so, in 1949, san francisco did set up its own parking authority. it is not a city department, it's a creature of state law. as charter authority has evolved, the city can do most of the things that the parking authority was originally set up to do. next slide. the parking authority here and parking authorities in general are to finance parking garage construction. here, it was originally focused on the downtown commercial core. originally the commission was a separate commission appointed by the board of supervisors and included representatives of downtown merchants. later under prop e, that authority and due to a change in state law, that authority was given to you as the sfmta board. so you sit as the parking authority commission. then sort of overtime, and through some agreements, the mta took over through a contract the management of all of the city owned garages and parking authority garages. next slide please. so now everything is ran by mta. there are some limitations through the parking authority, most importantly state law requires that the
