pete suratos for "today in the bay." >> pete, thanks. developing news if the east bay now. a man behind bars in connection with a deadly hit-and-run. two young boys were killed in the crash and their mother and 3-month-old baby brother were injured. the crash happened friday night in concord. chp officers say lemuel wilson jr. was driving a silver infinity suv when it careened off highway 4. it slammed into another car. friends of the family inside that car identified the boys who died only as 5-year-old vincent and 10-year-old lorenzo. their infant brother is in critical condition. according to a go fund me page the family had just finished watching a movie at a nearby drive-in theater. wilson was arrested the next day after he went to highland hospital for medical treatment and turned himself in to alameda county sheriff's deputies. he's facing two counts of vehicular manslaughter, hit-and-run, and driving with a suspended or revoked license. >>> let's change gears right now as we are starting off your workweek. kari, we did see the cloud cover but that will clear up as t

nbc bay area's pete surato joins us as the gates are opening. pete, i understand you're getting numbers as far as how many people were arrested. >> reporter: good morning to you, laura. i was able to speak to the sheriff's office this morning. seven juveniles were arrested. they were cited and have been released. there was heavy police presence there last night, as you can see in this video. the el nunez county sheriff's office had to use pepper spray and batons dealing with these incidents, which caused cases of juveniles even resisting arrest. when you consider 35,000 people were attendance here at the county fair grounds for the fourth of july event indicates the sheriff's office do have things under control. they're explaining while these incidents are unfortunate, they were fairly minimal. >> any time you get tens of thousands of people together, you're always going to have a little element that doesn't want to follow the rules or wants to cause problems, but by and large, it was a good day there. >> we have plenty of sheriffs here on-site t

pete surato joins us live in walnut creek, and we're talking this could happen very soon, pete. >> reporter good morning to you, laura. very soon. in fact, east bay mud officials could decide whether they move forward with those water fee hikes which actually go back to folks consuming too much water during the drought. they will be gathering information on exactly who will be affected and how much those customers will be paying. now, we're talking about 1.4 million customers across alameda and costa contra counties and there will be a 9% increase over a two-year span. this year if they move on it, it would be a $4.34 increase, and in the next year, a $4.63 increase. according to officials of east bay mud, the average household used 60 gallons of water less per day. in short the money from the water bill hike would set to f offset those losses as well as pay to replace and fix infrastructure. we talked to folks in walnut creek about those proposed changes. >> this is just another example to my way of thinking of the california government which is out of control, messing up badly, and we pay

"today in the bay's" pete suratos is there with what happened. pete, we should say people are safe, right? are. >> reporter: good morning to u you, kris and sam. yes, no injuries to report following this early morning fire. the fire trucks are no longer here on the scene. the scene is for the most part cleared. that wasn't the case just hours ago. >> everybody out! >> reporter: you can see and hear firefighters directing residents to evacuate from the six-unit apartment complex on the 1900 block of ygnacio valley road. this call came in and you can see the heavy fire coming out in that video as those flames are going during that fire. crews were able to knock out the fire fairly quickly. as i mentioned at the top of the report there were no injuries, no rescues and no one was inside of the building when crews did a check of those units. now when we did get on the scene i spoke with red cross and they said there were two families and they were able to get them motel accommodations. this fire is still under investigation. we'll continue to monitor t

. >> "today in the bay's" pete suratos with new information we're learning. good morning, pete. >> reporter: good morning to you, laura and sam. as of this morning we can still report there were ten arrests made here at the alameda county fair grounds during the fourth of july event that took place last night. and as far as the ages of those arrested they range from 15 to 20 years of age. now let's show you the new video from last night. you can see police, there are many departments here on the ground to cover this event last night, a heavy police presence, and that presence was definitely needed when you take into account these incidents. according to the alameda county sheriff's office they responded to a large number of melees involving several people. the individuals arrested, as i mentioned, ranged from teenagers to young adults, and they were accused of resisting arrest, battery, and assault. now according to the sheriff's office they had to use batons and pepper spray to maintain order last night. the sheriff's deputy ex mand how last night compared to

b"today in the bay's" pete suratos joins us live in san carlos with some of the details on today's vote. good morning, pete. >> reporter: good morning to you, laura and sam. officials will be voting later today. i went to the plan 2040 website to see what this is about and how it will affect our viewer who is watching right now. it comes down to housing and jobs. it revolves around the two key issues as we see the population grow around the bay area year by year. by 2040 they would like to add 820,000 housing units around the bay area as well as 1.3 million jobs. now i want to point out according to the plan a majority of the housing and jobs will be focused on larger cities such as san francisco, san jose and oakland. if you're a smaller city such as richmond, emeryville and mountain view, those are being looked at as key locations by officials as well. they want to look at invest pt strategies for regional transportation which would be paid for by $303 billion in expected revenue from federal and local levels over the next 20-plus years. and it's also this plan that will comply with s

pete suratos joining us live from walnut creek. what did you find out? >> reporter: good morning to you, sam. look, the irony of this proposed water hike by east bay has to do with the fact that folks conserve too much water during the drought. i went to the east bay mud website to see who would be affected and how much you will be paying. we're talking about 1.4 million customers across the east bay. folks, between alameda county and contra costa county in places like walnut creek would be affected. talking about a 19% increase over a two-year span. in 2017 you would see an increase to the bill of roughly $4.34. the following year in 2018 the bill would increase by $4.63. so why are they doing the increase now, and exactly what will it be used for? i was able to find out it would be used to offset revenue lost during the drought when the average household was using 50 gallons less of water per day. the money from the water rate increases would be used to improve east bay mud infrastructure ranging from pipelines to facilities around the east bay. the pu

today in the bay pete suratos is live outside the hall of justice in san jose this morning with a growingcts in this case the good morning, pete. >> reporter: good morning to you laura and sam andersena ka santos is the latest suspect to add to that list and i want to point out she's the mother of the one of the suspects accused of murdering the woman affectionately known by many as ms. flo. now that suspect i'm referring to is 19-year-old johnmy brown. he appeared at the hall of justice just yesterday. we'll show you joe of him in court appearing bray judge seen there in that orange jumpsuit. the 19-year-old was arrested by police on tuesday and is the second suspect direct leigh cuesed of murdering 88-year-old flo douglas inside of her san jose home last year. the first suspect is 19-year-old zachary cue within who was arrested just days after douglas was brutally attacked and now brown's mother is facing charges of being an accessory after the fact of the murder. now the death of ms. flo as she was affectionately known by many in the south bay sending shock waves throughout the south b
