that the go solar program is a program statute did include a section that is a pilot program. that pilot program was for the first year. so that portion of the program that was characterized under the statute as pilot concluded. i think that we have come into the habit coming into it because the legislation was for ten years. so i think that perhaps, folks are thinking of ten years and that is the pilot aspect of it. and the aspect of the program has concluded that the program and the funding our capitol plan for ten years total. >> i think that you would come up. >> and that is a concern of mine is and so now, i clearly understand it and i appreciate that and i only have one last clarification. and once we start to rule out whatever we are going to rule out from this point forward, there is going to be conversation and there is going to be labor components and we did get it back on how we will let that out and that will also be ape subject of these discussions and am i right? >> that is correct. the whole idea behind this is to bring our stake holders in the room and come up

youth programs. and we are fortunate to get support from the city and to be out here. and all due to the attention that happened three years ago when there was a lot of african, asian tension out here, because of misunderstanding. we want to focus on young people. and we have our second summit where youth come together and organize it. and the theme they come up is called usla, a way to address trauma and stress. and the young people came up with this idea and put together addressing the trauma and the stress they deal with every day in district 10. and another thing we need more programs dealing with employments where asian and hiring african-americans and job training and latino population. to create programs and funding to reflect the population in district 10. we know that justification happens because of development, but we know that the city wants to invest in the community also. but we need to do it the right way. i have a couple of young people to share their experience in the program and hop

it's a great program. the quality is really exceptional probably because it's been built as a community over the past 12 years, so it would be a real shame to see children not be allowed into the program. as jan said a bridge into music and arts at an early age when children are receptive to that type of learning and again i seen that with my children with other kids coming through the program, and what i think is a really important point is that because the community that has been built over this time any money that would be put into the program would be in effect multiplied many times over over the various number of families in there. thank you very much for hearing us and for supporting the program over the last many years. i've saw hundreds of programs come across my office in terms of programs that were design to serve youth. and i can attest cold hardly that the first tea is the best programs that we have in san francisco. and i think it's important to understand that this issue in terms of the golden gate park lease should not be a we verses them for youth verses older golfers. we can look at this in terms of how we can grow this program in san francisco and form a stronger community of golfers. i want to share with you a letter that would attest one of the segments of our programs that we don't have here this morning are the teachers in the program. i'm going to share with you a letter that i received from one of our teachers. the purpose of this letter is to share with you my personal experience in having my sunts participate in the first tea program. i've had my first grade class participate. when i first started with the first tea i thought the students would learn to play golf. i thought that was a great idea. most inter city students don't usually have the opportunity to learn about a sport such a

over pg & e's program. i just want to know are there any plans, i mean what are we going to be able to do to deal with that? >> i'm glad you asked the question. first of all, the 11.5 percent rate for the pg & e is what they quoted. that rate is expected to go up next year because pg & e's proposed a higher base rate for next year. even if that doesn't happen, if we launched that program today, we can have a rate with the revenue requirement that we've discussed that will be under 11 cents. 11.9 cents is a ceiling and it gives us a little room so we can plan for. we would not set the rate of 11.9 today if we were able to launch. >> right. you said somewhere around 9 cents is something you were looking at. i thought i heard a mention of that rate. >> it would be below 11 cents. pg & e's rate is 9 cents that would be adopted. >> you don't have an estimated rate below 11.9? >> the latest we have is about 10.9 cents and we are working with shell and i'm still trying to cut back our budget. >> i know there is a

not everyone will stay with the program. we don't expect that we'll have necessarily unanimous support from anybody to approve parts of the program. but we do know that there are san franciscans who welcome the ability to have clean power that is generated publically whether it's a combination of bundled power and recs. and the people that sign onto the program because we believe that moving forward on reducing greenhouse gas emissions is an important goal to do and important thing to do for the future of this city and future of california and we have to make our mark in that effort and there are many san franciscans who want to do that. today is a very important part of that process. we have an opposition that has come from p g and e and we have to make sure that this small group of people that try to influence what we do here today don't necessarily prevail that what we have to move forward knowing that we would face this kind of opposition in trying to approve our clean power sf program. this is one step of the process. w

there was a delay, so the program -- i'm going to go through this part briefly but the program was kind of inspired by some of the work happening in new york city and park and day which is an active civil disobedience and invented also in san francisco. at the time mayor newsom tasked the department to come up with a program. and i think sometimes we forget just how successful this program is. in san francisco there's a lot of parklets on the ground but these are seen as innovative spaces. in other cities we filled requests. this is an example of the media and i didn't put the local journalism. they're national and international media sources. this is a short list of the cities that have started parklets of their own and you can see international cities like cape town where i was born. that is a photo of a cape town parklet. these are international cities and we get calls from others to start a program. >> actually supervisor wiener and i saw one in mexico and it's amazing one. >> we will add it to the list. there is a lot of curiosity within academia and journalism and the design profe

welcome to the program. >> thank you. >> can we start off the program by asking you a little bit about the background of the sunshine social welfare foundation? >> the sunshine social welfare foundation was established in 1981 by a group of people who felt that the needs of burn survivors and people with facial disfigurement were not addressed. it all started with a book written by a burn survivor called people who shun the sunshine. in this took, the lady expressed difficulties going back to society after her injury and their ejection seat -- the rejection she faced not only in the workplace but in society. a group of people after reading this book were very touched. they decided to start a movement to raise funds to establish this foundation because they found these people with facial disfigurement had been left out. they were not considered disabled enough, but they were not considered normal enough either. so they were not receiving adequate welfare services and their rights were discriminated against. at is how the foundation started and the movement was ordinary people who came t

on the bike share program. pricing. because there are concerns raised on the impact of bike share and the impact on rentals the port included a non compete clause in the agreement which prohibits alta bike share from doing this. as you can see the pricing structure is two tiered. it includes a membership fee and usage fee. the first half-hour is free and the then the rest has a fee and maximum up to $250. in comparison an all day bike rental age is 14 to $32 a day and a bike share bike would cost $55 for four hours so there is a clear price difference and the pricing is in compliance with the proposed license. lessons learned. the same concerns concerning the pricing have been raised with other bike shares and montreal and the district of columbia and have messages regarding penalties for longer trips and users to take advantage of all day trips on their stations and websites. montreal's program which was in place since 2009 and the other program in place since 2010 have this warning message on the stations. ac

i know in my program that 70 percent of people that enter the program complete a program and graduate and are 80 percent of employed and housed at the end of the program. we think that's good. and there are serial neeb rate programs across the united states. we have a call from ireland and alaska which begs the question how can you be homeless in alaska? but there are. if i were brought to a conference for the police, we'd have a very different point of view. if i was at a conference for the district attorney we might have a different point of view . the nice thing about this program is we are going to have a job. the police are going to arrest these. the attorneys are going to prosecute their cases and the public defenders is going to defend their client and everybody gets to do their job. they are going to do it legally, ethically, but we ask more that they do it morally. so, if i'm wa

every program that gets through to this selection process their program name is written down on a sticky. so everyone gets consideration. sometimes those sticky are grouped by neighborhood and target population because we're trying to reach a pa particular population we want to make sure the money. so here's many of the numbers in the end. this doesn't include the funding. excuse me. but 4 hundred and 98 proposals were received and some neighborhoods and some funding strategies have a a lot more strategies so the competition may have been very high. for example, if you were doing arts you had more competition. so at the end 2 hundred and 85 proposals of the 2 hundred 90 those advanced to the selection process that i described and in the end 2 hundred and 89 were awarded funding. we were asked to provide some data this is hot off the press so i haven't had a full opportunity to review this but we're certainly open to meeting with your staff. this is by the strategies and the actual proposals submitted and awarded. what we're looking at is our funding by district. how it appeared in 2013 a

we would like to take our program off line and continue pushing this program forward mr. mayor. >> hi, i am lana miller, with hu hunter's point family. and i have so many things to talk about and so many things we are passionate and work on. now i am here in my role as a member of the mental health board and particularly for trauma and community related violence. i know for the last years barbara garcia has counted mental services in d-10 as community and violence and trauka. and for years we have talked about it and talked about it and when we try to engage the department of health, we got yes we understand it's a priority but we don't know what to do. in november/october last year in 20 2012, we had the southeast mental health summit around trauma. and a large segment of the community and dph and we put together a plan that was adopted by the san francisco mental health board. and signed on by all community-based organizations that provide mental health services. i am saying that we have a plan in d-10 and we know how to get started. now it's time to quit saying it's a
