joining us now co-founder of punch bowl news, jake sherman. he's an msnbc political contributor and probably not getting much sleep these days. jake, thanks for joining us this morning, so let's start with the government shutten down. give us an update on that, and give us an update on mccarthy's hold on power. >> i'll give an update on the government funding first which is government is in peril. the story is this. the senate is working on a bipartisan stop gap which is going to come to a vote at some point today, not today but sunday, monday, something like that depending on who gives up time and how they collapse time in the senate, the time needed to pass a bill. mccarthy has rejected that. house republicans have rejected that. they've all rejected that. that will was going to probably go nowhere in the house. so the question is two fold. number one, mccarthy is going to put a stop gap on the floor today. we'll have to see. maybe there's some momentum now they passed three of their four bills last night. maybe they'll give mccarthy a break

. >> no kidding, jake, and a new report in punch bowl news from members of mccarthy's leadership teameah, i mean, the basic reality is the senate has passed a number of bills on a bipartisan basis, republicans and democrats, every appropriations bill has come out of committee. republicans have gotten zero to the house floor. and the senate's going to move three bills today. republicans are going to put the defense appropriations bill, the defense spending bill, $886 billion on the floor this week, and there's no guarantee they could even pass that. so it's very difficult to see the end game. the end game, the typical sane end game would be a short-term bill that would go until november. that's what mccarthy wants and that's a typical punt that we usually see here. i don't know that conservatives are going to allow that, and just to be clear, when chip roy says kevin listens to conservatives, it usually works out. that's not true. it doesn't work out. the president is a democrat. the senate is run by democrats alongside republicans who disagree with house republicans. so it might work

joining us now is nbc's ali vitali on capitol hill, and anna palmer, punch bowl news co-founder. see you. ali, let's start with the shutdown. four days left. what are these bills mccarthy is trying to push through exactly? >> reporter: effectively they're trying to show good faith to his right most flank. as you mentioned. this is something the speaker attempted to negotiate with his holdouts over the weekend, pushing forward on four key spending bills that are part of the total 12 that appropriators have to move on, but right now they don't have the time. effectively what would happen here if this worked out is they would hold votes on these rules today, on the four spending packages. that would be enough for conservatives to see that their spending goals are being heard and met, at least in these pieces of legislation and the future ones that will still be drafted and they could move on something look a cr that would buy them a little bit more time. when we say cr, we mean a continuing resolution that could fund the government for 30 or 45 days. that is something that mccarthy

there's been reporting both from punch bowl news and our colleagues at cnn that speaker mccarthy is planningiry or plans to. do you believe that there are the votes to move forward on impeachment inquiry if he decides to go that route? >> more than likely. the inquiry, my understanding gets us or will assist us in getting joe biden's bank records. there's no doubt based on the evidence i have seen whether the stars reports or evidence from the fbi, whistleblowers, et cetera, there's no way any of this happens without joe biden. if that is a tool in the tool box we can use to get more evidence for the american people, then i'm going to support it. the problem is you do the inquiry, how do you avoid doing an actual impeachment. and that puts a lot of seats up at risk particularly for republicans who won biden districts. that is the web that we will weave if we move forward on it. >> i think it's a great question, though. part of the reason you don't go down this route is inevitably you don't have a choice. you're going to end up going towards -- >> i believe the evidence says that we need to d
