precinct. three volunteers from each table are going to count the votes for what particular precinct. three volunteers will verify the count at each table. aaron friedman, one of the volunteers, is going to hold up something here for me. when they count it, they're going to put the numbers for each candidate on that sheet. when the number is tallied and verified, the precinct captain is going to come and take a picture of that number for each precinct and he e-mails that picture to the county gop. later when all these are tallied up, the master numbers on each precinct are put on a sheet and they send that to the state gop. all of that begins in 15 minutes, jake. leading up to this point you had caucusi caucusing. in that room more that be a hundred people were gathered, talking about the candidates, a candidate surrogate was here, lieutenant governor of texas, dan patrick was here stumping for ted cruz. he gave a speech in here. it's been a very dynamic situation, leading to when the ballots w

josie: so that will vary, just precinct by precinct. you can absolutely give time to allow people to speak and address the whole group. . that will vary a little bit. question over here? >> hi in the past, people want to be noncommitted, even in the presidential. don't know why. is that -- you didn't address that at all. is that something that could happen? that could potentially be a viable group? josie: the question is about uncommitted. uncommitted preference group can form. same rules apply. they have to be viable to elect any delegates. if they are not slible -- viable, they have to realign. one more question, then we'll move on. >> i can see problem in the rule areas where there are going object only two delegates or candidates. i could see a challenge come interesting candidate's committee in a case like that. you are pressuring people to realign before they have an opportunity to form a group. josie: no. they will form those groups. and -- the question is about if you have more viable preference groups than candidates to elect.

you have a precinct map so you know the boundaries for your precinct. there's a copy of all the caucus location, so if you have somebody that's at the wrong precinct, you can look up and make sure they know where they're supposed to be for their precinct. there's a couple of information sheets in there that we did new for this year we hope are helpful, one is caucus overview for the beginner. so if there's people there that have never seen one, you want to hand something to the observers for them to follow, you could make some copies of that. and something else we thought would be helpful this year with the help of rick smith who happens to be sitting here, thank you, rick, there is a sheet that actually describes the different committees that we elect as well that night. committee on committee, what those different roles are, platform committees so that people can make an educated decision and hopefully get signed up and elected to those positions. so hopefully you'll find those very helpful. the other thing i want to mention in there too, don't forget

those are the precincts that are still outstanding. when you see that clinton is leading by almost eight full points in polk county you gotta wonder if it's going to trend that way. there's a lot of delegates up we can go back and we still know there's 9% out, but when there's that much sitting in central iowa in polk county, you have to think if that's going to trend clinton or sanders at this point. we looked, um, also closely we can take a little deeper dive, you know, there was such speculations could bernie sanders get the college vote out? let's look over here at johnson county of course iowa city, university of iowa, sanders with a huge lead. 100 percent of the vote in almost 60 to 40 in johnson county. we can dip back over to story county, the home of iowa state university and ames, sanders up a strong 16 points in that college town as well. at this point i think it's really going to come down to those precincts that are yet to report in especially the populated areas where there are more delegates up for grabs. jack and stepha

the clinton person at the precinct in question?as they agree on the count then they'll figure it out. the question is do we get any disagreements? where are those precincts? all over the state. most of them are here. still up to 94% in the largest county in the state, the one that's closest to state democratic headquarters. you would think that maybe at least closer to home they would make sure they were properly staffed. but that's 6% of the vote still out in polk county. remember we were talking to the chairman in linn county a while ago, they're up to 99% now. they were up to 97% when we had that conversation. they've resolved most of their issues but still something missing out there. i just noticed this a minute ago. in woodbury county or sioux city where senator sanders is missing, we're still missing 7% of the vote out there. this could be encouraging for the sanders campaign. if the trend continues in that county. we don't know that. we don't know which precincts are missing and what would happen there. as you can see, that
