priscilla alvarez joins us with more and what that might entail.t would mass deportations look like? >> reporter: there has not been anything like mass deportation in recent memory because it is so challenging to do with the limited federal resources that there are. donald trump has said , no doubt, his first order of business is mass deportation. there is a key difference from his 2016 campaign which was focused on the border and the border wall. it comes against the backdrop of the last few years of order crises under the biden administration , which resulted in criticism of this administration from republicans and democrats. i have been talking to homeland security officials over the last several days and they are preparing for seismic change in immigration policy. they are no strangers to the whiplash. when president joe biden took office, he reversed the trump administration policies and the same homeland security officials are anticipating the return of those policies . talking to them, they tell me a mixed bag of emotions, some are shellshoc

cnn's priscilla alvarez has details for us now on this.uestion is, if they're already doing this preparation, how soon they might try to launch it when he walks into the white house. >> well, they want to launch this as soon as he gets into the white house. so on inauguration day, now, of course, there are multiple pieces at play here. for example, there are executive actions that are being worked on that could be rolled out on the first day. operations, though, are trickier. now, of course, taken together, sara, this is a return to the hardline immigration policies that we saw in trump's first term and will mark a dramatic change from migrants and immigrants in the united states. now, you see them there on your screen. some of these may sound familiar and that is the point. this is about bringing back policies they had before and building them at scale. so, for example, you see remain in mexico. that required migrants to stay in mexico for the duration of their immigration proceedings in the u.s. it was controversial at the time. it didn'

. >> priscilla alvarez is here with details on this story that she has been following for a very long time. this will be expensive, arduous or in some cases heartbreaking and in some cases politically fraught. how would he pull this off? >> reporter: in many ways what is old is new again and some sources say the preparation is underway to include setting up a lot of executive actions similar to what he did the first time around and think for example the remain in mexico policy that will make a comeback. asylum restrictions, more of those. mandatory detention ending the release of migrants and it is those type of executive actions that sources say lay the groundwork for this and we mentioned detention because you can't deport if you are not detaining somebody home you have arrested. on that front sources say they have been looking at their regional capabilities and looking at metropolitan areas to see where they can expand their facilities but that isn't new. homeland security officials have done that before. that is where if you look at the bottom line, these ideas aren't novel. there

stephen miller will serve as deputy chief of staff for policy priscilla alvarez is joining us now. do we know the price tag? >> let me give you one big number, that's $315 billion , if this was a one-time operation. now, this is likely not going to be a one time operation and i will get into that in a minute but if you try to break down the numbers here, take into account that to arrest, detain and remove and process an undocumented immigrant, that's nearly $11,000. if you multiply that, you can see how the numbers start to get big. as you heard from alayna, the power center will be the white house tom homan, he gets it, he knows operationally how this would unfold because he's been a veteran immigration official, he was there during the obama administration. there for some of the trump administration and he's coming back but when you look at all the pieces that have to fall into place here, it's not only deporting people, if you arrest them, you have to detain them. there are only so many beds so then how do you build that attention space, that's something that tom homan is likely

cnn's priscilla alvarez is here to dive further into the trump administration's plans. what does trump naming homan border czar say about plans for mass deportation? >> this was widely expected. it tells us two things. one, the power center on immigration policy is going to be the white house. number two, it's that they're taking this very seriously. that might sound obvious, but tom homan is a veteran immigration official. we talk about his time during the trump administration but he served at i.c.e. during the obama administration. he presided over the time where obama did deport a record number of immigrants and it had former president at the time had granted him the highest civil award. so he has a lot of experience when it comes to immigration and specifically, immigration detention, and removals. now, he was also behind family separation. he is an architect of that. he does take a more hard line view on immigration policy, but when he has described how he envisions this, he said he wants to target criminals, specifically public safety and national security threats

we're joined now by priscilla alvarez. trump has repeatedly vowed to deport millions of undocumented immigrants. what more are we learning about this new border czar? >> well, he has been a supporter of donald trump over the years, and yes, we often talk about him being the former i.c.e. director under donald trump. he was also at i.c.e. during the obama years. in fact, he was there when former president barack obama exceeded a record number of deportations. he's been at the center of deportations for some time which is quite telling. in addition to the white house being the power center for immigration policy, tom holman is a pick who is operationally savvy. he understands how the government works. he his has described how he thinks the operation should be done and he did so with 60 minutes. >> we have seen one estimate that says it would cost $88 billion to deport 1 million people a year. >> i don't know if that's accurate or not. >> is that what american taxpayers should expect? >> what price do you put on national secu

let's bring in cnn's priscilla alvarez. priscilla, what are your sources telling you? >> well, this is a telling of just how resource intensive any kind of mass deportation plan is. that's what this really is all about. according to the sources i'm talking to, they want to unlock those resources from the defense department to build detention space to use facilities, and to use military assets. but this is not according to the people i'm speaking with. is using the u.s. military to arrest immigrants in the united states. this is a way for them to use those resources because any deportation plan also requires the space to put those that you do arrest. now, for viewers, this might sound familiar because in the first term, donald trump did use a national emergency. emergency declaration to unlock pentagon funds for his border wall. now that faced numerous lawsuits, it may happen again, but they are certainly evaluating this and working on it in hopes to use it for this mass deportation campaign promise. now, in addition to that, sources tell me they're looking at their reg
