this is from a presidio project, not this other project from the presidio. as from the letter in september 2011, it contains false statements about us meeting with them on numerous occasions. we did not even know who the planner for the project was. please see the attachment d, asking about the planner's information. we tried to meet with them after we had found out that he had approved the two previous variance is. we wanted to know what he had approved two large light wells, because this does not comply with the guidelines. we also wanted to meet with him to review the application and document the third variance. we had never met him and did not know what he looks like. we tried to contact him regarding the variance is, and he would not respond to our phone calls. we had to contact his boss to ask him to return the call. prior to may 2011, we did not have any reason to go to the planning department, because he was working on an acceptable solution they said. we are opposing the project in closure -- enclosure. these two light wells are larger than most in

i know you are all familiar with the presidio parkway project. we -- you may have seen this item last april, april 2010. we brought before you this contract, an 18-month contract, asking to support a liaison at 75% of services to assist the doral drive project with attended meetings, according any reviews of project submittal and documents, and providing any responses to the 14 different agencies all working on the presidio parkway project. right now, we're in the design and construction phase. into next year, we find it necessary to continue the services from the national parks service is. the liaison will organize all the responses from the various agencies, facilitate communication, prompt identification, and present resolution to any issues. we like to extend the contract for one fiscal year, with two additional one-year amendments. the contract would be at a level of 75% of one staff. that may be covered by rick foster and back of staff. the amount of the contract would not go past $105,845. this item was brought before the cac committee on

this job involves deconstructing some of the presidio's military past. >> the presidio is abuzz withprojects. so here's a place where we can take what was really pretty low grade creek and make it into a high grade creek. the army manipulated the landscape in lots of different ways. in this spot, they cut up to the top of the watershed and they spill down here. there's a piece a few thousand feet of creek so it's been flowing. but it's been pretty damaged. now we're trying to sort of erase the damage to the extent we can and reestablish the plant. so instead of having big tall trees with some poison oak, we'll have these diverse layers of shrubs and ground covers and grasses and hedges and all this different diversity of plants. there's a lot of cool stuff going on here, a lot of cool natural resources but plant communities that you can't see anywhere else. places where the trails go through, you can see -- walk and see a free-flowing creek and coast stall dunes and it's a little -- coastal dunes and it's a little bit of our san francisco natural heritage, little fragments that are l

we see improvements due to the opening at presidio. i understand and maybe all questions regarding the matrix, but i want to give you a taste of where we stand going forward. discussions with internal and external stakeholders, conversations with the citizens of 53 committee, an assessment of our own, we identified four clear opportunities for improvement. first, how can we come up with more meaningful metrics that not only tell us how to get a better perspective on how to manage the business but are also it transparent and easy for customers to understand? the metric system or a clear muni are very--- are very muni- centric. how do we come up with more timely reporting? what can we do to make reporting key indicators and more frequent process? third, what to do to improve accountability? historically, the limit the endowment -- limit analysis makes it challenging to drive improvement. if we speed up the time with which we do reporting, there should be much more useful tool for our leadership. last, let's make sure service standards ar
