randy: that is the complicated question.ne of the key things they have, actually two things, the ability to keep interest rates low for a while, and that is valuable because it reduces refinancing, if people have a mortgage on their home, that makes it easier to make payments. that lowers the borrowing cost for firms to do more projects that can beat the hurdle rate and expand on that. then, that hopefully will help to bring people back into employment faster. if we are in a situation where people are too scared to consume, the fed does not have a tool to deal with that. we have to deal with the health issues, safety issues and people's confidence issues, not just overall economic activity but being able to go out safely and consume and undertake activities, like they have in the past. that is far beyond what the fed has. that is why dealing with the health issues is very much an economic issue. the fed is likely to keep rates low for an extended time. what we have seen is a collapsing real rate and inflation has started to

randi kaye is in palm beach county for us. first let's check in on the storm's latest track and meteorologist chad myers joins us from the cnn weather center. chad, what is in store for florida and the east coast? >> i think the storm is blowing up right now, which means getting bigger. blowing up as an explosive development. it was dying all day, it looked horrible all day. dry air. it was over land basically. not very high land but still wasn't over warm water. now it's over water. now we've got the shear out of the way and the dry air out of the way and there is a huge thunderstorm complex to the north of what we call the center. it's an eye, yes, but it doesn't really look like an eye yet on radar. but if this northern part wraps around and becomes an eye, we're going to get rapid intensification in the overnight hours. right now we're somewhere around a 66 to 70-mile-per-hour storm. there's some shear on the way and it's going to have to try to get up into that shear but eventually it pushes away. all that red back there

. >>> cnn's randi kaye is in palm bea beach. randy, what are you seeing now? >> reporter: we're still seeing heavy winds, victor. not so much rain, again. but the wind we were talking about. 50 miles per hour. a short time ago. but just take a look at the ocean back there. what a difference a day makes. yesterday we were here and people were out here surfing, they were sunning themselves. now, we're expecting a two to four-foot storm surge on top of the regular tide. we're getting word of power outages here. we know of 1500 power out ajts at this hour. fpl, florida power and light, working it restore those. they have a staging area since yesterday in daytona where crews are -- 10,000 personnel from 20 different states, new york, texas, everybody coming together to get the power on here. because we're dealing with the coronavirus spiking here in florida, they have to take some extra precautions. they were concerned about delays. the governor was thinking there could be delays because they have to wipe down the equipment, work in smaller groups and also do the t

randy wallace traveled to loo, in lake charles as we speak. randy, what's it look like? >> tucker, the best way to describe it, it's a mess. we spoke to some one earlier who said it looks like a bomb went off. and that's probably the best way to describe it. keep in mind this cat 4 hurricane was one of the most powerful to strike the gulf coast in decades. there are trees down everywhere, power lines down everywhere. as you mentioned, on top of that, we're dealing with a chemical plant fire in nearby west lake. right now, there's a shelter in place. keep in mind there's no power. no one has air conditioning. these folks are told to stay in their houses with the windows up. it's going to take a long time for lake charles to recover from this storm, tucker. >> tucker: that's awful. how close, do you know, is the fire to being extinguished? >> i'm not real clear on. that i know that we're not seeing the plumes of smoke that we were seeing earlier. but, again, just to be on the cautious side people need to stay inside. what's burning is chemicals that are used to make disinf

cnn's randi kaye is joining us right now. randi, you're there in palm beach.s there any sign that florida can actually slow the outbreak? >> well, the numbers are really interesting, wolf. 4,716 new cases. and 73 new deaths to report. that number of new cases, wolf, is about half of what we've been seeing. now we don't know if that's because of the hurricane that was brewing off the coast of florida over the weekend, if people stayed home and didn't go and get tested or if it's because the state closed most of the state-run test sites, certainly those here along the east coast of florida. most of those will start re-opening tomorrow. so it's unclear at this point why that number is so much significantly lower in fact. but we do know that the governor announced today two more test sites are going to open in miami-dade. one at marlins stadium, one at hard rock stadium. these are going to be antigen testing sites, so specifically for people who are symptomatic. they will have special lanes for those people, also people who are 65 and older. they want to get those

what's happening there now, randi? >> a short time ago we had another band of rain come through. the winds, as you said, they are pretty steady. still the ocean behind me is rocking. those waves have been going all morning. yesterday people were surfing and swimming and sunning themselves on the beach. what a difference a day makes. we're dealing in florida, as you both know, with an emergency on top of an emergency. another 9,000-plus cases in the state yesterday. here in palm beach county, more than 500 new cases. plus the positivity rate about 13%. there was a lot of concern about shelters. they did open the shelters here in palm beach county. there are five of them open. they're in high schools. they're hoping that people can social distance. the state was looking to reserve hotel rooms for people who may have been symptomatic. we'll see who is in the shelter today. last word, we got word there was more than 100 people in the shelters here in palm beach county. but the power is certainly the issue of the day because of these high winds. florida power an light has been out and

churchill, randy recovered in texas represents the 14th district and i want to show you on a map for our viewers where galveston is, we are talking to mike johnson appear so congressman, as i show our viewers where you are at, what has been the impact of this hurricane? >> it's not been so terribly bad and texas as it has been in louisiana, louisiana being on the dirty side. my district 14 is the first three coastal counties starting at the louisiana border. right now, i've been reaching out to mayors and judges in different counties, we hear the 46000 customers without power, downed trees, downed power lines, no flooding to date that we are aware of. bear in mind that the district ground zero for flooding in 2017. man, did we have flooding from hurricane harvey. but right now, texas is faring pretty well. we dodged a bullet. we are very grateful for that. reached out to our friends in louisiana to see how we could help those offices but you know some of the companies, trucks and crews are headed that way to help them get back on their feet so all in all in texas, no lost lives we ar

what do they make by that commitment my guess is that they are probably still debating that >> randy if you look at the u.s. economy, one of the biggest factors in terms of how the recovery goes and the housing market what we've seen is the housing market is in a sharp v-shaped rebound. how do you see that factoring into the fed's outlook when they provide the minutes later today? >> certainly, that's one of the motivations for cutting interest rates is to provide support and housing. if you think of households and wealth, probably the largest thing they have is their home. lower interest rates can make housing more affordable. they refinance so they can spend more on other things and helps support a housing crisis we can be optimistic about that. there is so much uncertainty that they ain't changing their tune at holding rates at 0 until 2022 i think for quite some time >> if we look out to 2022, one of the biggest questions investors are asking around one of the inflation outlooks and pressure remains to the down side and you look out to four years, we could start to see inflationa
