randi kaye spoke to a man who lost both parents. >> reporter: jonathan epsepstei parents were asleepnth floor when the building suddenly collapsed. they lived in apartment 901. when did you last speak to your parents? >> i had actually spoken with my mom about an hour before the building collapsed. we were both night owls. and just really casual kind of late night text. i think i sent her something funny. that was about, yeah, i think that was around like 12:10. and i think the building came around at 1:20. i sent her a paul mccartney song that i thought was cool. we bonded over music a lot. so just a really quick text. >> how did you find out what happened with the building? >> i was about to fall asleep and i saw the cnn alert come across my phone that building in authori north miami had collapsed and i immediately went to text my mom thinking how could it possibly be theirs and a message on the iphone went from blue to green meaning that it hasdn't been received. >> reporter: he didn't sleep at all that night and then saw the surveillance video of the collapse. what was that like

heart a letter from the child is always one of those that really sooths the soul. >> reporter: randi kaye, cnn, surfside, florida. >>> and the investigation into the collapse is still in its early stages and it is too soon to draw definite conclusions. but an engineer hired by the town of surfside spoke with cnn about something he noticed in pictures and video of the debris. >> the reinforcing steel that we could see in some of the photos and some of the debris might not be arranged in the manner that was suggested by the drawings. not that it wasn't the right number of reinforcing bars. looking at certain elements in the debris pile and as they were removed from the debris pile and we knew that there was supposed to be making this up essentially 16 bars in about a 10 foot area, but 25% of those were supposed to be not only where the columns are, that is in the slab now, not a vertical thing. and we look at it and there were only one or two barsu couldn't there, it doesn't mean the right number of bars were there, but they might not have been arranged the way the drawings ask for. that is

we want to go to "360"'s randi kaye in surfside, florida. t on the recovery efforts, randi? >> reporter: anderson, late today they located another four bodies. first responders say the death toll is 64 and they believe another 76 are missing. also today, families, missing loved ones did get to the site. they wanted to pay their respect once again to their family members that have not been recovered yet. they held a moment of silence with first responders. families of course still trying to make sense of this tragedy here. i spoke with one man who lost both of his parents in this collapse. he says all he has left of his parents is his mother's wedding ring, found alongside her body in the rubble. >> even after 31 years they were very much in love. >> reporter: jonathan epstein's parents were asleep on the ninth floor of champlain towers south when the building suddenly collapsed. david and bonnie epstein lived in apartment 901. when did you last speak to your parents? >> i had actually spoken with my mom about an hour before the building colla

randi kaye explains how the dogs search for survivors. >> reporter: these k-9 search and rescue teamsvivors in the rubble pile. families are counting on these dogs to help find loved ones. bode, stone, gunner and the others are all part of florida task force 1, they are built for this sort of delicate work. >> the dogs, the way they move across the rubble, they are very agile and they distribute their weight with four different paws, they don't hesitate like humans do so it is much safer for them. they don't displace rubble, so they won't create further damage to the victim if there is a further collapse. >> reporter: and when disaster strikes, their keen sense of smell gives them another great advantage over their human handlers. the team says dogs have as many as 300 million smell receptors in their noses, compared to about 6 million in humans. that sense of smell helps direct certainly crews where to look saving them precious time on the rubble pile. >> that are job is not to say x marks the spot, their job is to say hey, this is where we have to start looking and start our search

more from cnn's randi kaye. >> reporter: this was the scene around 10:30 sunday night. a controlled demolition of what remained from champlain towers south. it was brought down by explosives, spending a cloud of dust through surfside. >> only dust landed on the existing pile. and a little over an hour afterward, we received the all clear. and then right around midnight, work commenced on the pile and by 1:00 a.m., we were in full search and rescue operation mode. >> reporter: it wasn't long after search and rescue efforts resumed that rescuers pulled three more bodies from the rubble pile. another body was found later in the day. the search for survivors had been hampered by concerns the remaining tower may collapse on first responders. and the threat of high winds from tropical storm elsa. >> being gone, we're now at 100% full strength, full on, pulling everybody out of that rubble pile. >> reporter: teams on the ground are very clear, this is still a rescue mission, not a recovery mission. >> i said to the families two days ago, that their chances to find somebody ali

randi kaye, cnn, surfside, florida. >>> police in bangladesh are investigating an enormous factory fireer control the next day. >> reporter: clouds of black smoke billow through the air of this multistory building has firefighters struggle to put out the flames of this massive fire. it started thursday afternoon at a juice and food factory located just outside of bangladesh's capital. it burned into friday afternoon. according to a fire official, the fire started on the ground floor. workers tried to escape to the roof but many would trapped as the fire spread to the stairway exits. >> if the workers could have reached the rooftop, we could have saved them like the 25 people we rescued with our crane, if only they reached there we would be been able to save them. >> the few that were able to reach the roof jumped off. at least three died according to the news agency. the cause of the fire is unknown. according to the fire chief the highly flammable plastics and economicals inside the factory made it difficult to contain the fire. distraught relatives of the victims surrounded the factor

it's a story our randi kaye heard, quite a bit, during her visit to a hospital in jacksonville, florida, and she joins us now. so you went to the covid ward at the hospital. what did you see there? >> anderson, we were at baptist medical center on the covid floor in jacksonville and i saw doctors and nurses gredesperate trying to save lives. the number of covid patients is increasing right now. they have 349 covid patients. 74 of them are in the icu. 72 of those 74 are on ventilators. that's how serious it is. they are also turning regular hospital beds now into icu beds because they need them so badly. we were there yesterday and on that same day, they had 60 new-covid patients come in. and i am told that 57 of those 60 were eligible for the vaccine. and, anderson, only one of them had, actually, received it. and that's the problem. 99.6% of the covid patients at that hospital are unvaccinated. so, i spoke to one nurse. and she told me that, in their desperate times, here they are facing a ventilator or being intubated. these unvaccinated patients are begging for the vaccine. listen to

let's get over to cnn's randi kaye live in clearwater beach. randi, what are you seeing there? >> boris, let me first tell you what's happening in the keys just south of here. there was a boat that capsized and the search is on for nine missing people about 23 miles off of key west. we're getting information from the coast guard there that they've done the survivor debriefs, talking to the people they rescued. they have been able to rescue 13 people. we're told there are seven men and two women who are still missing. they're still looking for those. that's the situation there. take a look at the situation here. things have certainly improved considering what we were dealing with yesterday. we had heavy, heavy rain and wind yesterday. i know we have video to show you. it came in about 2:00 a.m. to this area in clearwater beach. this is clearwater harbor where we are. the rain and the winds were bounding. we had 50 to 70-mile-per-hour winds, lots of rain, four to six inches. there were tornado warnings. there were some minor power outages. clearwater police say nothing too bad. t

cnn's randi kaye is in clearwater beach. randi, tell us what it looks like there and what's expected to come? >> reporter: first i have a little information on the nine people they're trying to rescue. i just got off the phone with the coast guard. they say they're 23 miles off the coast of key west. this all happened late yesterday afternoon. they're right now doing what they call survivor debriefing. the people that they've rescued, those 15 people, talking about who else they were with, where they are from, the ages, what they look like, et cetera, to try and find those people. it certainly was a situation there, and it's been a rough situation here. we had very heavy winds overnight, 50 to 70 miles per hour, the storm hitting us here in clearwater beach. this is clearwater harbor. about 2:00 a.m. was the worst of it. you can see the water is still pretty choppy, but not too bad. we had tornado warnings, rain of four to six inches and storm surge as well is what they were concerned about because the storm was hitting about

randi kaye joins us from surfside, and randi, you're learning more about one of the victims.? >> reporter: john, another child has been pulled from the rubble. this time a 7-year-old girl. she was recovered from miami search and rescue. and it turns out that she is the daughter of a firefighter who works with miami fire search and rescue. he was actually working on the pile at the time. he did not find his daughter, but a search team from task force two did, and they called him over and told him that tragic news. so, you can just imagine, john, how difficult it is for this family. this little girl has not been identified publicly, nor has her father. the family is asking for privacy at this time. but certainly a very, very difficult situation for them like it is for so many families here in the surfside area. also tonight, john, we are learning more about those who ran for safety as that building came crumbling down around them. and we're hearing stories of neighbors jumping into action to save neighbors. we met two of them today. >> all of a sudden i hear boom and my bed sha

we will have more on the impact of the hurricane with randi kaye who joins us from clearwater beach, where you are? >> anderson, we are just getting just as you just tossed to us, we are getting the first bits of rain here coming across right here in clearwater beach. it's clearwater harbor behind me. i don't know if you can see that, but there's a couple of boats tied up out there. hopefully, they are tied up tightly. you can see from the palm trees, and now the rain is picking up, the wind is picking up. we are expecting 50 to 70 mile per hour wind gusts. there are hurricane warnings here in pin el as county. and 34 other counties in the state of florida. also, there are tornado warnings. the real concern at least right now is the rain, first of all, where we expect four to six inches here. also the storm surge. because the impact of the storm, greatest impact is expected overnight from midnight until 8:00 a.m., and they expect the storm surge will then coincide with the high tide, which is supposed to hit around 3:00 a.m. that would push a lot of the water into tampa bay, into the

now, cnn's randi kaye visited a florida hospital in jacksonville that's now really in crisis mode, randy, and i understand people there are more or less begging at this point for the vaccine. >> they absolutely are, and you will hear from some of them in a moment, john, but this hospital i visited, baptist medical center in jacksonville where nearly 100% of their new covid patients are unvaccinated. they're getting new patients every day, and even if they are eligible for the shot, they didn't get it. that's why they're in the hospital now fighting to survive. >> the increase started happening so quickly, and it's multiplying so fast every single day, we can't open up beds fast enough to meet the demand. >> we met chief nursing officer tammy daniel in jacksonville's baptist medical center on one of the hospital's covid floors where those battling covid are kept in special rooms, reserved for patients with infectious diseases. baptist is treating 389 covid patients. that's an increase of about 11% from last week. 83 of the patients are in the icu and on ventilators fighting to survive. ba

cnn's randi kaye is in clearwater, florida. you saw the brunt of elsa overnight. now areas north of you are the ones getting hit. >> yeah. hello to you, ana. we certainly did see it overnight. we had winds here between 50 and 70 miles an hour. they were expecting 4 to 6 inches overnight. what a difference a day makes if you look around here, but that is not the situation in cedar key north of us, which is getting pounded now. they're having lots of rain there and wind certainly. there's also some concern for flash flooding in that area. and then from there, not only is it going to hit now in northern florida, but it's going to make its way to georgia and the carolinas as well. but it did make landfall in taylor county around 11:00 a.m. on the northern florida coast. so they are dealing with that. meanwhile in the florida keys, off key west, the coast guard is dealing with an issue as well. there was a capsized boat about 23 miles offshore. 22 people were in that boat. 13 of them have been rescued. nine of them are still missing. i'm told that it was seven men and

. >> mayor, i want to play for you an interaction that my colleague, randi kaye, had with a nurse in florida about what she had been witnessing. listen to this. >> ready to intubate the patient, putting them on a ventilator. they said, if i get the vaccine now, could i think go on the ventilator? i mean, they're begging for it. they're desperate because they're gasping for air. they can't breathe. they are scared. they feel like they're going to pass away. >> we hear anecdote after anecdote just like that. what goes through your mind when you hear that? >> you know, it's so sad. i mean, i lost an uncle who was in a place where the vaccine at that point was not readily available and -- it was readily available two weeks later. had he received the vaccine, he may still be with us. so it's incredibly heart-wrenching to hear stories like that. you know, so many people have been lost to this virus. many of which could have been prevented had people been vaccinated appropriately. so it's just -- it's heartbreaking. and you know how many families have been affected by this, so many of them.
