phil mattingly is live at the white house for us. phil, what are you learning?porter: i've been talking to white house officials and one thing they focus on is that the president wanted to talk about just how serious, just how high stakes the last several weeks have been, the gravity of the moment, underscored by the fact that he was willing to make this address from the oval office, his first oval office address. that's reflected in the excerpts that we have seen so far, talking about a crisis averted, talking about the highest stakes. the president talking about the agreement itself, saying no one got everything they wanted, but the american people got what they needed. we averted an economic crisis and economic collapse. we're cutting spending and bringing deficits down and makes clear that entitlement programs like medicare and social security, which he committed were not touched, were not touched, and almost all of his legislative agenda enacted over the course of the first two years was protected in this agreement. that's kind of a frame when you talk to w

cnn's phil mattingly is at the white house. phil, the president calling today a good day for the u.s. economy. what's the message tonight? >> reporter: white house officials have been close to the vest about what the president says. a very rare occasion, giving oval office remarks at 7:00 p.m. tonight. if you look at the context of this moment, you were just walking through, you'll get a sense of white house officials can to some degree turn the page on the major issue hanging over them over the last several months. the longtime stalemate, the very real possibility for the first default in u.s. history, economic catastrophe, while also tying it to the fact that the u.s. economy, despite many projections, despite the expectation that a recession was imminent over the course of the last several months that has never actually come to pass, and instead remains robust, at least when it comes to the jobs market. the president is planning to make very clear that this is a moment where the country and frankly washington can start to mov

phil mattingly, back to you. president biden facing criticism from the left flank.ty, from the progressives over this deal, notably for new work requirements that were added to this bill. what plans does the white house have to try to placate some of those angry lawmakers? >> reporter: when you talk to white house officials, they point out that that space you're describing, not necessarily the policy you're describing, the space you're describing, is a space that the president is pretty comfortable in. conservatives, right wing, not happy with him. progressives, left wing, not necessarily happy or tlhrilled with him. it's the space where he won in 2020, the space where he's governed up to this in divided government, big wins for progressives, no question about that. from a policy perspective, idealogy perspective, that's to some degree where he is. look, i don't think white house officials are ignoring the fact that there's work to do with brog relative who's are -- progressives who are on capitol hill. as we've seen there have been dozens of briefings and phone cal

phil mattingly has our details. >> president biden, his top officials spent several weeks not really talking much at all about the high-stakes negotiations they were engaged in with house republicans trying to find some way to thread the needle to avoid a potential catastrophe. the negotiations and debt ceiling outcome certainly, when you talk to white house officials, they were never a sure thing. republicans made clear throughout the process what they were working on, what their priorities were. the president and his team, a little bit less so. it's expected to be signed on saturday. and pooud made clear in his first oval office address he would be providing the last word detail ing what was in the negotiation, what was in the final compromise agreement, why that agreement was so krit call, and also starting to frame things for a moment ahead where the threat of crisis, which has been hanging oemp the white house, the economy for the last six months, is no longer really there. and that an agreement, much like many of his legislate i have wins over the course of his first two years,

cnn's phil mattingly picks up the story. >> for several hours on thursday, president biden's address and efforts at the air force academy commencement address were very much like what has been tradition over the course of several presidencies, several administrations. the president attending a service that academy commencement, giving those remarks, and then standing oftentimes for hours to hand it diplomas, shake hands, and salute every single cadet that is in the graduating class. the president was no different, for more than 95, minute standing there and handing out every school diploma, exchanging, salute and shake hands. everything was normal until the president, finished at the very alaska that receiving his diploma, president turning around to walk back to his seat and tripping over a stand back. you could see in the video itself, the president pointing to the sandbag, and that was not necessarily the most opportune spot to some degree, white house officials very quickly taking to twitter, making clear reporters of the president was, okay the president himself upon return to t

phil mattingly, cnn, the white house. >> joining me now is thomas gift.is the founding director of the center on u.s. politics at university college london. thomas, so great to have you with us. president biden addressing the nation in a rare oval office address. what stood out for you from his speech? >> well, first of all, thanks so much for having me, laila. you know, a crisis averted, that essentially was biden's theme. i think the line that most resonated was something to the effect of no one got everything they wanted, but the american people got what they needed, which i think really attests to the fact that this was fundamentally a moderate bill. i think what we got from the speech was kind of vintage biden and a preview of his 2024 re-election message, trying to carve out the political center and claiming credit for the debt ceiling bill being lifted and also his other big accomplishments, which have come through down the line party votes or executive orders. biden did take some veiled shots at republicans, but this wasn't really the doom and glo

let's get right to cnn's phil mattingly. phil, what happened?g about the president's fall? how is he doing? >> reporter: jake, you know well, it's a long-standing tradition of the commander-in-chief attending the graduation. it is traditional to give remarks. the president gave 35 minutes of remarks and hand out to each graduate, the cadet, their diploma which he did for more than 90 minutes. exchanging salutes and greetings. that was defined the moment until the president turned around to walk back to his seat. in that moment, he tripped over what appears to be a sandbag and took a nasty fall. he was helped back up and immediately went back to his seat without assistance. the white house says he's okay. karine jean-pierre said he's totally fine. the president waved and smiled at reporters as he boarded air force one. almost the entirety of the event went very much according to plan and tradition except for the fall. the president, according to his team, they say he's fine. >> phil mattingly at the white house. thanks so much. >>> attorneying to

phil mattingly, thank you very much for that. le let's get more from senator chris coons from dell care. back to the debt ceiling deal, you say that you will be voting for it. but, of course, there was a very strict time constraint. they're right up against the clock. if there were more time, what changes would you have wanted to see the white house push for in this final bill? >> well, alex, i think this is a positive for the american people and a success for the white house. if you look back at the bill that passed the house controlled body just a few weeks ago and the sharp, steep cuts they were demanding in nondefense domestic spending, i'm comfortable with where we're ending up. to your question, i would have liked to see a serious conversation about closing some of the tax loopholes some of the efforts made by the house to make the trump tax cuts permanent, which puts a real downward limit on future revenue for the federal government. that's something our president put on the table, but the republicans refused to budge on.
