it addresses other services -- providers that pg&e is in a collection role for? so that the changes -- well, i should just say, you know, to be clear, pg&e is cleanpowersf's billing agent, and that's established under statute. it's established, also under the tariff the cpuc has adopted. when a cca returns a customer to the incident vestor or utility or pg&e for lack of payment, the utility, if it's -- if the utility continues to serve the customer, hasn't disconnected the customer, they're obligated currently to collect on behalf of the cca until those funds are collected or the customer disconnects, at which time, the debt obligation is transferred back to the cca for its own collection. so the puc has established a collection policy for such cases. so what pg&e is requesting is to truncate that period of time that they were in a collection role even if they continued serving the customer. so that's a pretty significant change. it goes beyond -- we think it's another procedural problem. this has to be addressed through a proceeding where a record is developed.

pg&e were on siesta way in sonoma county earlier this morning. you see that video. and the power went out after part of a power pole was knocked down, sending power lines onto the roadway. in other areas of sonoma county we're seeing sunshine. we'll check in with abc7 news reporter amy hollyfield live in santa rosa. hi, amy. >> reporter: hi. the winds are starting to pick up here. we are getting a break from the rain, but it did rain. you can see how much. by looking at the empty lot and the standing water in the fountain grove area. this gives you an idea how much rain came down overnight. here's video of rain at about 5:30 this morning. santa rosa crews are worried about rain and runoff. they had city workers on call, but they didn't need to call them in. they were relieved the rain didn't come down too quickly to overwhelm their system. necessity are also concerned about the predicted wind gust this storm is supposed to bring and that that could do to all the dead tries that happened during the fires. >> we're expecting sustained winds with 20 to 50 miles an hour

hayward is the largest bay area city to part ways with pg&e. the city of ha kpix5's john ramos on how the city is going carbon free. >> reporter: if you want to see the city of hayward's commitment to nonpolluting energy, you should come out to its wastewater treatment plant. it used to be the single largest user of electricity in the city, but eight years ago they created this 1 megawatt solar farm on the property which not only produces enough power to run the plant -- >> it is now the single largest producer and exporter of clean, green, renewable power. >> reporter: now the city has upped the ante. at tuesday's meeting the council voted to require all commercial and residential properties in the city to switch away from pg&e and begin buying power from a nonprofit provider called east bay community energy. they will be doing it at the highest possible level, 100% renewable, making hayward the largest city in the bay area to move customers to strictly carbon free energy. >> it's going to be making them part of the solution for combating climate change in a very significant way. >>
