we're on 95 northbound near the prince william parkway.is problem is a result -- what we're seeing is the result of a retaining project that went really, really long. joe morris at vdot tells us there was some emergency paving last night. we're talking about one lane of traffic about 30 feet long. that concrete patch they were trying to put over the roadway actually failed, and the surface started to break upon impact immediately. so this forced them to extend the emergency road work into this morning, into the morning rush. joe says we've lost the morning rush, and that's because they are going to be out there until 8:00 a.m. if there's any good news out of this, they have lifted the hov restrictions not only on 95 but through 95. i will tell you both of those lanes, those are stacked up as well. and drivers on the main road, they're mostly losing the right lane and the north center lane. so they're just squeezing by with one left lane. and we're talking maybe 45 to 50 minutes to make it from dumfries up to the occoquan. and then you'll g

only one left lane getting by northbound i-95 between 234 and the prince william parkway.word on what they will do with the hov lanes right now. the hov rules are in effect. don't think twice about using those right now. a lot of bail outtraffic is expected over on route one. that won't be able to handle it. that will get jammed up quickly. northbound 95, dumfries up to the prince william parkway, only the right lane is able to get through. if you are coming southbound on 29, randolph road passing industrial parkway, about 35 miles per hour. so that is typical at this hour. southbound 95 for those traveling out of laurel headed down towards the beltway, maintaining about 60 miles per hour trying to get past 198 and 212 and again on 270. delays in germantown starting to back up but again maintaining 65 miles per hour headed down towards 370. that's a check of your fox 5 on-time traffic. >>> now to today's top stories. two tragic cases involving children in montgomery county. both of them murdered. their stepfathers are suspected in their deaths. on the right side of the scr

the project to replace doyle drive was never referred to as presidio parkway and is being delivered in two phases. phase one is under construction and fully funded. phase two is to be delivered as a public-private partnership. as i will indicate shortly, the request today is to authorize the exhibit a director to enter into our to execute two agreements for funding that implement requirements of the 2008 memorandum of understanding approved by the authority. but the agreements are required to meet some of the documentation requirements of the financial process. the total commitment of funding that the transportation authority for the entire project is in both phase one and phase two is just under $17 million2. the bulk being provided by regional improvement program funds. and the prop k amount is just under $56 million. i think i have inadvertently gone to the end. just a moment. this chart shows the funding status of phase one, as indicated by the large number of funding sources here. it reflects something i heard a colleague to say at a recent meeting of the california transportation

i know you are all familiar with the presidio parkway project. we -- you may have seen this item last april, april 2010. we brought before you this contract, an 18-month contract, asking to support a liaison at 75% of services to assist the doral drive project with attended meetings, according any reviews of project submittal and documents, and providing any responses to the 14 different agencies all working on the presidio parkway project. right now, we're in the design and construction phase. into next year, we find it necessary to continue the services from the national parks service is. the liaison will organize all the responses from the various agencies, facilitate communication, prompt identification, and present resolution to any issues. we like to extend the contract for one fiscal year, with two additional one-year amendments. the contract would be at a level of 75% of one staff. that may be covered by rick foster and back of staff. the amount of the contract would not go past $105,845. this item was brought before the cac committee on
