that seems to be a huge red flag. is that uncommon?d say, there are a bunch of red flags, regarding this investigation, regarding this case. i go back to -- if you go to homeland security website, secret service did a study several years ago, of 14 random acts of violence at schools. and they dissected each investigation. they talked to everybody, relatives, friends, witnesses, victims, and the subjects. and they boiled it down and determined that in over 50%, almost 60% of these people interviewed, someone knew this was going to happen before it actually happens. sometimes hours before it happens, sometimes days. in one case, it was weeks before it happened. in this particular case, there's a lot of red flags here. we have to look at the school's procedures and how to follow up on once a student is expelled from the school, how do we keep him out of the school? what types of systems are in place? i do assessments of schools and hospitals around the country. wing thing that's consistent is there's no consistency. there has to be some g

"usa today" talking about who backs stricter gun laws. overwhelmingly people want tougher b tougher laws. overwhelmingly people surveyed think congress will not do anything about it. do you think there is a new movement here and these young people have broken through in florida and not just a shooting that goes away, but we are still talking about it? >> it is interesting what we see from the young people, particularly the survivors of the parkland shooting. i don't think we have seen this response before and how they are pushing for a new legislative effort to do what they need to do about guns. you could make a case there needs to be stricter gun laws. particularly in florida where gun restrictions are relaxed. on the federal level, it may not work for every single state. there are certain states that arm teachers and may not have school shootings. again, with respect to the solution of arming every teacher, it may not be a great federal solution. it may be better on the state level

and as you know there have been a number of red flags that we now know about. nikolas cruz was expelled from the school. he had very erratic behavior that many people reported seeing. he had some troubling social media posts. and then one of the most recent red flags was that somebody called into the fbi tip line on january 5th, and this was somebody that was very close to nikolas cruz, somebody that knew that he had a gun, somebody that knew he was threatening to shoot people, somebody that knew about his erratic behavior and the fbi has come out and said they dropped the ball on that. so a lot of red flags that are being questioned, aaron. >> at the same time, tammy, we know that nikolas cruz's lawyer, his public defender, says her client is willing to take a plea deal. any details on what that deal may look like? >> well, most likely this would be to avoid a death sentence. and in turn he would probably spend the rest of his life in prison. that would be our guess. that would be the reason that he would take a plea deal, aaron. >> all right. nbc's tammy leit

travel, high debts, previous issues of substance abuse, these are all things that could raise a red flag. i think it's significant that we're talking about such a long delay in terms of these officials that there were red flags. as we saw in the case of rob porter, the fbi which does the investigations, background checks that would ultimately lead to a recommendation about whether somebody should have a clearance, they completed their work by last summer. they made a recommendation, sent the report to the white house. this is what the white house is struggling to reconcile. they had in the past put the blame, perhaps explained away as an fbi issue in dealing with this backlog, we now know there were officials who would have had access to information which may have suggested that somebody should not have been given a clearance, they made a follow-up request in the case of rob porter. what will be interesting as we continue to do reporting is how many other officials were there knowledge of issues that should have prevented a clearance that the white house chose to perhaps overlook, the pr
