so if the program name was changed to "public land for housing." i would actually say what the public spoke to was public land for affordable housing. specifically, i would talk to, like for example, for sites that are up to 200 units, i would definitely say those need to be prioritized for 100% affordable housing. those you slights like 1950 mission that have been in the pipeline, actually, that with the process at the hearings and the school board, we're happy those are already engaged. i would say a lot of site analysis has been done prior to this process having been started. what we have as far as the mission for meda's clients about 3.3% of our clients can only afford market rate rent. that means that 85% of our clients, they are already paying 50% or more of their income on rent. meaning it's very difficult for them to stay and remain in the neighborhood. 77% of our clients feel that they are under threat of eviction. that is very serious, because really what we have seen is since 1992 we have had a dearth of affordable housing bottle and real

when you think about the committee, it's more than energy and minerals and we have the public lands and water and forestry and grazing hunting and territories and other issues and all of them command our attention. just a couple of quick examples as they relate to those forest land management reform, we left that on the table in the last congress. we have to get back to work on it. there is bipartisan agreement that we have to improve the management of our forests and that includes getting the timber harvest up something that the senator clearly let on. we have to get a handle on the wildfire problem. we know we don't want to be waiting for the next wildfire. we have to protect our water supplies. really work to sustain our rural communities. although there may be a need for some place-based solutions, we need nationwide forestry reform legislation. that's another area that i talked with many of you about. we didn't extend it so the communities and our schools that are dependent and watching us closely. we have to do right by them. we have to finld the responsible fixes. point that i wo

agriculture has to publish in the federal register two findings before any congressional protections on public landswould go into effect. first, the secretary has to find that new protected land would not adversely effect our efforts to administer existing protected land and then second, the department has to have sufficient resources whatever that is, to implement plans for existing protected land. while perhaps innocuous sounding these would be huge changes in how we do business around here. coming from a state that's over a third federal land, i prefer that drastic reform proposals like this at least have the benefit of a committee hearing before we vote on them on the floor. that way we can hear expert testimony as to whether this is a good idea or learn about ways we might be able to improve the measure, but as far as i know, this language hasn't had a hearing in this congress or any other congress, for that matter. proponents of this amendment are going to argue that it simply ensures that our land agencies can afford to keep up with the maintenance of new protected lands. and listen on the fi
