the land and water conservation fund has been instrumental in increasing access to our public lands, growing opportunities for outdoor recreation, and protecting wildlife. and there's great potential for the program to be used to improve the management of our existing federal lands. in fact, there is much improvement to be made to make federal land management more effective. my amendment will express the sense of congress that the land and water conservation fund plays an important role in improving wildlife habitat and increasing outdoor recreation opportunities on federal as well as state land. it will also convey that reauthorizing the land and water conservation fund should be a priority for congress and should include improvements to the structure of the program to more effectively manage existing federal land. montana's outdoor heritage is of great importance to our state's economy and thousands of montanans' way of life. we must work to improve programs like the land and water conservation fund so they work better for montanans and all men's. -- americans. supporting and improv

when you think about the committee, it's more than energy and minerals and we have the public lands and water and forestry and grazing hunting and territories and other issues and all of them command our attention. just a couple of quick examples as they relate to those forest land management reform, we left that on the table in the last congress. we have to get back to work on it. there is bipartisan agreement that we have to improve the management of our forests and that includes getting the timber harvest up something that the senator clearly let on. we have to get a handle on the wildfire problem. we know we don't want to be waiting for the next wildfire. we have to protect our water supplies. really work to sustain our rural communities. although there may be a need for some place-based solutions, we need nationwide forestry reform legislation. that's another area that i talked with many of you about. we didn't extend it so the communities and our schools that are dependent and watching us closely. we have to do right by them. we have to finld the responsible fixes. point that i wo

agriculture has to publish in the federal register two findings before any congressional protections on public landswould go into effect. first, the secretary has to find that new protected land would not adversely effect our efforts to administer existing protected land and then second, the department has to have sufficient resources whatever that is, to implement plans for existing protected land. while perhaps innocuous sounding these would be huge changes in how we do business around here. coming from a state that's over a third federal land, i prefer that drastic reform proposals like this at least have the benefit of a committee hearing before we vote on them on the floor. that way we can hear expert testimony as to whether this is a good idea or learn about ways we might be able to improve the measure, but as far as i know, this language hasn't had a hearing in this congress or any other congress, for that matter. proponents of this amendment are going to argue that it simply ensures that our land agencies can afford to keep up with the maintenance of new protected lands. and listen on the fi

you know parity and making sure that everybody gets a slice of it you know it is public land and so out of the 109, how many are going to have parking spots? >> the parking will be at the same ratio as it will for the entire building so i believe the ratio is a little over point 5 spaces per unit and like javier said the units are skewing on on the smaller side 2 bedrooms, 1 bedrooms and studios and consistent with transbay policy and the maximum number of parking spaces in this area is one to one and you know, these streets down here are really crowded and the goal for this neighborhood is to keep the cars off the street so it's consistent i know it it can be different for each neighborhood and part of the reason we're trying to build housing in this exact location is to try to limit the amount of cars in downtown san san francisco. >> so with the 206 biking parking spaces i mean if the goal is to get people to use public transportation -- >> transportation and bicycle use. >> okay. how many parking spaces does the 206 make up? >> you mean if those bike parking spaces were converted in
