the world of policy over these six months i would say is not nearly so bad as phil is saying.there's a modest buy american provision which i didn't particularly applaud. yes, there's, you know, a problem with mexican trucking. there's no big steel safeguard or doubling of farm subsidies as there was in the beginning of the bush ainistration. typically, administrations in their first year try to arrange a domestic coalition and bring their people on board, exile some unfriendly people from it. this has been the pattern in every administration. the last three republican administrations have done big steel safeguards. i think the bush administration is unique in raising farm subsidies. there's things that the obama administration and congress have done so far are, you know -- it cause unhappiness abroad and unhappiness among the economic crists for eternality. they don't seem to me to be setting big precedence for the future. what does seem to me to be the important thing thing that president obama has done is during the debate over buy american, america needs to do its very best

phil lebeau is in chicago with the details. phil? >> melissa, check out the bid/ask on boeing because it's getting a heck of a pop as soon as the trading begins. trading is expected to be over $50 a share, a gain of almost 5%. here's the reason why. the company coming out this morning announcing a new schedule for the 787 dreamliner. first flight is expected to happen by the end of 2009. by the way, they built some pad into this, so they're fairly confident it will happen by the end of 2009. first delivery expected in the fourth quarter of 2010. boeing has orders for 850 and 60 cancelations. that is the best-selling airplane before delivery ever in the history of boeing. the company will produce ten 787s per month by late 2013. the new schedule will not have an i'm path on the cash going forward but boeing did announce today it is going to take a non-cash charge in the third quarter of $221 a share. when you take a look at the bid/ask on boeing trading up over $50 a share at the pop of about 5%, and that's the reason that you're look

nbc auto reporter phil lebeau is joining us from illinois. phil, one thing there on that headline, they had more money and the ability to do more cars, didn't they? didn't -- i'm just trying to make sense of what those numbers mean. >> it's supposed to be $3 billion, erin. but keep in mind that 457,000, that's the estimate because it's not like they know every single vehicle that has gone through. they want to make sure that they have enough money. when you take a look at the end of cash for clunkers, keep this in mind, monday, 8:00 eastern, that's the deadline. and the program is ending much sooner than people were expecting. really is only going to be lasting in total about four weeks. again, it's finishing earl to ensure adequate funding. $3 billion was put aside. allocated $1.9 billion. the vehicles have been sold through the program. that was as of yesterday. totaling about 1.9 billion in clunker rebates submitted to the government. but so far uncle sam has only paid out roughly $145 million to dealers. it's only reviewed just over 40% o

our phil lebeau joins us now with more, about how this will wind down, phil, and whether or not we're a good or a bad thing. >> reporter: i think overall the industry will look at it as a good thing, carl. sure, there are some headaches that go along with it. overall, this has brought a lot of people into the market who previously probably were just going to be driving old cars and driving them for a long time. let's talk about the end of cash for clunkers. you mentioned that it's ending on monday. 8:00 eastern to be specific. that's when they're going to wind down the programs. so all the dealers in it know they've got to get all these deals done. it lasted just four weeks. remember when they were saying this is going well into september. they're finishing early to ensure adequate funding. so far 457,000 vehicles have been sold, approximately. they don't know an exact count as far as how many were sold. about $1.9 billion in clunker rebates have been submitted so far to the government. but the government has paid out just $145 million so dealers. they've reviewed just under 40% of th
