so our next slide and i'm going to to jump back to the powerpoint ladies. our last slide i wanted to focus a little bit on our cop holders. there is can you remember 750 cop holders actively. i'm happy to report that 73 new certificates were issued in 2014. we successfully housed 23 cop holders last year. one of those was a home ownership and 22 were in rentals. three of those households returned from out of the areas. so contra -- contra costa alameda counties. i took an average on the ami's study and they were about 44 percent. to me what that means we can work on maybe seeing if some of our cop holders are eligible to buy because they can use their certificate twice. the reality is that some people may not want to buy. i think there is going to be more outreach around something we can do to see if there is an option for them on the long-term, get them into counseling and if it's something they can work on, we can definitely put that on the list. sometimes you need that encouraging with people if it's happening with families and associating circles. there

i will report on february attendance, if i can go to the computer, the powerpoint, please. we were over 70,000 visitors. as you see budget, 59,000. this is the highest february attendance ever, since the non-profit took over management. i know part of it has to do with the weather, but i also think it's the good works of staff as well. i would like to report on free admissions year-to-date, we have over 65,000 folks come through the zoo for free. as a reminder all public schoolchildren come through the zoo for three free we're over 606,000 visitors over budget by 78,000 folks. for those who like it visually, there is it going the right way, going up. the actual there is the blue. the budget is the red. and the green is last year's numbers. you can see that we have been consistently beating budget and last year's attendance numbers. now i don't want to jinx it, but if it goes this well, we could possibly have a million visitors this fiscal year -- of course i just jinxed by saying that. i am technologically challenged on powerpoint. have never used powerpoint slides, but this is a special occasion. i'm using some slides to make my point, today i'm going to talk about trust and power and how that relates to the funding cuts of the irs and how that relates to the funding cuts of taxpayers service. as i think we talked about in the beginning, the irs is the most powerful creditor in the united states today. it has awesome powers to assess tax and collect tax, in many instances without giving the taxpayers the right to go to the u.s. tax court before they pay the tax. certainly, we do not have to go to any court of law to do most of our collection actions. we do not have to ask a judge to grab money from a checking account, from your wages, or anything like that. we do not need to get a court's opinion to file a federal notice of tax lien. we cannot think about the budget cuts unless we keep in mind this power of the irs. so if you -- that sort of triggers some of the visceral reactions that people have to the irs an
