i want to bring in university of maryland economist, peter morici. r we confound the experts the economy has, but no doubt it is stalling right now. what needs to happen and can we still get a v-shaped recovery? >> oh, i think we're not stalling. i think we're moving up. we have to accept that in a situation like this, after we had a dramatic shutdown it will not all be smooth. certainly people are going back to work. so we got more jobless claims. we know some industries are going to shrink because they will not be as act sieve as before but people will do other things. it's a matter of transitioning to the post-coronavirus economy. we essentially accelerate ad lot of the changes that were going to take place any anyway. automation in meatpacking, more zooming and peach watching movies like "hamilton" at home. charles: great point. when we hear united airlines may lay off over 30,000, american will lay off 20,000, that are big numbers, will impact lives and people. will those offset itself and specific industries and not necessarily reflective of oth

at the university of maryland, peter morici joins me to break it down. how do you see this playing out? what do you need to know? >> they can cut services or raise taxes. they have a lot of latitude to cut services in ways that won't hurt you but in my community trash pickup was curtailed for a while to make a point. if they jump property tax of 35%, property values will saying and over time people will leave. folks are leaving westchester county, and that is a sad state of affairs, they put up with the next half-hour on the train to get away from new york taxes. jillian: people struggling amid the pandemic, six states or cities reconsidering tax hikes. $2 trillion clean energy plan, we heard from joe biden and donald trump. >> donald trump thinks about climate change the only word he can muster is hoax. when i think about climate change the word i think of is jobs. >> he said the core of his economic agenda is a hard left crusade against american energy, wants to kill american energy. >> the clean energy plan. what are your plans on this? >> reporter: h

bring in economist peter morici.ell us, are we out of the woods or on our way out of the woods? >> we're on our way out of woods. this is extraordinary number. i don't want to downplay its importance. i would point out we picked up one 1/2 million people net that are permanently unemployed. that is going to be the tough part of completing the v around getting all the way up. that will become more of an issue as we get into the fourth quarter and first quarter of next year but the most difficult aspect of things will be getting people fully employed again. and that's because some industries are permanently contracted. so the treasury secretary is correct to say we need focused relief in the fourth package and i will be very interested to see what he comes up with. ashley: what was the standout here for you? there was a lot there. you could argue that the leisure and hospitality industry plus retail accounted for, you know, well over two million of the jobs. the question is, can that be repeated in july and onwards? >>

trade commission, peter morici. peter, thank you for being with us this morning.s come it feels like a blinding pace. why is it essential, and what should it look like, peter. >> this crisis is lasting much longer than anticipated after the first stimulus was passed in march and most of the benefits are running out. the unemployment benefits are essential. at least 15 million people don't have many prospects working next few weeks, to say they're not working because they're betting benefits is silly. i expect to see the unemployment benefit extended. it would be nice if they weren't interrupted. they don't have to be at $600 a month. they can be at the level which they were before. that would be fine. pete: unemployment benefit will be part of it. you have heard the criticism it is so robust that maybe it is preventing some people to go back into the workforce. you think right now with the possibility of another dip that that's not something we need to worry about? >> how many restaurants do you think are going to be reopening on monday morning in portland after t
