pearson admitted that wasn't the case. if you look at the budget from 2007 to 2014, they have had steady increases. this is this a question of budgeting and man power or the leadership at the top not promoting the professionalism that americans expect? >> director pearson took some pointed questions on the budgetary numbers and ftes involved. to some extent, we have to remember she was hamstrung. she was speaking in a public forum. many of these issues are classified. nafshgts i have just now stepped out of the classified questions of director pearson to answer your questions. and i intend to go right back there. there's no doubt, we'll be following up to make sure that the secret service has all the money it needs, all the personnel it needs. particularly she raised a question of logistics of hiring people. a lot of people apply, but it's a mountain of work to get through them and properly vet them so we have america's very best working in the secret service. >> congressman, were you surprised as a member of congress that

that information, by the way, coming out after the director of the secret service julia pearson faced a grilling. a fence jumper and white house shooter in november of 2011. director pearson admitted to the house oversight committee that a white house intruder with a knife, follow the red dots with me, got all the way to the east room where the president has given multiple major public statements. pearson was also questioned about a story the "washington post" broke wide open this past sunday about that 2011 case. this man, oscar ortega hernandez shot multiple times at the white house. and it took multiple days for the secret service to realize bullets had hit the white house where sasha, the president's youngest daughter was home. >> is that true? did a housekeeper find evidence of the shooting and your agents did not? >> the housekeeper was able to locate fragments of glass on the truman balcony, not an area frequented by security -- >> i didn't ask you about who was frequent. i asked you -- there was a spontaneous conclusion that shots were fired? there were officers who believed t

the testimony has been shocking as it continues from miss pearson. i have to tell you that i think what concerns me is whether they have a culture in the secret service that is healthy. one of the questions i ask director pierson is how does she correct a situation at the secret service when she has agents that feel more confident being whistle blowers and reporting to congress than they do to the agency itself. that's a major problem. it's kind of hard to address issues when your agents are fearful or do not believe that their concerns will be heard. as i listen to her answers, i'm still not convinced that they have a formula for trying to address this situation that they have there. >> one of the shocking incidents is the 2o 11 incident that had not been fully reported before this weekend and the fact that a woman agent on the south grounds heard gunshots and reported gunshots to her superior and the headquarters and was overruled boy a supervisor and didn't feel that she could challenge the supervisor and still despite the reporting, they departme
