we tried to make public transportation acceptable to people. i have worked with the other supervisors to provide -- other supervisors supervisor mirkarimi and mayor lee. this allows us to make an investment in public education, but also a long-term investment in public transportation, because as young people from an early age to use the system, the public transportation system, they are going to be committed to public transportation for years to come. >> do you feel additional issues that are facing your district -- that there are additional issues that are facing your district that are unique to your district that you have not mentioned? supervisor campos: there are issues that come up, whether you're talking about the mission, bernal heights, portola. one of the issues we have worked on in bernal heights is the issue of protecting a mural around the public library, which is an issue that raise a lot of other things. it led to a larger discussion in terms of who we are as a community. some people wanted to preserve the mural. others wanted to g

public safety falls into that category as a basic critical service. transportation, making sure we have the functional muni is critical. core public health services like dealing with mental on this on our streets -- with mental illness on our streets. if we do not provide services, we will pay the price. it works out from there in terms of budget priorities. >> with your plans on dealing with homelessness? >> it is homelessness in general and behavior on the streets. we need to make sure people have access to services. i was a supporter of putting the money we taking the money we're putting into the system to provide housing. we need to make sure people have access to services. we need to make sure that we have standards of behavior on our streets. most homeless people did not cause any problems on our streets. they are a small group the causing problems. we need to make sure we have the standards of behavior. there are some kinds of behavior that are not ok and they need to report that. . she mentioned housing needs. what are the housing needs? how should the board

we're moving people around in a more efficient way so that they feel comfortable with using public transportation as their source of transportation. i think everyone in the city is prepared to bike, to use public transportation, to walk, to ride share, but we have to make it a lot more convenient for people. and it's going to be an ongoing improvement process because we're building more housing units. we're bringing more people into the city for job opportunities. but we're not increasing the needs around public transportation and transportation in general as significantly as we are doing those other things. so, we're going to have to take a really hard look at our priorities around transportation and really aggressively deal with those things. >> and speaking of safety, what do you hear about crime in your district and are you happy with what the police department is doing and how the city is dealing with crime? >> well, fortunately because of the new academy classes, we actually got a number of additional off certificates in district 5. that has definitely had -- it's had a big impact on the di

they want to make sure that your streets are repaved, that our potholes are filled, that public transportation works for you, that, you know, your parks and play grounds are safe for your children to play in, students can go to local schools. i think that those are all important issues facing district 4 and will continue to. >> how have you balanced the needs of your district versus the needs of the city as a whole? >> i think that as a district supervisor, we play that balancing act every single day in our jobs. and we respond to all of the constituent needs, whether they doll us, whether they e-mail us or talk to us in person about a problem, we try to sort of bridge the resources that are in the city and help connect them with whichever department it is they might need to be connected with to resolve their issue. ~ but also at the same time we are city-wide representatives and we vote on legislation every week that impact everyone in the entire city. i think that when we take those votes, for example, we keep our district interests in mind and how they might want us to best represent them o

they encourage you to take public transportation. it's not a very big city, but it is quite long from the train station so they try to provide frequent transport from the train station to the venue. this festival only holds three to four days per year, so it is not very long. only three or four days and every year they attract 500,000 people in these really small cities. when you attend the balloon festival, you not only see the balloon flying in the sky, but there are something like amusement park, farmers market that come from the neighbors and also they have some interesting competition. so not only seeing the balloon, you can participate in different activities and it is the local government that invested a lot of money because they are becoming stronger and stronger. the local government don't really invest so much money so the organization or association, they can try to find out their partners or sponsors. you've got private sector invested in these kind of festival. i think that's kind of interesting. >> the thing a lot of pe

it starts with when old forms of public transportation become obsolete. now, the earliest forms of public transportation were omnibuses, which were really large coaches pulled by horses. but in the 1860's people came up with the new idea, the horse car. a horse car was essentially a little car that horses could pull but it used rails, on the ground. rails reduced traction. so horses could pull larger loads. horse cars really started taking over all across the united states in the 1860's, but they had some draw backs as you might imagine. can anybody think of something that could be a bit of a problem with horses pulling cars? yes. well, for one thing, horses were living animals and they could get sick. so some industries, some companies, lost thousands of horses to disease, which was just terrible for business. the other thing is a horse can drop up to 10 pounds of fecal matter on the street every day. so you're talking about up and down market street, tons of these cars going back and forth every day. it was just a public noose -- nuissance, you might sa

these have shops and restaurants and in a few short years, the best public transportation center in the region. all of these new buildings and the transit center means good paying jobs. 27,000 jobs, we already announced as part of this, but also 6 million square feet of new office space, 4500 new housing units. 1200 of those housing units are going to be affordable because of the financing. financing is just as important as transportation in our city. a hundred thousand square feet of new retail space. a thousand new hotel rooms and for all you open spacen enthusiast, 11 new acres of parks downtown open space. [ applause ] i said earlier, the financing of this doesn't always get a lot of publicity because the finance people are always working within their confines, but no burden to their general fund means that more of our members of our board and the mayor can work together to get the social programs that we need and make sure that our funds are utilized to get those quality like programs working in the city. i want to give again a special thanks to the men and women in the labor force
