america's public lands generate over $40 billion of recreational use every year. whether you're visiting a national park or hunting or fishing, the opportunities on these federal lands are important. and we can also enjoy the protection of our national special places while still maintaining a high level of energy production on federal lands. the president's budget reflects a strong commitment to increasing energy development and i'm especially pleased to see the department is also increasing the production of renewable energy resources on public lands. i want to bring up something, though that is missing in the budget. secretary jewell is taking an important step proposing reforms in how royalties are collected on federal resources but i am concerned that the discussion ends there. you it typically lease a ton of coal off federal land for $1 or less. the taxpayers get $1. then years late we have to deal with almost two tons of carbon dioxide from that one ton of coal and the government's current best guess is that two tons of carbon pollution will cost the america

i hope to get an update and also see what more can be done for the public access. the lands around crystal spring a remarkable incredible sources of floor and it's something that more people can see and get there without having to have special permits to do so. the last measure i have is legislation that i'm introducing an ordinance that would add the board of supervisors and other citywide elected officials for the public calendar requirement for the sunshine ordinance. this would require elected officials to identify people who come to our meetings with exception of some that attend the meetings. this requires the city attorney and department heads to make calendar listing their official meetings. but for some reason, the board of supervisors and other elected officials were not included in the public calendar requirement. recently the your recommended the board take this action so we know who we are meeting with. last month the board voted against this because supervisor already willingly disclose our calendars but we are not required to and we can frequently ignore the p

it was primarily public land. when my grandfather started it in 1880, that area was part of the new mexico territory. it was in the area acquired by the united states in the gadsden purchase, just before the civil war, and that ha--had belonged to mexico. the southern pacific railroad wanted to put a line through from new orleans all the way to los angeles, and the best route went through that area, south of the gila river. and congress eventually a--approved the gadsden purchase. mr. gadsden had been sent down to negotiate it. and so in 1880, the land was basically unoccupied, except for the railroad, and if somebody wanted to acquire livestock and put out there and develop water, then it was possible to homestead a certain amount of land around the water that was developed, and the rest of the land could be basically just used. and arizona became a state--when?--in 1914, something like that, and at that point coming into the union, the state was given a certain amount of state land and the same with new mexico.
