morgan radford is joining us from miami. what does this mean? >> simply, jose, this is a big shift.with no waiting period. this new law bans abortion after 15 weeks and going into effect on july 1st. there are no exceptions for rape, incest or human trafficking. the only exception is the mother is at risk of deaths or irreversible or physical impairment. just to give you the procedural politics behind this, the florida state senate passed this bill on thursday. both chambers have a republican majority and governor desantis expects to sign it into law. he does have seven days to sign it or veto it. this is especially a big shift for many southern women seeking refuge since they travel to florida for abortions due to heavy restrictions in their own neighboring states. abortion rights are hanging in the ballots across the country. west virginia have advanced similar bill. the supreme court is expected to rule injun on the mississippi ban that was passed in 2017. it is a law that's similar to the one here no florida. >> morgan radford in miami, thank you. >>> still ahead, how are a minn

"nbc news now" anchor morgan radford joining us. over again, jose, and all across the country. while the cause of this inflation is certainly up for debate, there's no doubt that the steepest rise in prices in more than 40 years is hitting communities of color even harder. one report showing black and latino families are bearing the brunt of the rising costs more than their white counterparts. people of color spent more income on food an gas than any other demographic group, as much as 7% higher on energy. that's compared to 5.4% spent on energy by other groups. of course, those two are among the categories that have seen the steepest rise in prices. jose we spoke to latino voters about this issue. they said it's affecting everything from how they eat to how they may decide to vote. >> have these high prices affected you personally? >> yes. the economy, the inflation is impacting people on our budget, our economy. not only that, but how we feel. the one thing i can't believe is that in my previous job i got paid $5.00 less an hour i

joining us say morgan radford. great to see you. what does it mean, title 42 will be lifted? >> jose, great to be with you and great question. if this goes into effect, this would be among one of the biggest changes to immigration policy since president biden took office. that restriction, called title 42, was implemented by the centers for disease control. it essentially forced the vast majority of asylum seekers to return back to mexico without their claims ever being heard. many critics felt it was excessively harsh. just to give you a sense of the numbers, more than 1.7 million migrants have been expelled back to mexico under this policy. that's just in the last two years. interestingly, perhaps more importantly this will not have as much impact on the ukrainian refugees who made their way to mexico to cross the borders, since the u.s. is granting them a one-year humanitarian parole. el salvador has just declared an emergency. it affects people from venezuela, where 59% of households cannot even afford food. plus those coming from cuba, where citizens are still being jail
