pamela osborne is live at stiff hall. tell us about today's vote. >> reporter: this is the final vote on that sugary drink bill. it failed twice before, but if it were to pass, which it is expected to, it would be the first of its kind in a city this size. as we know, it caused a lot of controversy over the past few months with people demonstrating for and against this tax. ultimately council decided to compromise with mayor jim kinney, agreeing to a 1.5 cent an ounce tax on sugary drinks. the majority of the money raised will go to fund universal pre-k throughout the city, creating 6500 new slots for kids waiting to enroll. another chunk of the revenue would help revitalize the recreational centers, tough sell to some residents and business owners, but the councilman says the time is now. >> they said the same thing about the cigarette tax last year. it produced $88 million for the school system. first time in five years we haven't had to raise real estate taxes. so you make tough choices about it, sometimes it works out

nbc 10's pamela osborne is live for us in west deptford. pamela?lice remain on scene as the investigation into what caused that fire is expected to pick back up. a tracked down this cell phone video of the fire from overnight. the woman who took it tells me she heard some kind of argument going on outside, minutes later, she looked out her window and this is what she saw, three people were in the house at the time of the year. the fire chief telling us they are inbledably lucky to ab live. a restoration crew is here on scene trying to secure what's left of the home. they tell us the sheriff's office and prosecutors with are on scene. they're expecting them to return later today as the fire marshal works to come up with a cause. >>> and a row home fire in philadelphia's nice town section. the fire quickly spread to the porches of surrounding homes. four people were forced out of their homes overnight. fortunately no one was hurt. >>> i'm matt delucia in the digital operations center. happening today, a mother of two from our area will head to court

pamela osborne joins us live after talking to the people that knew him. what did they tell you? >> his name was benjamin boone, but his neighbors knew him as bb. he fought in world war ii, came home and settled in on this block where he will be greatly missed. in the dark of night, there were only sounds. >> i heard someone hollering and screaming. >> ruth rushed to her window to see her 92-year-old neighbor's row home glowing from fire. >> i saw the flames. i said, oh, my gosh. the screaming and hollering. that's when i got the phone and dialed 911. good firefighters were on the scene three minutes later. 11 fire companies and 40 firefighters and medics rushed to his aid. despite their best efforts, they weren't able to save the veteran. he was not able to make it out on his own. >> he had one leg, but he used a wheelchair and a walker. >> when resuwas no longer an option, firefighters went in to recover benjamin boone's body. his burned out wheelchair and other personal belongings a reminder to everyone here of exactly what was lost. >> he was a very ni

pamela osborne has just arrived on the scene. tell us what's happening. >> reporter: vai, you can see the police cruiser involved in that accident is still here on the scene. just within the past minute or so, they opened up this intersection. traffic again is moving at 63rd street. you do want to keep your eye out. there is still quite a bit of police activity here. now, the injured officer was a passenger in that cruiser. police tell us that sergeant and an officer were heading to assist with a burglary in progress. the cruiser was heading east on haverford with lights and sirens on when they were clipped by a septa bu septa bus. the impact caused the cruiser to spin and wreck into a pole. there were no passengers on the bus. the sergeant who was driving the cruiser was not injured, but he was taken to the hospital to be checked out. the officer that was hurt was walking and talking before he was taken by ambulance to penn presbyterian hospital. he was complaining of pain to his neck and side. as you can see, police are still h

nbc10's pamela osborne has an update live from southwest philadelphia. what's the latest?> vai, certainly a scary situation for that driver. he went to the hospital in critical condition this morning. we checked in, he's now in stable condition. so he is improving, while police are searching for the two suspects who they say shot him execution style for $60 and a cell phone. it was just before 11:00 monday night when a 35-year-old pizza delivery driver from chillin pizza left to make a delivery. >> it's not right. it's not right. >> what happened next had neighborhood john shaking his head. once he got to beaumont street, the driver got a call from one of the men who placed the order. he said he'd be right down. so the driver was getting the food together when all of a sudden two men came up, forcing him inside of his own car. they drove him away from this location. the two suspects drove the delivery driver to the area of warrington and cobb's creek. once there, they forced him out of his car and onto his knees. they went through his pockets and stole $60, but they wanted

pamela osborne is on the scene. >> reporter: they took the driver away to get a blood alcohol test this morning. i want to let you know, i just got off the phone with police a couple of minutes ago. one teen is still in very bad shape. now here's what we know. this all happen around 2:00 this morning. two teens were riding on one bicycle with a group of their friends when they were hit. police say there were a total of five teens on four bikes. they were riding south in the northbound lanes of broad when a red lexus came speeding down the street. the force of the impact was so severe that the front wheel of the bike was knocked off, went airborne and landed half a block away. the teens were also thrown if from the bike. one suffered a broken leg with, the second in very critical condition still at the time after suffering severe trauma. witnesses were able to give police a zrings of the vehicle, a red lexus with the black rims. they were able to see a man driving and a woman was also in the car. officers caught up with them a short time later. police tell us witnesses the car, a red lex

nbc 10's pamela osborne is live at city hall this morning. pamela, mayor jim kenny tells us he believes the soda tax will happen. why is he so confident? >> reporter: well, he says at this point he feels like council has really done their homework. he's provided them all the information they need to know the questions they had about the tax he's answered. he feels like they understand how important early education is and they also understand this unique opportunity they have now to fund the program. we know the majority of the revenue generated is going to fund universal pre-k, but critics of the bill called into question where the rest of the money will go. more than 10% of the 1.5 cents an ounce tax on sugary drinks will go toward special projects, among them, the retrial of juvenile offenders in the african-american museum, these were late additions negotiationed negotiation by council members there. the majority of the money will go to pre-k classrooms like these at the smart center, which would be able to take 55 to 60 more kids off of th

nbc 10's pamela osborne is live this morning in west deptford with the details. i, pamela. >> good morning, katy. this went from your usual house fire to anything but. i just got done speaking with a neighbor who said she heardç a lot of yelling shortly before the fire broke out. you can see a police officer remains on the scene with the restoration crew. i can also tell you that the prosecutor's office and sheriff's office were both on scene overnight investigating, after they got a tip that something was thrown into this house before it caught fire. the fire chief tells us three people who were trapped inside of the home at the time the fire broke out had to jump from windows to escape. all three were taken to area hospitals. we're working to find out what their injuries were and how they're doing right now. the chief telling us those people are incredibly lucky to have made it out alive. when fire crews arrived on the scene at church street, they say the first and second floors were fully involved in fire. the house, as you can see, is a total loss. here's wha

pamela osborne joins us live to tell us more about what was saved. >> reporter: tracy, this building and the post that operated out of it housed 98 years of military history. when we talk about possessions, material items that were inside, many of which were destroyed in the fire, we're talking about things that you just can't replace or put a price on. this was the four-alarm fire that nearly destroyed it all. flames were shooting out of the building. it took 100 firefighters more than two hours to get it under control. because of their efforts, some items were saved. among those artifacts, a portrait from 1918 of the building's namesake, a donated purple heart, and three antique rifles. but that wasn't it. as the building was burning, a firefighter overheard someone saying he wanted the american flags from the building. that someone turned out to be the post commander. that firefighter got permission to remove the american flags so that they, too, could be displayed and saved for a later date. >> we don't always just go out and save the people's houses or the buildings and fight th

nbc 10's pamela osborne has the details. >> police believe teens may be responsible for this brutal attacknd now they need your help tracking them down. detectives say the victim, a 35-year-old delivery driver was making a delivery to the 5700 block of beaumont avenue when he was kidnapped last night. the person who placed the order called the delivery driver and said he'd be right out. the victim had his back turned and was getting food out of the passenger's side of the car when the two men approached, forcing him into his toyota corolla. the two suspects then drove the victim to the area of cobbs creek and warrenton. they forced him out of the car an on to his knees, they went through his pockets and took about $60. >> they told him to get on his knees. at that point one of the males returns to the car, acts as if he's going to run him over. he tries to get up and run, they put him back on the ground, continuing to ask for more money. they eventuallyç get back in t car. he then hears one shot. he gets hit in the back of the head. >> his car was found on 57th and bellmawr. despite being

nbc 10's pamela osborne is live in our digital operations center. pamela, what should pregnant women know about this? >> tracy, the cdc has put health zika. so far, the virus has not been at this point in time, the greatest risk is still to pregnant women who have travelled to countries experiencing a zika outbreak. doctors at hackensack university medical center in new jersey say the 31-year-old woman who delivered a baby girl suffering from zika virus is from honduras. the mother contracted the disease from a mosquito bite in honduras. doctors say the baby was delivered by c-section yesterday, more than a month prematurely. on friday, an ultrasound confirmed the baby had birth defects, including low birth weight and severe microcephaly, a condition whereç the baby's head is much smaller than expected. the baby was not doing well and that's why doctors made the early. hospital officials say this may be the first case in the tri-state area of a baby born with the zika virus. the world health organization is weeks before trying to conceive. that goes

pamela osborne is live outside city hall. this could be an historic day for the city. tell us more. >> reporter: you're absolutely right. if this bill passes, which it is expected to, philadelphia would be the first major city in the nation to tax sugary beverages. as we know, it caused a lot of controversy over the past few months with people demonstrating both for and against the tax. ultimately, council decided to compromise with jim kinney, agreeing to a tax on all sugary drinks including diet sodas and flavored waters. the majority of the money raised will go to fund universal pre-k throughout the city, creating about 6500 slots for kids. another chunk of the revenue would help revitalize recreational centers. it was a tough sell for some residents and business owners, but councilman curtis jones says the time is now. >> they said the same thing about the cigarette tax last year, it produced $88 million for the school system. just the first time in five years we haven't had to raise real estate taxes. so when you make tough choices about it, sometimes it works out

nbc 10's pamela osborne is live outside st. christopher's hospital for children in philadelphia's hunting park section this morning. how is the teenager doing? >> i can tell you right now that he is in stable condition. police say he was shot once in the shoulder. despite that injury, he was able to drive himself away from the shooting scene. to st. christopher's hospital which is about three miles away. the victim went to pick up a friend in the 5600 block of florence street. his friends got into the car. as they were getting ready to pull out of a parking space, two men in disguise walked up to that car. >> they tapped on the window with the gun. they attempted to open the driver's side door and then they announced aç robbery. at this point, the 17-year-old put his car in drive and took off, driving north on lawrence street. >> police say the shooter ran after the victim. and based on the ballistic evidence, the shooter was firing as he chased down that car, leaving three spent shell casings spread out on the highway. all th

nbc 10's pamela osborne is live with that information in the digital operations center. pam?29-year-old omar mateen apparently was no stranger to the scene of the shooting. >> this revelation comes from a regular at pulse nightclub. he told investigators that he had seen mateen at the club in the past on more than one occasion. the fbi tells nbc news that investigators are getting similar reports who others who say omar mateen had been at the club several times before. they're also looking into reports that mateen sent messages from an online gay dating site. they also started the process of re-creating the crime scene in an effort to better understand exactly what happened. federal officials say omar mateen appears to have been a home-grown extremist. we know mateen was on the fib's watch list for remarks he made about terrorist connections but the case was closed. if he tried to buy a gun then, the fbi would have been notified. because the investigation was over, he was able to and did legally purchase the weapons he used in the attacks a littleç over a week ago. >> fortun

nbc 10's pamela osborne is live at southwest detectives in west philadelphia.do police think they lured the driver with a fake delivery order? >> that's exactly what police happened last night. they think it could be teens responsible for this brutal attack. they need your help tracking those suspects down. detectives say the victim, a 35-year-old delivery driver froo chillen pizza was making a delivery to the 5700 block of beaumont avenue just before 11:00 last night when he was kidnapped. the person that called to place the order called the delivery driver and said he'd be right out. the victim had his back turned and was getting food out of the passenger's side of the car. the two suspects drove him to the victim of cobbs creek and warrenton. they forced him out of the car and on to his knees. they went through his pockets and took about $60. the suspects asked for more money and the victim didn't have it. one of the suspects acted as though he was going to run that delivery driver over. the driver tried to run away. the suspects forced him back on his knees

nbc 10's pamela osborne is live in our digital operations center this morning.e know about the mom and the baby? >> tracy, vai, that mother may have delivered the baby at a hospital in hackensack yb new jersey but she is from honduras, a country where outbreaks of zika virus and local transmission has been reported. what that means is that mosquitos in honduras have been infected with zika virus and are spreading it to people. that is exactly what doctors say happened to the 31-year-old woman who delivered a baby with the zika virus yesterday. doctors at hackensack university medical center in new jersey say an ultrasound confirmed the baby had birth defects, including low birth weight and severe microcephaly, a condition where a baby's head is much smaller than expected. the baby was not doing well and that's why doctors made the decision to deliver the baby early. that child, the baby girl, was born more than a month prematurely. hospital officials say this baby may be the first in the tri-state area born with zika virus. here at home, the cdc says the zika vi

nbc 10's pamela osborne is live this morning with more on how that injured person is doing.the two teens in fact, one is in pretty bad shape and it's all really thanks to witnesses who say this happen, right want pamela? >> reporter: that's right. it actually started a as a late night bike ride between a group of friends. some of them are returned to get their bikes which were on the other side of the police perimeter. they watched their two friends get hit by that car. police say there were five teens on four bikes. they were riding on broad street when two 16-year-olds who were sharing one of the bikes were hit by a runaway driver who quickly sped away from the scene. the force of the imfact was so severe that the front wheel of the bike broke off and went airborne. the teens were also thrown from the bike. one suffered a broken leg, the second police say is in very critical condition after suffering severe head trauma. witnesses were able to give police a very good description of the vehicle. it was a red lexus with black rims riding low to the ground. and before the driv
