>> leon panetta: it's a tragic story. >> pelley: leon panetta was defense secretary when the u.s. walked off the iraqi stage in 2011. back when you watched the stars and stripes being lowered for the last time in baghdad, were you confident in that moment that pulling out was the right thing to do? >> panetta: no, i wasn't. i really... i really thought that it was important for us to maintain a presence in iraq. the decision was that we ought to at least try to maintain 8,000 to 10,000 u.s. troops there, plus keeping some of our intelligence personnel in place, to be able to continue the momentum in the right direction. and, frankly, having those troops there i think would've given us greater leverage on maliki to try to force him to do the right thing as well. >> pelley: nouri al maliki was the elected prime minister. he didn't want the u.s. troops. a paranoid man of the shia sect of islam, he nursed a grudge against the sunni branch of the faith. he'd been a thorn in america's side for eight years. president bush, in an off-camera conversation with us in 2007, said, "that maliki

. >> do you agree with panetta, would isis have been able to form with such ferocity? >> i think we pulled out too early and it's not just secretary panetta's assessment, but also that of secretary gates. so two of president obama's secretaries of defense share that opinion as do i. where the military presence would have been important is its leverage within the organs of government in baghdad. what happened was when we did pull out and pulled out precipitously, the maliki government which had sided way too closely with the mullahs in tehran then started breaking all of the deals that the united states and the iraqi government had set up. they had been through multiple democratic revolution -- or

and the president decided not to do that and panetta laid out the concerns. former defense secretary robert gates, you know, talking about what has to happen as opposed to the semantics of u.s. forces on the ground. these are powerful figures in an administration that was dealing with this at the beginning. jon: and former defense secretary gates saying that the president announcing he will degrade and destroy isis, that might be a bridge too far when isis is in effect al qaeda in iraq, we've been fighting them for 13 years and haven't destroyed them yet. >> sure. i think his point there this is broader in the sense it is an ideology. it is islamic extremism. it is, these radical fighters based on an ideology that we have really been fighting and never stopped fighting from 9/11 and even before that. and that takes a coordinated effort to stop terrorist funding, to, to get allies to buy in. it is not just this one terrorist army. jon: but the boots on the ground promise, the president says, i'm not going to be ground troops back into iraq, he seems to be gett
