cnn international correspondent phil black is at the scene joining us by the phone. phil, what is the mood of the crowd where you are? >> reporter: well, i can move the camera here and show you. you can see the police line behind me. we're a short distance down the road from where we believe this incident took place. we moved the camera this way now. you get a sense of the crowd that is here waiting to find out precisely what is going on. some of these people we understand were in the immediate area. we spoke to people that witnessed the vehicle hit those people. they saw the crowd of bystanders move up and actually apprehend at least one person who they say was the driver of the vehicle there. and as you know, that was some hours ago. since then, they have been here. they have been talking. they have been swapping stories what they believe they saw and so forth. there is a somewhat agitated mood here because there is a feeling, their community, their mosque was targeted directly. that's the feeling they are talking about here tonight. we haven't heard from the police

phil black joins us again. phil, you had an opportunity to talk to more eyewitnesss. who are they telling you? >> rose mary, i'm joined by a man who witnessed some of the events tonight. hello, sir. >> hello, good. >>> you were in the area and i understand when you heard somethi something. >> we sit in the coffee shop and a friend he have his mobile and show us what is going on and said look, there is an incident in front of the mosque. there is some van. a big van crashing the people of the mosque. we just run straight away and i seen lots of police and ambulance, people lying the floor and van, as well. >> how many people did you see who were hurt by this? >> about eight to ten people, i think, the ambulancehey take and i seen two people as well running away from the van. >> you saw two people running from the area? >> from the van, from the van. there was three people in the v van. >> did you see the man held and detained by people? >> i did, yes. >> do you know was he detained just by people who see who? >> it was. >> it was hard near the mosque you play. >> yes,

let's go live to london for the latest developments from cnn's phil black. morning, phil. >> reporter: good morning. once again, a car has been used seemingly as a deadly weapon in london. it's why police are treating this as a likely terror attack because it bears all the hall marks of the recent attacks the city has seen at the houses of parliament on london bridge when cars were used to bowl people over. that's what happened here just after midnight last night as crowds of people were leaving a local mosque following prayers. this is the holy season of ramadan. people were attending late-night prayers. n they came on to the streets. that's when witnesses say this van swerved into the crowd. witnesses as you've heard, some of them, intervened, reveled the driver to the -- wrestled the driver to the ground and held him there for about ten minutes until police arrived. the people who fought him said he resisted the whole time, he punched and swore at them and said things like, "you deserve this, you guys deserve this." it has left the community here, the mus

cnn's phil black live at the scene in north london. phil. >> reporter: chris, good morning. we have exclusive video of the man witnesses say was responsible for this attack. this video was just just moments after they say he drove a white van through a crowd of people that had just emerged from a mosque in the earliest hours of monday morning. it was just after midnight. these people had just emerge friday the mosque observing prayers, observing the holy month of ramadan. they say he swerved directly, plowed through these people. there were witnesses who watched this unfold. they didn't just emerge, they took him out of the vehicle and wrestled him to the ground. they say he resisted, punching, biting, swearing. he repeated you deserve this, you guys deserve this. british prime minister theresa may talked about this attack from downing street. here is what she had to say. >> today we come together as we have done before, to condemn this act and state once again that hate red and evil of this kind will never succeed. >> reporter: police were very quick to say they're treating

phil black joins us now from london with more on both attacks. ning, first of all, about the attack in london, phil? >> reporter: the suspect here is a 47-year-old man from cardiff in wales, some distance from london. but it looks like he hired a van and drove here to the north of the city. witnesses say it was just after midnight as crowds of people were coming out of local mosques, that an elderly man collapsed on the pavement. people huddled around to help him and it was at that moment that the white van appeared, swerved, and plowed through that group of people. it went on to run down other people as well. the man who collapsed was declared dead on the scene. eight other people were injured and taken to hospital. anderson. >> and i understand that members of the public actually played a role in saving lives there. >> reporter: indeed. they actually grabbed the man from behind the wheel, pulled him out of the car, wrestled him to the ground. they say he fought back the whole time, punching and scratching and biting and the whole time saying thi

phil black is here. we have this incident here in the uk. obviously, it was a terrorist attack. sooner and sooner after these things happen. that's huge pressure that these guys have faced. >> they have given us regular updates through the day and it indicates they are treating this as terrorist attack. it bares all of the marks of some of the previous attacks in london. they both primarily use beagles to knock people down. of course, the london bridge attack and both of those use them as well. the police stressing on this occasion, no one suffered any knife injuries, but they said, they're keeping an open mind when it comes to motivation. >> in terms of where it goes from here, they haven't spoke ton the suspect, right, he went to the hospital and they're assessing him. >> that's right. they obviously want to do that and that will give him, hopefully, let me cooperate. that will give him an idea of why he did this, that's the one unanswered questionment we know what happened here. and hit by all accounts. they suggest that this was entirely deliberate from the way he swerved in

phil black is there to tell us all about it. phil? >> reporter: christiane, the emotion that people have been feeling here two week. the hur, the anger, the trauma. the people of manchester know in london today, people are feeling these same things. that tremendous empathy is that comfort. instead, i think the people here have a sense that their emotions, the ones they have been processing two weeks now, have been stripped once again. the emotional context this concert will be taking place in tonight. the organizers say it will go ahead and continue and, in their word, with greater purpose. they say they feel a sense of responsibility to all of those affected, the injured, the lost, both in manchester and london as well. the artists ariana grande and other big international stars katy perry and coldplay and justin bieber will try to convey a message that fear and hate, they cannot win. it is, of course, a huge logistical exercise because 50,000 people will be attending this concert within the old cricket ground and huge security in pl

phil black is live in london with more for us. . >> reporter: alisyn, so a short time ago theresa may left 10 downing street and traveled to buckingham palace and meeting with the queen and following the procedure of seeking the monarch's permission to form the next government. the thing that is unusual, she is attempting to do so having lost her commanding majority of seats in the house of parliament. that is usually what determines the right of a party leader to form a government here. we know she is a few seats short of achieving this. it is likely she will come to arrangement with a minor party. expected to be the democratic unionist party. that would give the prime minister a working majority in parliament. we don't know what the formal nature of the agreement with the parties will be. whatever the result here and assuming that theresa may is able to continue as prime minister, the conservative party continue to be able in government, the result is so different to what theresa may wanted. she went into the election to increase

phil black is live in london with the breaking details. arted at 1:00 a.m. local time. what made it devastating by all witness accounts is its speed. it moved through the building quickly. of course, at an hour when most people were at home sleeping. we understand there are 125 families living in the building. as the fire moved through, of course, panic, fear set in. a lot of people realized something was going on. smelled smoke and heard commotion and ran. they have told us incredible stories of flight from the building. other people in the neighborhood are the ones that have to witness things from the distance. terrible things. knowing that people could very well be dying and not be able to help. take a listen to a couple of people we spoke to who witnessed it unfold. >> it is just horrific. so surreal to see. watching people in the windows and waving and shouting for help and screaming. seeing the flats engulfed in smoke. >> there are actual bodies there. men, women, kids. jumping out and trying to save themselves. >> reporter: so around

cnn's international correspondent, phil black, is right outside 10 downing street for us. hil, fill us in. >> reporter: so, kate, it wasn't supposed to be this way. it didn't have to be this way. theresa may called this election because she thought she saw an opportunity. she was well ahead in the polls by about 20%. she wanted to increase her majority in parliament and thought this would do just that, but her lead was continuously eaten away. and the vote yesterday and the result from that we know, her conservative party no longer holds a working majority in the british parliament. it's what's known here as a hung parliament. and so, theresa may is trying to pull together a government with the help of one of the smaller political parties from northern ireland, and she has gone and asked permission to do so, the usual process. she still holds the bigger number of seats in parliament, but not the crucial majority. she came here to downing street moments ago and basically said she would continue to govern, she has the legitimacy to do so and can bring the certainty no other p

phil black is live fors through. event roll together with what happened in london last night, now? >> yeah, it's going to influence it certainly, you have to think. last night as news of events in london were breaking this appeared to be a normal saturday night in manchester, the streets were full. but of course this isn't entirely normal here not yet. the police presence is extraordinarily high. people are coming to the center of town to leave flowers and messages to think about the 22 victims including the seven children who were killed in the bombing after the ariana grande concert just under two weeks ago. the people here are processing the horror of that attack. the people here i think will be able to feel empathy for the shock and anger for the people in london as well. this was always going to be an emotional weekend for the people in manchester as the tribute concert will be played before 50,000 people to raise money for the victims and to send a powerful message to the people who plan and support these sorts

phil black live in london. this was called the snap election.posed to be playing to strength. but now what? >> yeah, this has not gone to plan at all. prime minister teresa may was hoping to expand her majority in the country's parliament. instead she has lost her majority in the country's parliament. she no longer has more than 50% of the available seats and no longer has the ability to control the laws and legislations that will go through there in an out right way but it appears that she was confident that holding on at least for the short-term would be told by the prime minister's office that in two hours she will visit the queen and ask for the queen's permission to form the next government. this is the usual formal process that follows an election in this country. normally it's very straightforward. it is the party that has that majority of seats within the parliament. in this case she has the majority but it's believed that she is receiving support from a minor party that will just get her over that 50% plus one line and allow her to cont

phil black is there today. that's an extraordinary thing that it is still going ahead. tell us what you know. >> christiane, still going ahead and with greater purpose. that's according to a statement released a short time ago by ariana grande's manager. the point, it says, is to make a statement that hatred and fear will not win. it is an extraordinary event to be taking place so soon after not only the events last night but two weeks within the attack that took place here. if you see around me, there are still people coming here to this memorial in the center of the city because the emotion here is still very raw. people are still angry. they are still hurting. they are still feeling the trauma of those events just two weeks ago, which took 22 lives, including those of seven children. on top of that, they now know that there are people in london who are feeling exactly as they are this morning. all of that combines, i think, to create an incredibly powerful sense of emotion in this city today. but the sense is that this event must still go ahead. it's a controversial

phil roe. mr. roe: thank you, mr. speaker, and thank you, mr. chairman. i'd like to associate my remarks to mr. hudson and dr. wenstrup and mr. franks. and also with my good friend, diane black. i am a concealed carry permit holder. full disclosure. what mr. franks said, i am an ob-gyn doctor by training and i delivered 5,000 babies in my lifetime and every single one of them i viewed as valuable and i've watched these young people that i delivered grow up. and become very productive citizens, not only in my community but around the country. mr. chairman, 44 years ago i was a young soldier in southeast asia. when we came home from the military we were advised not to wear our uniforms when we traveled because of the -- basically what was going on in the country, the opposition to the vietnam war. that left a very deep and indelible mark on me and i thought that's no way we should be treating our men and women who protected us and gave us the freedoms that we have and live by to this day. so when i got the privilege of being elected, when i retired from my medical practice in northeast tennessee and ran for congress and was fortunate enough to win, i was asked to go on the vet
