in august, port staff organized a screening committee, composed of two members of port staff, one operations, one sales and marketing, as well as one manager from the san francisco municipal transportation agency, and a director of transportation policy from the office of mayor of the city and county of san francisco. this committee reviewed all submittals and held interviews and in line with the recommendation of 2009 feasibility study, the committee endorsed a small business that currently operates one vessel that meets the requirement of the rfq, which is less than 60' and no more than 49 passengers. and we endorsed an operator that can commence service by october. that operate is dave thomas, who is here today. and his company of san francisco water taxi. dave has been running successful excursions for the past 20 years. he runs with the emerald lady, shown here at pier 1 and 1/2. the emerald lady is 29' in let length and can carry up to 16 passengers. this year dave is on track to carry 25,000 passengers by year's end. as much an attract, as well as medium of transportation, san francis

there is a lot of upside for the port and we have limited the down side. and so with that i would like to introduce rich chin to give you information on the green finance sf. >> thanks, jay and good afternoon, commissioners, rich chin with the department of the environment. just to keep it really quick, green finance sf is a paste program, it stands for property clean energy, there are 28 states that have passed specific state-wide enabling legislation to allow for this type of program to happen. it solved the up front cost barrier to making buildings more energy efficient and we are very excited to be a part of this project, working with very great team, the owner, the contractor, the sfupc of course. it has been a great public, private partnership. a lot of people have been mobilizing around this particular project. it will be the first commercial paced project, that would use 100 percent private capitol to finance the improvements under the structure. it will be a great demonstration project for programs that are launching all over the country and we th

the port commission supports the staff in that regard.e had hoped that perhaps one meeting would be able to resolve these questions. there is no magic about the september timeline. since the rate increase was not proposed until january, we do have time. we will work with the timeline to meet the interest of everybody. we are trying to -- i think all of you understand we have a problem. we need to solve it. we need to figure out a way to solve it together. it is not about -- if we recognize we have an issue and that we are trying to manage the issue with you, we have to figure out how to manage the change as best we can to meet the requirements we have in terms of what the port has to do. there is no extra funds today to support that deficit. understand what the port is facing. it is not like we had another fund we can go to. this deficit is real. you have mentioned many possible things we can consider. that was the purpose of hearing from you today. we have been through some of these things and other issues, we will not satisfy everybody'
