carol d -- is a public defenders office. 21 hardworking public defenders in new orleans are let go and greg bright, i'm going to read you an excerpt about his case. an attorney returned to england after several years of immersion in the program. after 30 years decided not to seek reelection. joseph ramon quit in frustration after trying his first death penalty case. is j ramon here? he's in the back. he actually, we talked afterwards a couple months. he works in a bar. he drinks a lot less as a bartender than as a public defender. in some ways dawson's speech has missed the mark. most of the public defenders are not particularly interested in being vigilante soup heroes. they want back ups thechl they want to work in the existing framework to protect the clients rights and they want the time and resources to do their jobs right without having to reduce to heroics. they needed more time with their clients if they want to properly represent them. clients don't trust the system. a federal public defender in nevada for years. you can be the the best representation but the clients don't see

how do you reach the 15,000 public defenders. you have to also republican there remember there are contract attorneys where there are no public defenders office. >> i want to share one more story with you. a couple weeks ago a friend of mine forwarded a link. one of the public defenders leader who headed up a state system was testifying before a budget committee and the committee asked him, do you have enough resources to do your job? and his response was well, i'm in a district with 5 counties and i have, so there are 5 court houses and i have 5 lawyers and one investigators. last year we closed 4,000 cases, that's 8 hundred cases per lawyer. i have resources. it reinforces this idea that when you have been in a broken system for so long, you can come to accept an embarrassing low standard. so how do we train lawyers to change that? i really think that -- i sort of now, although i came up with the name the southern public defenders training center. it's not just training we do. when people think of training they think of learnin

create the synergy between public safety and public trust, and as sheriff that's a fine pirouette that we are walking and internally from the previously policy that was implemented by sheriff mike hennessy and an interim sheriff as well, it was for all intensive propers fairly broad policy. an example in 2011 really only 24 people were held back in the entire year from not being handed over to ice, and because that there was in 2011 a policy of two misdemeanors convictions and/or a felony conviction that formerly incarcerated person would be candidate for ice detainment. in 2013, today, we can hold back 24 people in one week, not one year, from not being advanced to ice because of the policy i put into place and our staff so effectively and professionally has moved to get us to this place is that there would be nobody handed over with the exception of a serious violent felony that would not be turned over, and as sheriff unilaterally i feel that i can take that latitude and do so while maintaining my obligation to the question of public safety, and still doing our homework in recognizi

10th annual public defenders summit. i'm so excited to be here today. our office has been putting on this summit for the past 10 years. we draw together attorneys, community leaders, non-profit leaders and directors and people committed to improving the criminal justice system. we come together once a year to talk about the issues and problems that we want to solve. this year is a particularly special summit because yesterday marked the 50th an niversary of the supreme court decision. one of the most significant dimensions our country. on march 16, 1963, the court said you have a right to a lawyer. even though it had been part of the constitution as the #6th amendment for years and years it was not recognized it was a right until they said it was an obligation by the state to provide a lawyer. it never would have happened unless gideon, a drifter who had been involved convicted for robbing a pool hall. at that time unless you were charged with a capital offense, you would not be given a lawyer. you had to represent yourself. the gideon decision changed
