part of the black panther campaign, a major part, in fact, was social reform. educational reform, health care, housing, the freedom to get an education that was useful for them. in opposition to the legal system that was imprisoning thousands of african-americans with in good reason. so an element that we want to focus on and make known more widely to the american public is the whole notion of survival programs. that the party was developing a whole series of activities and pioneered the idea of legal aid, of health clinics, of educational programs, of free breakfast programs for schoolchildren that the social reform that the panthers advocated and symbolized was as important, probably more important than the military -- than the militaristic side and the militant activities that were highlighted in the press at the time. another element of king's evolution was his development and opposition to the vietnam war. an issue that -- king in 1967, straight out said, one of his greatest disappointments was america's failure to deal with the triple evils of racism, eco

in any debate like this one, i recall my days when i was a codirector of the oregon gray panthers, when i worked with seniors who couldn't imagine life without medicare. but i'll tell you, mr. president, they told me stories about what it was like for their grandparents when there wasn't medicare. there were poor farms where older people who served our country, served our country in the armed forces, very often spent their last days in what amounted to squalor at these poor farms. and then medicare came along, and for millions of older people it was a godsend. so i want to start my discussion with respect to medicare from a comment that congressman price made about medicare in 2009. and in -- and and it is a quote, mr. president, that speaks volumes about the price perspective on the medicare program that is so treasured by millions of older people. congressman price wrote in 2009, and, again, i am going to quote -- "nothing has had a greater negative effect on the delivery of health care than the federal government's intrusion into medicine through medicare. i would just say to my frie

and back when i was the director of the oregon gray panthers and i ran the legal aid office for the elderly, i saw, in particular, what medicaid meant for seniors who needed nursing home care. medicaid now covers costs for two-thirds of the seniors in nursing homes. and i think we ought to think about who these people are because, mr. president, these are people in colorado and oregon, across the country, who worked hard. they always played by the rules. they put their kids through school. they were part of their communities, they saved, they scrimped, they didn't go on that extra vacation. maybe they were thinking about buying a boat. they didn't do any of that because they wanted to save and make sure that their spouse could have a dignified retirement and that they could put their kids through school. they did everything right. so they saved and they saved and they saved, but the fact is it costs a lot to be a senior in america today. so perhaps they spent down all those savings and their kids -- the kids they loved so much -- aren't doing that well economically so it's hard for the kids

i first became acquainted with it back in the days when i was codirector of the oregon gray panthers, ran the legal aid program for older people, and i saw then that seniors were walking on an economic tightrope, balancing their food bill against their fuel bill and their fuel bill against the rent bill. they saw medicare as one of the great achievements in american policy-making. but here's what the congressman wrote. his words, not mine. he -- quote -- "nothing has had a greater negative effect on the delivery of health care than the federal government's intrusion into medicine through medicare." now, when i read that, mr. president -- and i was reflecting on my gray panther days, and i think a lot of other senators go back working with community organizations -- we just heard a wonderful presentation from senator king, who was also a legal services advocate. before medicare and before this program that congressman price, again, thinks is such a negative intrusion into medicine -- before medicare, a lot of older people were warehoused in poor farms. now, i am absolutely certain that
