pat warren has more on the prospects of the race. pat? >> reporter: that's right. $12 million owed. $100,000 on hand. those were the figures reported in a proposal to take over baltimore racing development. >> reporter: it all goes by in a blur. >> love it. love it. been waiting two years for this. >> reporter: but leaves a mess behind that still needs to be cleaned up. it's baltimore racing development, hobbled by a reported $12 million in debt and humbled by a city threat to kick the grand prix to the curb. if it doesn't pay $1 million, it owes the city by december 31st. >> that's my concern, figuring out how the tax money is paid. >> reporter: councilman bill cole and mayor stephanie rawlings-blake addressed the possibility that a takeover by an investment firm would clear the debt. cole and the mayor were outspoken about the race. >> i want to make certain that the city taxes are paid, the amusement taxes are paid, and if there isn't a 2012 race, we don't want to have to do this every year. >> reporter: according to the wjz media part
