is it a priority and is it recommended. and there are criteria set out in the policy about whether it's a priority. the key issues are, is it something that the plan calls for that both the cac and the city agencies really see as a short-term priority? as you can recall, the plans are 20-year plans and there are a number of infrastructure ideas in there. we don't have the funding for all of them. the cac's are working really hard to determine what their priorities are in the short term. the market octavia cac has a draft of that. that is what we would use to facilitate that and the eastern neighborhood cac has a resolution that came through the board. and those will continue to be refined. there's an annual process for updating and what the cac and the city see as the priorities for the planned area. also cac's support the idea of it being more efficient to deliver the good through in-kind as opposed to having the city build it it. and whether an improvement is recommended, it's really about what is that actual, and we all

we have not established any priority. this would be -- our recommendation would be that this committee select what they consider their priority for the full board to approve. we would like to see at least projects selected to complete in 2010 begin in 2011. the board can always adopt another audit or if the new party. this list was compiled based on three criteria. it is the board's rule to have an audit of the city department every eight years. we have gone back and evaluated all of the audits conducted by the department since 2002 and look at areas that we thought still needed attention. we have solicited information from members of the board on what they considered priority issues. we have a lot of work on the budget and legislative work. i think a lot of what you see here comes from problems that we have identified that we cannot really address in a weekly legislative item. a couple of these were identified as working on other projects, issues that needed further evaluation. would you like to ask me questions, did you

we will be deciding on our priorities on october 19. we are speaking with district staff and commissioners on how we can represent parent perspective to inform and strengthen these positions. if you vote later this evening to attend the timeline, we really feel that this is an opportunity to conduct a thorough and transparent process for all of our middle schools, and we hope we can take this chance to inform families as well as teachers and other staff. and also, i wanted to talk briefly about the auditors' report on special ed. it reinforced what others have heard over the past several years during discussions about school quality. what we know about special ed is the annual report. i want to go through them here. we really want to commend the superintendent for commissioning this audit. we are glad to see the district become the oldest to engage families. members are going to be participating in the community meeting on october 18, and really afford to see more discussion on how to forward this process. i know it is a tricky process.
