outage was pg&e's fault. it had something to do with an outside main current line that leads into the stadium. but the second outage is still under investigation. now, that contradicts what a spokesman for pg&e told me about three hours ago. he said that the second outage may have been pg&e's fault and that the first one may have been a city fault because it may have involved an auto switch that the city owns and operates. he said initially that the auto switch had not functioned properly but this morning, mayor ed lee said that auto switch had nothing to do with it and that the first outage had something to do with a faulty outside line leading into the stadium. as everyone knows, that first power outage happened just before 5:30 last night just before the kickoff. and power was restored within 25 minutes. the second was in the 2nd quarter around 6:45 and power restored by 7 p.m. a lot of fans were disappointed and a lot of them groaning at the power outage happening twice. here's what they had to say. >> i

and so -- i have to leave my own home. >> reporter: pg&e shut off the electricity after lindsay hired the experts to remove the smart meter, and replaced it with this analog. >> as soon as it was removed. i could sleep at night. >> reporter: the retiree says that pg&e gave her no option but to replace the smart meter or live without power. she says she will have to leave. >> i have to, i have no choice, i don't want to move. i mean i am ready to do christmas, and i have to leave my house. >> that is something that pg&e does not do lightly. and it is really unfortunate that it did come to this. but because of the actions were so unsafe that these customers were taking, unfortunately pg&e had to take this action to make this decision -- to suspend their power. >> reporter: and on its website, the group stop smart meters called the action, how pg&e stole christmas, but again in the last 15 minutes, a big change in the story. pg&e decided on a new policy for the homeowners, and will call them tonight, offering a digital meter with no wireless transmitter saying it is the right thing to do

. >> reporter: pg&e said it all started here with this power line that they say is responsible for the initial outage before kickoff. there a number of unanswered questions about what happened when the lights went out at candlestick. >> as we were pick up some things to head in to the stadium, there was a flash, you could see the reflection and the lights went out. . >> reporter: that was captured overhead as a 12,000 volt power line separated, plunging the park into darkness for 20 minutes last night just before the kickoff between the 49ers and the steelers. >> when that wire came down to interrupted service to the park. we are still investigating the second power outage. >> reporter: that happened in the second quarter and stopped the game for 16 minutes. it's not clear if that was caused by pg&e or conditionl stick park equipment. >> we sent out an emergency command letting them know something was happening. >> reporter: smoke forced 40 people out of two lucky boxes. san francisco mayor said he and others at the game couldn't get cell phone coverage. >> we will work on that. i thin

>> reporter: for the most part there were no security problems to tell you about but this morning pg&e is saying different things about what may have caused this power outage to begin with. it was a different story for part of the game and the power went out twice during the game and it happened 20 minutes before kickoff. this is video of what it looked like in the stands. tara moriarty happened to be at this game and took the video and you can see from the pictures, the backup generators did kick in so it was not totally dark. the game was delayed for about a half hour and the game was delayed and during the second quarter the power went out again and for the most part fans remained into their seats and remained calm. now some fans reported seeing what they thought were fireworks coming from some of the stadium lights before the power went out and late last night officials believe the outages were from a blown transformer but pg&e is not confirming that. we are told they will not have an answer until later today and it could take a few days to pinpoint an exact cause. mayor ed locale

all of that money will come from pg&e. the vote happened to come on the same day that utility decided to take full responsibility for the catastrophe that killed 8 people and destroyed 38 homes. pg&e angered a lot of residents when it filed court papers indicating one line of defense might be that residents themselves were neglect. pg&e quickly backed off and poll jaysed now the utility is claiming it will take full responsibility for compensating victims. but tonight an attorney representing 75 residents says that is jaws smoke screen to avoid paying higher damage and some resident who lost their homes say the pg&e announcement should have come long before today. >> 15 months and 4 days. past the incident and the fact that we have to wait this long to get it doesn't help. >> we said in the past and we arecontinue to say now clearly that none of the victims, residents of san bruno or city of san bruno itself is at fault. >> just admitting we are at fault does nothing. it is a meaningless gesture and a smoke screen. >> that
