down. that's what we're hearing from oakland police officers this morning. oakland police chief, anthony batts, has scheduled a news conference for 11:00 this morning. now, he's expected to publicly respond to the growing number of complaints of low morale in his department. even some veteran officers say they've never seen it this bad. police union blames faulty radios, their police chief's try for a new job in san jose, and officers leaving the department to work somewhere else. >> i would not be surprised if we had 50 to 100 police officers thinking about leaving laterally, outside of their police agencies. >>> the union says oakland police are overworked and understaffed and that the 662 officers is only about half of what the city should have. the mayor's office tells us here at ktvu that the city is currently in labor negotiations with the police union so commenting on staffing issues would not be appropriate. now, one woman tells us here that while officers w
